Safai Karmakar Ke Bachche Hetu Chhatravrtti Yojana is Chhattisgarh's yearly cash scholarship for the children of sanitation workers, and it runs from Class 1 all the way to doctoral research. Whether a child can claim it depends first on the parent's registration as a sanitation worker with the state's unorganised workers' board. The Labour Department's 2015 notification then adds a two-child cap and a refund rule for students who quit a professional course early.

The scholarship is paid by the Chhattisgarh Unorganised Workers State Social Security Board, which sits under the state's Labour Department, and it is one of a cluster of Board schemes open only to registered sanitation workers and their families. The others in that cluster cover safety gloves, masks and aprons, outpatient treatment, marriage, maternity, skill training, a bicycle for a studying child and entrance coaching; this is the one that pays a yearly sum for schooling and study (Board scheme list, shramevjayate.cg.gov.in).

The Labour Department's notification of 11 March 2015 fixes a separate annual amount for each stage of study, for boys and for girls. It mentions neither caste nor a minimum percentage, which makes this a labour-welfare benefit for a registered worker's family rather than a caste-based scholarship.

Claims have been open since 11 March 2015, the day the notification came into force and the start date shown against this scholarship on the Labour Department's scheme list (Labour Department scheme list), and no closing date has been set since. The Board's scheme page does not publish a standing annual window either, so the window reaches families through district notices; the Balrampur Labour Officer's call for applications, for instance, went out in September 2024 (CG MP News report). A current-year last date for this scheme is not posted on the Board's pages, so the district labour office is the place to ask.

Eligibility criteria

Eligibility starts with the parent, not the child. The parent's Board card has to be in the safai kamgar (sanitation worker) occupation, one of the trades on the Board's registration list. On the page where a new registration begins, the Board asks for a registrant older than 14, a self-declaration of unorganised work, and monthly earnings within Rs 15,000 in a town or Rs 10,000 in a village, proved by an income certificate from the ward councillor, or from the sarpanch or patwari (Board registration eligibility). That same income certificate goes in again as an attachment to the scholarship form, and the scholarship lays no income ceiling of its own on top of the card.

The Board's older information page still words the income test as Rs 66,000 a year or the unskilled minimum wage (Board information page), so a family near either line should ask the district labour office which figure its registration will be judged on.

For the child, the 2015 notification asks for two things together: that the son or daughter is in study now, and that they either passed one of the examinations the notification's table lists, from the primary classes up to postgraduate study, or qualified through a Vyavsayik Pariksha Mandal (Professional Examination Board) entrance test and took admission to that professional course. Payment is limited to two children of the family, a cap the notification sets in its opening clause and repeats in its eligibility clause.

Exclusions

The scheme's myScheme listing publishes no exclusion list, yet the notification and the Board's paperwork shut several families out beyond the two-child cap. A child already drawing a scholarship from another government department or institution cannot hold this one at the same time and has to pick whichever is more useful; the application form makes the parent declare that no parallel government scheme has been used (application form).

Income shuts families out earlier, at registration. A sanitation worker earning above the Board's current monthly line, Rs 15,000 in a town or Rs 10,000 in a village, falls outside its registration conditions (Board registration eligibility), and without a card the child has no route into this scholarship.

The card has to say sanitation worker. The Board registers waste pickers as a separate trade from safai kamgar (Board registration eligibility) and gives them a safety-equipment scheme of their own (scheme status page), so a rag picker's card does not open this scholarship. A parent registered with the same Board as a contract labourer, a woman domestic worker or a hamal falls under the Board's separate scholarship for those workers' children instead (Board scheme list), and the Board's general scholarship for unorganised workers' children is a different scheme again, listed apart from this one on its status page. An application typed in English is also at risk: the Board's online form tells applicants that anything not entered in Hindi will be rejected (online scheme application page).

