The Safai Karmakaar Putr/Putri Cycle Sahayata Yojana gives a bicycle to the son or daughter of a sanitation worker registered with Chhattisgarh's unorganised workers board, as long as the child is studying, and for no more than two children in a family. The scheme belongs to the Chhattisgarh Asangathit Karmakar Rajya Samajik Suraksha Mandal, the Labour Department's board for unorganised workers, and the department's scheme table shows it as running, with 11 March 2015 as its start date (Labour Department, Chhattisgarh). The August 2015 start that myScheme prints is the date of a later circular asking municipal bodies to publicise the board's schemes, not the date this one began (Directorate of Urban Administration and Development circular, 2015).

The child receives the cycle, but the claim stands on the parent's registration. A sanitation worker who holds no card from this board has nothing to apply under, whatever the family's circumstances or the child's marks, because the department's entry grants the cycle to the studying son or daughter of a registered safai karmakar and to no one else (Labour Department, Chhattisgarh).

One condition reads more precisely in the department's own entry than in the myScheme summary. myScheme bars a child who has had bicycle help under any other government scheme; the Labour Department names the department whose cycle counts, and gives this one only when the child has not already had a cycle from the Education Department's cycle scheme (Labour Department, Chhattisgarh).

The scheme has no published application window or last date, and the Labour Department's scheme table lists it as currently running, with 11 March 2015 as the start (Labour Department, Chhattisgarh).

The August 2015 date on the myScheme listing belongs to a different paper. It is the date of a circular from the Directorate of Urban Administration and Development that sent the board's scheme booklet to every municipal commissioner and chief municipal officer in the state, asking them to publicise the schemes so that more workers would benefit (Directorate of Urban Administration and Development circular, 2015). The circular describes them as schemes the board was already running, and the cycle scheme sits in the attached booklet among the sanitation workers' entries; nothing in the circular launched it.

Eligibility criteria

Either parent can hold the card. myScheme's eligibility list asks for a father or mother registered as a sanitation worker, and the department's entry sets no condition on the worker's sex, so a male sanitation worker's child is covered exactly as a woman sanitation worker's child is (myScheme record; Labour Department, Chhattisgarh).

The parent has to be registered with the board as a sanitation worker. The board's registration page lists safai kamgar (sanitation worker) among the trades it registers, alongside rag pickers, hamaals, domestic workers and dozens of others (Chhattisgarh Unorganised Workers Board registration conditions). A worker registered under any other trade does not meet this scheme's condition, which names registered safai karmakars.

The income test sits at registration, not at the cycle. The board's registration conditions put the monthly income line at Rs 15,000 in urban areas and Rs 10,000 in rural areas, proved by an income certificate from the ward councillor (Parshad) in a town, or from the Sarpanch or Patwari in a village, together with a self-declaration that the applicant is an unorganised worker (Chhattisgarh Unorganised Workers Board registration conditions). Those monthly figures are the ones on the page where a registration application begins. A separate general-information page of the board still carries a different yardstick, a yearly income of up to Rs 66,000 or the unskilled minimum wage (board information page), so a family that meets one test but not the other should ask the district labour office which one it will be held to.

On the child's side, the department asks only that the son or daughter is studying in a school or a university and has not had the Education Department's cycle (Labour Department, Chhattisgarh). The entry sets no class band, no caste condition and no marks cut-off, so a Class 6 boy and a second-year college student sit on the same footing.

Who cannot apply

Exclusions

Neither myScheme nor the Labour Department publishes a separate exclusion list, so the exclusions follow from the conditions themselves. The Education Department bar is the one that needs unpacking, because the Labour Department's entry names the department but not the scheme. The cycle scheme the School Education Department publishes is the Saraswati Cycle Yojana, which hands a free cycle to Class 9 girls from Scheduled Caste, Scheduled Tribe and BPL families in government and aided schools (School Education Department, Chhattisgarh). A safai karmakar's daughter who received that cycle has already had the benefit this scheme is designed not to duplicate.

