Nirman Shramikon Ke Bacchon Hetu Nishulk Ganvesh Evam Pustak Copy Hetu Sahaayata Raashi Yojana (the uniform and books payment, for short) is a fixed cash sum from the Chhattisgarh Building and Other Construction Workers Welfare Board: Rs 1,000 for a child in Class 1 to 8 and Rs 2,000 for a child in Class 9 to 12, meant for a school uniform (ganvesh) and books and copies, as the Labour Department's scheme table lists it.

The name says nishulk, or free, yet nothing is handed over in kind. The board's notification of 9 December 2022 describes the benefit as assistance money for educational aids such as uniforms and stationery, paid to the children of workers registered with the board. The family buys the uniform and the books itself.

The uniform money has no claim form of its own. Under the notification, once a child's online Mukhyamantri Naunihal Chhatravritti claim for Class 1 to 12 is approved, that approved claim is covered here automatically, and registered beneficiaries are told they need not apply separately. A family that has filed Naunihal for a school-going child has, in effect, already applied.

The board notified the scheme on 9 December 2022, and it applies across Chhattisgarh from the date of that notification (board notification). No last date is published for the uniform and books payment, because it has no application window of its own; its timing is the Naunihal claim's timing. As of September 2026, the department's scheme table gives the start date as 09.12.2022 and marks the scheme "योजना वर्तमान में चल रही है" (currently running).

The notification stacks three tests, and the third imports another scheme's rules wholesale (board notification):

1. The parent is registered with the Chhattisgarh board as a beneficiary under section 12 of the central construction workers' Act of 1996.
2. The child is one of that worker's first two children.
3. The child is eligible for the Naunihal scholarship at the Class 1 to 12 level.

A child who fails Naunihal therefore fails here as well. Clause (ङ) adds that marks are no bar at all. Income and age are not mentioned anywhere in the notification, so any such limit could reach a child only through Naunihal's rules. The department's scheme table states the same pairing in a single line: the first two children of a registered construction worker, and children eligible for the Naunihal scholarship payable for Class 1 to 12.

The notification publishes no exclusion list, but its own conditions leave out four groups (board notification):

• a third or later child of the same registered worker;
• a student beyond Class 12, such as one at college;
• a child whose Class 1 to 12 Naunihal claim is not approved, since that approval is what triggers the payment;
• a child whose parent is registered only with another Chhattisgarh board, because the scheme covers beneficiaries under the construction workers' Act alone.

A last disqualifier comes from the portal, not the notification: the common form that this scheme's apply button opens says entries must be typed in Hindi or the application is cancelled (scheme form page).

Renewal conditions

The notification has no renewal clause, and it does not say in so many words that the payment repeats every school year. It ties the money to approved Naunihal claims for Class 1 to 12, so any repeat depends on the next Naunihal claim being approved. If a later claim does bring a second payment, the rate follows the class at that time: a child promoted from Class 8 to Class 9 crosses from the Rs 1,000 band into the Rs 2,000 band (board notification, scheme table).

The whole benefit fits in two rows, one rate per class band:

The notification makes it a lump sum at the rate set against the child's class, and it sends the money by RTGS, NEFT or DBT into the account of either the registered worker or the son or daughter (board notification). Where both of a worker's first two children qualify, each is paid at the rate for their own class.

Beyond the three papers listed below, the board's scheme form page supplies the blank formats a family is most likely to be asked for, namely a self-declaration about the employer in the government's prescribed format, a scheme self-declaration, and the principal's certificate format for the Naunihal scholarship (scheme form page). Keep the worker's new registration number handy, because that page finds the worker's record by district and that number.

How to apply

For most families there is nothing extra to file. The notification says registered beneficiaries need not apply separately, and approved online Naunihal applications for Class 1 to 12 benefit under this scheme automatically (board notification). So the real application is a correct, approved Naunihal claim.

The department's scheme table still shows an apply button (आवेदन करें) against this scheme, and it leads to the board's common scheme form:

1. Open the scheme table and keep the construction workers' board (भवन एवं सन्ननिर्माण कर्मकार कल्याण मण्डल) selected.
2. Click आवेदन करें against this scheme to reach the scheme form page.
3. Choose the district and enter the worker's new registration number (नया पंजियन क्र.).
4. Download the self-declaration and principal's certificate formats offered on that page, and make every entry in Hindi.

If a Naunihal claim was approved and no uniform money followed, take it to the labour office for the worker's area: its officers are the ones the notification empowers to approve claims under this scheme.

Tracking the Application and Payment

The board's scheme status page lists this scheme by name in its drop-down, spelt there as "निर्माण श्रमिकों के बच्चों हेतु निशुल्क गणवेश एवं पुस्तक कॉपी हेतु सहायता राशी योजना". Choose it, type the application number and press स्थिति देखे. The same drop-down lists मुख्यमंत्री नौनिहाल छात्रवृत्ति योजना, and since the Naunihal claim is the trigger, check that status as well.

Missing papers are dealt with on the portal's incomplete documents page: enter the application number, confirm with the OTP it sends, and it lists the uploads still owed. The worker's registration and renewal status sits on a separate registration status page, worth checking first, because the scheme covers only registered beneficiaries. Payment can land in the worker's account or the child's, so look at both passbooks before raising a complaint.

Selection process

Nobody is ranked for this money. With marks out of the picture, the child's class band alone fixes the amount, and the decisive sanction is the one given to the Naunihal claim that carries the uniform benefit with it. The uniform clause itself leaves the eligibility check and approval to the labour office for the worker's area, anyone from its Assistant Labour Commissioner down to its Labour Sub-Inspector (board notification).

Terms & conditions

The notification is not consistent about the scheme's own name. Its title clause says pustak copy (books and copies), but its application clause calls the same benefit the free uniform and stationery (लेखन सामग्री) assistance scheme, so the payment can turn up under either name. Anything its clauses leave unsettled goes to the board's Secretary for a final decision, and the operative text ends by recording the Chhattisgarh Labour Department's approval (board notification).