Renewal conditions

The notification writes no renewal procedure. It ties the amount to the class band the child is in and says the scholarship is paid in one lump sum (2015 notification), while Form 12 captures the current class and the last result, so each claim describes a single year of study. Nothing in the notification says a claim filed once carries forward to the next class, so a family should expect to claim again as the child moves up, and can confirm the practice with the district labour office.

The Board lists the benefit as Rs 1,000 to Rs 15,000 (Board scheme list). The 2015 notification spreads that range over seven bands, from the primary classes at the bottom to postgraduate professional study, PhD or research at the top, and pays a girl more than a boy in every band. The top of the range goes to a daughter in that last band.

Once the Assistant Labour Commissioner or Labour Officer for the district sanctions it, the money goes into the student's own bank account or a parent's account, as the notification directs.

Documents required

The Board's application for this scheme is Form 12, and its attachment list is not the one on the scheme's myScheme record. Form 12 asks for five papers: the parent's Board registration card, a photocopy of the bank passbook, an income certificate issued by the patwari, sarpanch or ward councillor, a study certificate issued by the principal, and the child's mark sheet (Board application form). Opening the document list for this scholarship on the Labour Department's scheme table brings up the same five papers (Labour Department scheme list). The myScheme list's Aadhaar card and birth certificate are not among them, though the form does ask for an Aadhaar number.

Form 12 also asks for the parent's old and new registration numbers and the bank account number with IFSC. A parent who only has an old registration number can look up the new one on the Board's online application page, which offers a search by old number.

Step by step

How to apply

The claim is filed against the parent's registration, and the child's school or college has to vouch for it. The cglabour.nic.in address given on the scheme's myScheme listing no longer loads; the Labour Department's portal now runs at shramevjayate.cg.gov.in, where the notification, the form and the online application sit, and the department also offers its Shramev Jayate app for registration, renewal and scheme services (Shramev Jayate portal).

1. Register the parent as a sanitation worker with the Board, if that is not already done, and keep the registration current (Board registration eligibility).
2. Fill Form 12 with the child's name, institution, course, class and marks, and have it verified by the head or principal of the school or college, as the notification requires. The form is on the Board's download page.
3. Submit it online or in person. On the Board's online scheme application page, pick the district, find the parent's record by name or by old or new registration number, and complete the entry in Hindi. District notices also point families to the labour office, the Janpad Panchayat or a nearby CSC centre, as a Balrampur Labour Officer notice did in 2024 (CG MP News report).

Tracking the Claim After It Is Filed

Keep the application number the portal issues. The Board's scheme status page searches by application number once this scheme, listed there as सफाई कर्मकार के बच्चे हेतु छात्रवृत्ति योजना, is picked from its scheme list.

The Board's own scheme report sorts every claim under one of six headings: received, in process, settled (निराकृत), bank documents missing, documents missing, and rejected (निरस्त) (Board scheme report). A claim held up for a missing passbook or certificate is a paperwork fix, not a refusal, and a settled claim should then show in the account named on Form 12; one that stops moving is taken up with the district labour office that sanctions it.

How winners are picked

Selection process

Nobody competes for this scholarship. The notification extends it to every registered sanitation worker's son or daughter who meets its conditions, up to two a family, and the checks are administrative: the principal's verification of study, the district labour officer's sanction, and payment into the named account (2015 notification).

Those checks do turn claims away. With no date range selected, the Board's scheme report counts 15,283 applications received under this scholarship, of which 10,896 are marked settled and 4,384 rejected, with none shown as in process (Board scheme report). More than a quarter of the claims filed have been refused. The report gives no reasons, so the parent's category, the two-child cap and the principal's certificate are the points to get right before filing.

Terms & conditions

Taking this scholarship into an engineering or medical course, at a college or a polytechnic, commits the student to a full year there: the notification says that stopping mid-session inside that first year means depositing the scholarship back (2015 notification). The same notification caps a child at one government scholarship at a time, and Form 12 carries a matching declaration for the parent to sign.
