Nagaland State Merit Scholarship(NSMS)

The scheme runs on an annual window that opens in early August and closes at the end of October. For 2026-27, online applications for the State Merit and Research Scholarships opened on 1 August 2026 and close on 31 October 2026 (Scholarship Schemes, Directorate of Higher Education); the portal shows the Merit scheme open across the same dates (Common Scholarship Portal). The pattern held in 2021-22 as well: online applications ran from 9 August to 31 October 2021, with hardcopies due by 30 November 2021 (2021-22 guidelines, Directorate of Higher Education). A hardcopy date for the current cycle is not stated in the online notice, so treat the institution's own internal deadline as the one that binds you.

The bar is high and it moves with the stage of study. A fresh applicant needs a minimum of 80% to enter at the school and bachelor's stages: 80% in class 10 (best five subjects) for class 11 or the first year of a diploma, 80% in class 12 (best five subjects) for the first year of a degree, and 80% in the diploma for engineering students taking lateral entry into the second year. The floor drops to 70% of graduation marks for B.Ed. and PG first-year applicants (guidelines, Directorate of Higher Education).

Identity comes before marks. The applicant must be an indigenous inhabitant of Nagaland studying post-matric in a recognised institution, holding a Scheduled Tribe certificate and an indigenous certificate from the designated authority. Non-indigenous students permanently settled in Nagaland can apply only if they secured a top 10 position in a board or university examination within Nagaland, backed by a Permanent Residential Certificate from the district authority (guidelines).

The course itself matters too. Diploma and certificate courses qualify only when they run at least two years, and NIOS students can apply at the school stage if their class 10 combination was English, Alt English or MIL, Science, Maths and Social Science (guidelines).

Most rejections come from the application itself, not the marks. The bank account must belong to the applicant; a form carrying a parent's or sibling's account is rejected outright, and a minor must open a joint account with the applicant's name printed first in the passbook (guidelines, Directorate of Higher Education). A submitted e-form cannot be edited afterwards (Common Scholarship Portal), and incomplete or wrong entries invite rejection; the only recovery is a rejection by the institution's nodal officer early enough to re-apply with corrected details before the window shuts (guidelines).

Course-switchers are barred in a way that surprises people: a student who drew the scholarship during a BA and then moved to a BSc is ineligible for the new course, because the award was already availed at that level. Repeaters who failed the last examination cannot apply, and neither can government or semi-government employees or anyone drawing another scholarship (guidelines). The 2021-22 notification also barred students with a study break of more than two years; the edition now posted on the portal does not restate that line, so a returning student should put the question to the scholarship section before self-rejecting (2021-22 guidelines, Directorate of Higher Education).

Renewal belongs only to students who held the scholarship the previous year and are continuing in the same course. Finishing a level resets everything: a beneficiary who completes higher secondary and joins a BA, or completes a BA and joins an MA, applies fresh again and must clear the fresh-entry percentage (guidelines, Directorate of Higher Education).

The renewal floors mirror the fresh ones: 80% in class 11 to renew into class 12, judged on the best five subjects, and 80% in each diploma year; 70% in every bachelor's year and in PG first year, calculated on all papers of the two most recent semesters. Renewal applicants upload the previous year's marksheets merged into a single file (guidelines). Renewal also pays more, because the stipend component runs for 12 months in a renewal year against 10 months in a fresh year (scholarship rates, Directorate of Higher Education).

The sanctioned amount for a year combines a fixed fee component, a fixed annual grant and a monthly stipend, and it rises with the stage of study, with residence in a hostel, and with a technical or professional course. The full spread runs from Rs 10,100 for a class 11 day scholar in a general course to Rs 22,900 for a PG hosteller on renewal (scholarship rates, Directorate of Higher Education, Nagaland).

At the postgraduate stage the general and technical rates converge, so a PG student's amount turns only on hostel residence and on whether the year is fresh or renewal. Payment reaches the student's own bank account; the portal routes it through the NPCI Aadhaar Payment Bridge, which is why the account must be Aadhaar-seeded (Common Scholarship Portal).

Two preparations save the most grief. First, register on DigiLocker before registering on the portal, because Aadhaar authentication runs through it and applicants are told to consent to sharing all documents during verification; the registered name and date of birth must match Aadhaar exactly (Common Scholarship Portal, Government of Nagaland). Second, merge multiple marksheets into one file before uploading, the format the portal expects for the percentage calculation (guidelines, Directorate of Higher Education).

A few items are specific to circumstance rather than universal: the Part B form in original only for students studying outside Nagaland, a Permanent Residential Certificate only for non-indigenous applicants, and a hostel certificate only for hostellers, who use the Department's own Hosteller Form inside Nagaland or a warden's certificate outside it. A recent passport photograph goes pasted on the printed form, not just uploaded (guidelines).

Everyone starts online at scholarship.nagaland.gov.in: create an account with mobile verification, complete Aadhaar authentication, fill the e-form and submit. What happens to the printout then depends on where you study. Students within Nagaland hand it, with the documents, to their own institution, whose Institutional Nodal Officer verifies the online application against the hardcopy; sending it individually to the directorate is not entertained. Students outside Nagaland send the printout and documents by speed post to the Scholarship Section, Directorate of Higher Education, Below New Secretariat Complex, Kohima, 797001 (guidelines, Directorate of Higher Education).

Verification runs in two layers, institution first and then the department, and an application whose hardcopy never reaches the institution is simply not verified, which is the quiet way most incomplete applications die. Merit application IDs carry the scheme code MRT (2021-22 guidelines).

Tracking is built into the same account: log in at the portal and the latest status of the application shows against it, and the portal's track-application link goes to the same place. Money questions follow the status: the portal releases funds after processing and eligibility verification, into the one Aadhaar-seeded account, and its own pre-application checklist names the failure points to rule out first, an account not seeded with Aadhaar and a registered name or date of birth that does not match Aadhaar exactly. Status and eligibility queries go to the scheme's nodal officer listed on the portal rather than to the technical helpdesk (Common Scholarship Portal, Government of Nagaland).

There is no separate merit list beyond the qualifying percentages. The published process is verification: the Institutional Nodal Officer checks each online application against the hardcopy and either verifies it or rejects it with a reason, the department then verifies what the institution passed up, and every submit, delete, verify and reject action sits in a timestamped log. An applicant rejected at the institution stage can re-apply with corrected details within the stipulated date (guidelines, Directorate of Higher Education). The guidelines publish no fixed number of awards.

The undertaking signed by the head of the institution on the Part B form commits them to report a beneficiary who leaves the institution, discontinues studies, repeats a class, accepts any other scholarship or falls below 75% attendance. False statements or documents bring blacklisting from this and every other scholarship scheme for the entire period of study, with any amount already paid recovered. The department takes no responsibility for money lost to a wrong or inactive bank account, and institutions must keep the application forms and documents for at least five years for audit (guidelines, Directorate of Higher Education).