A third child is outside the scheme, as is a child who has left school or college. So is the child of a worker registered with the construction workers' board rather than the unorganised workers' board, or registered with the unorganised board under another trade.

Those families are not always left without a cycle; several neighbouring schemes hand one out, but to different people. The comparison below uses each scheme's own official listing.

There is nothing to renew: the department's entry describes a single cycle handed to each eligible child, and neither it nor myScheme provides for a replacement or a second cycle to the same child.

The benefit is the cycle itself, one for each eligible child, capped at two children of a registered worker (Labour Department, Chhattisgarh). The department's entry describes it as a cycle provided to the child, and publishes no price, brand or cash alternative for it.

That makes it different in kind from the same board's other help for sanitation workers' children, which is paid in money: a class-wise yearly scholarship for sons and daughters from Class 1 up to PhD, and coaching fees for professional entrance preparation from Class 10 onwards (Labour Department, Chhattisgarh). None of the three entries bars the others.

The Labour Department keeps its own checklist for this scheme, and it is longer than the myScheme list shown below. It names six papers: the worker's registration card, a copy of the bank passbook, an income certificate issued by the Patwari, Sarpanch or Parshad, proof of age (any one of a marksheet, voter card, birth certificate or Aadhaar card), a study certificate from the principal or the institution, and the marksheet (Labour Department, Chhattisgarh).

Three of those are not on the myScheme list at all: the bank passbook, the income certificate and the principal's study certificate. The study certificate is the paper that proves the child is currently enrolled, which is the condition the whole scheme turns on, so it is worth getting signed before the form is opened. Preparing both sets, the department's and myScheme's, covers either version of what the office may ask for.

How to apply

The application is made online on the Labour Department's portal, and it starts from the parent's registration record, not from the child. On the unorganised workers board's page, the service menu offers worker registration and schemes; choosing the scheme service and then the apply action opens the scheme application form (Unorganised Workers Board, Labour Department).

The form first finds the worker's record, by district and then by the worker's name, old registration number or new registration number, and it accepts Hindi entries only (scheme application form, unorganised workers). Before any of that, the board's page offers a scheme-eligibility check: it takes the registration number, confirms that the card belongs to the unorganised workers board, and lists the board's schemes one by one as eligible or not, giving a reason where not, with the portal's own warning that these results are indicative and may change (Unorganised Workers Board, Labour Department). A cycle that shows as not eligible there is worth a question at the district labour office before the form is filed.

Tracking runs on the application number, so it should be written down the moment the form is submitted. The board's status page asks for the scheme name, which appears in its dropdown as Safai Karmakar Putra-Putri Cycle Sahayata Yojana, and the application number, and shows where the file stands (application status, unorganised workers schemes). If the office marks the file as short of documents, a separate page takes the same application number and lets the missing papers be uploaded against it (incomplete documents, unorganised workers schemes).

When the status stops moving, the Labour Department's form for complaints about its boards takes a complaint under the type "scheme", with a description, the district and a mobile number (Labour Department grievance form), and the complaint status page then looks the complaint up by its complaint number.

Selection process

The department publishes no selection rule beyond the eligibility test: its entry and the board's 2015 scheme booklet set no merit ranking, quota or draw for this cycle, so what stands between a file and a cycle is the test itself, meaning the registration category, the two-child cap, the study certificate and the Education Department bar (Labour Department, Chhattisgarh). The booklet told workers that after the online step they would get a message on the mobile number they had given, and should then contact the labour office in their district (Chhattisgarh Unorganised Workers Board scheme booklet, 2015).

Terms & conditions

The department publishes no terms for this cycle beyond its eligibility conditions and the rules of its portal. Two portal rules bind every file: the form is completed in Hindi, and it is filed against the parent's board record, looked up by registration number or name, so the child's claim can be no stronger than the card it is filed on (scheme application form, unorganised workers). Details on the card itself are corrected through the amendment option in the board's registration service, not through the scheme form (Unorganised Workers Board, Labour Department).
