Safai Karmakaar Ke Putr/Putri Hetu Vishesh Coaching Yojana pays one bill: the fee a coaching class charges to prepare a sanitation worker's son or daughter for entry into engineering, medical, CA, MBA or another professional course. Chhattisgarh's Labour Department notified it in March 2015 for up to two children of a worker registered with the state's unorganised workers' board, from Class 10 upward.

On paper the amount is the coaching class's own fee, with no rupee figure anywhere in the notification. In practice the board's own scheme report shows how rarely a claim gets through: one settled out of 59 received.

Chhattisgarh's Labour Department set the scheme up with a notification of 11 March 2015 that runs to six short clauses, and the benefit takes up one sentence of the first: the fee charged for special coaching towards admission in engineering, medical, CA, MBA or other professional education is payable by the board (Labour Department notification, Government of Chhattisgarh). That board is the Chhattisgarh Asangathit Karmakar Rajya Samajik Suraksha Mandal, the Unorganised Workers State Social Security Board, yet the notification leaves the eligibility check, the sanction and the payment to the district's Assistant Labour Commissioner or Labour Officer.

The board runs two other schemes for sanitation workers' children, a cash scholarship and a cycle scheme, and all three stop at two children (board scheme list). This is the only one of the three whose money is tied to a purpose, coaching for admission to a professional course; the other two ask only that the child is studying.

Read together, the notification and the board's scheme entry set three conditions:

• The parent is registered with the board as a sanitation worker. Safai kamgar is a trade of its own on the board's registration list, and the notification gives the benefit only to the children of registered sanitation workers (board registration conditions).
• The child is studying in Class 10 or a higher class. The notification fixes that floor and names no upper class or age limit.
• The coaching prepares the child for admission to engineering, medical, CA, MBA or other professional education (board scheme list).

No marks cut-off appears anywhere in the notification, and income enters only through the parent's card: the board's current registration rules take a worker whose monthly income is within Rs 15,000 in urban areas or Rs 10,000 in rural ones (board registration conditions).

Exclusions

myScheme leaves this section blank. Four cases fall outside the notification's wording all the same:

• A third child. The notification's benefit clause puts "two children" in brackets after son or daughter, and the board's entry repeats it, so a third sibling preparing for the same entrance exams has no claim (Labour Department notification).
• A child below Class 10. A Class 9 student who starts entrance preparation early is short of the notification's floor.
• Coaching with a different goal. The fee is tied to coaching for admission to a professional course, so coaching for a recruitment exam or for school board marks sits outside the notification's wording.
• Coaching already paid for by another department. A child whose coaching is covered under another department's scheme, the Centre's free coaching for SC and OBC students being the likeliest, cannot have this board pay for coaching as well; the notification lets a student draw on only one department's scheme at a time.

Renewal conditions

The 2015 notification has no renewal clause. It does not say whether a second year of coaching, or coaching for a second entrance exam, needs a fresh claim or is covered by the first one, so the district Assistant Labour Commissioner or Labour Officer who sanctioned the first claim is the person to ask before the child enrols again.

The benefit is the coaching fee itself. The notification says the board will bear the fee charged for the special coaching, and its payment clause has the district Assistant Labour Commissioner or Labour Officer deposit the money in the student's own bank account or in a parent's account; the clause names no payment to the coaching institute (Labour Department notification).

Neither the notification nor the board's scheme entry writes in a rupee ceiling, a per-year limit or a list of approved coaching institutes (board scheme list). The claim form has no field for the fee amount and asks for no fee receipt either, so ask the district office what proof of the coaching fee it will accept before filing.

• The fee for special coaching for admission in engineering, medical, CA and MBA or other professional education to the son/daughter (two children) studying in class 10th and above will be paid by the board.

The board's claim form for this scheme, Form 13, is headed as the coaching scheme's application form, and its attachment list differs from myScheme's in both directions (board claim form):

Besides the attachments, the form asks for the name of the institution, the examination the child is studying for, the class, and the last result as marks obtained out of the maximum with a percentage or grade. It also wants the family's annual income, even though the notification attaches no limit to it, and the bank's name, branch, account number and IFSC, which decide the account the fee is paid into.

How to apply

The 2015 notification describes a paper route, and the board has since added an online form. Both begin from the parent's registration:

1. Find the parent's current board registration number. The claim form asks for both the old and the new number, and the online form has a lookup that turns an old number into the new one.
2. The online route runs through the board's scheme application page, which shows no scheme until it has found the parent's record: pick the district, then enter one of the parent's name, old registration number or new registration number (online application form). Every field goes in Hindi, on the form's own warning that anything else gets the application rejected.
3. To apply on paper, download this scheme's form from the board's forms page and hand it in with the attachments at the office of the Assistant Labour Commissioner or Labour Officer for your area, which is where the notification sends applications (board forms page).
4. Note the application number. The status search will not work without it.

The notification itself, filed online under the misspelt name "vishesh coching yojana", now opens on shramevjayate.cg.gov.in; the cglabour.nic.in copy that myScheme links to no longer resolves (Labour Department notification).

Checking a Coaching Claim's Status

In the board's status search, this scheme is listed as "सफाई कर्मकार के पुत्र-पुत्री हेतु विशेष कोचिंग योजना", directly under the sanitation workers' scholarship and two places above their cycle scheme, so choose it by its full name before typing the application number (application status search).

In the board's scheme report, a coaching claim that has gone through is counted as निराकृत (settled) and a refused one as निरस्त (rejected); the two columns for missing bank papers and missing documents hold no coaching claim at all (board scheme report).

How winners are picked

Selection process

No merit list, quota or entrance score decides a coaching claim. The notification leaves the yes or no to one officer, the district's Assistant Labour Commissioner or Labour Officer, once the eligibility check is done (Labour Department notification).

Very few claims have made it through that check. The board's online scheme report, read in September 2026 with its date filter left blank, gives this record for the coaching scheme:

Durg and Rajnandgaon sent the most applications, 14 each, and the report shows every one of them rejected, while the two claims still in process come from Kawardha and Manendragarh-Chirmiri-Bharatpur (board scheme report). The single settled claim is from Jashpur, the only district with a coaching beneficiary on the board's scheme-wise beneficiary report (scheme-wise beneficiary report). Neither report gives reasons for a rejection.

Fine print

Terms & conditions

Two conditions sit outside the eligibility test. The applicant signs a declaration on the claim form that no benefit has been taken under a parallel scheme run by another government department, which puts the one-scheme rule in writing (board claim form).

Where the notification is silent, as it is on proof of the fee, a second year of coaching and a second entrance exam, an anomaly goes to the board's Secretary, whose decision the notification makes final (Labour Department notification).
