The government order fixes no permanent window: it says the scheme will run to an annual calendar the department issues each session, and myScheme accordingly shows neither an open nor a close date. The most recent completed cycle is the working pattern: for 2025-26, proposals were accepted on the Samarth portal from June until 31 July 2025, a deadline Kumaun University's registrar publicised while urging applicants on (Hindustan, Nainital, 2025). The department's own timetable for that session had principals and registrars forwarding applications in the second half of July, evaluation running through August, and money allotted to selected proposals from September (MMUSSPY 2025-26 notification, GPGC Uttarkashi (PDF)). The next session's dates arrive the same way, in a circular from the directorate to registrars and principals rather than as a standing notice, so a proposal is best drafted before the letter lands.

Three groups can hold a project under the scheme: regular professors of Uttarakhand's government colleges and state university campuses, regularly enrolled students, and research scholars at recognised institutions in the state. The word regular carries weight here. The 2025-26 application circulars were addressed to regular faculty through their principals and registrars, and when Kumaun University publicised the round, its registrar appealed to the university's research scholars, newly appointed assistant professors and teachers to put proposals in (Hindustan, Nainital, 2025). Guest or self-financed-college faculty are nowhere named in the scheme documents.

A proposal need not be a solo act: a principal investigator may bring a co-investigator, and research tied to Uttarakhand's social, economic or contemporary problems is explicitly favoured in selection. Family income never enters the test. Nothing in the government order or the myScheme record sets a household earnings limit or a category quota, because what is being funded is a study, not a student's fees.

Uttarakhand wrote no barred-category list into this scheme, and myScheme reproduces that blank. The disqualifications are behavioural instead, and they sit in the government order. A teacher or scholar may run only one funded project at a time, so an investigator with a live MMUSSPY study cannot take a second. A research assistant who starts drawing any other scholarship or fellowship stops being eligible for the assistantship, and one who loses interest, breaks discipline or resigns can be removed on the college research and development committee's written evidence (Government Order, Department of Higher Education, Uttarakhand (PDF)). And the order's harshest clause is retrospective: proven plagiarism, or sanctioned money spent on anything other than the research, triggers recovery of the entire grant.

A sanction under this scheme is made once, against a project, and never re-applied for the following session. What the order offers instead of renewal is time. A study gets two years to finish, and the state research and development cell committee can stretch that by one more year in special circumstances (Government Order, Department of Higher Education, Uttarakhand (PDF)). An investigator who wants a bigger follow-up is expected to graduate to national funders; the government order tells completed grantees to try UGC and DST for their next proposal.

A sanctioned project draws on four separate figures, and the one that bites is rarely the ceiling but the release schedule sitting under it.

The instalment ladder is the scheme's discipline. Half the sanction arrives with approval. The second tranche needs a countersigned utilisation certificate and a progress presentation before the state committee. The final fifth is held back until the finished work, and the publications that prove it, are delivered (Government Order, Department of Higher Education, Uttarakhand (PDF)). A tenth of the sanctioned amount is earmarked as a contingency fund, and for any project sanctioned above five lakh rupees, attaching a regular student or research scholar as a paid research assistant is compulsory, which is how the scheme doubles as a student benefit.

myScheme lists one requirement here, and it points elsewhere: documents follow the proposal norms of the applicant's own institution. The real paperwork is the proposal itself, and its format is fixed. The 2025-26 notification carries a 12-item template: broad subject area, specialisation, project title, origin of the proposal, a review of national and international work in the area including patents, objectives, methodology, duration, a year-wise work plan, the study's relevance to society and policymaking, references, and the head-wise financial requirement (MMUSSPY 2025-26 notification and proposal format, GPGC Uttarkashi (PDF)). Beyond that format, no separate checklist is published for this scheme, so the binding list is whatever your institution's research and development cell asks to see before it forwards the proposal.

Everything runs online on a dedicated Samarth instance, musspyuk.samarth.ac.in. The login screen splits applicants by employer: government college faculty select Uttarakhand HED, while university applicants pick their own institution from the list, which covers Doon University, Kumaun University, Sri Dev Suman Uttarakhand University, Soban Singh Jeena University Almora and Uttarakhand Open University (Samarth portal, MMUSSPY). The proposal is uploaded there, and the principal or registrar forwards it up the chain. There is no NSP dashboard to watch, because the scheme does not run on the National Scholarship Portal: the proposal lives in the Samarth account it was filed from, moving through the forwarding chain the government order fixes. Selection is a scored contest, not a queue. Proposals are put through online, objective evaluation with external examiners, and the best in each subject category are picked by a state-level research and development cell selection and evaluation committee (Government Order, Department of Higher Education, Uttarakhand (PDF)). That committee is chaired from the top of the department: the secretary of higher education or their nominee, the director of higher education as convenor, the vice-chancellors of the state universities, a planning department nominee, and subject experts drawn from academia, government and industry as needed. Problem-solving, action-based proposals carry declared priority, and a topic requested by a state department can be invited directly.

The closing instalment is conditional on delivery, and the copyright in whatever the study produces sits with the department's research and development cell committee rather than with the investigator who wrote it. Around those two, the record-keeping is strict: the full sanction is filed at institution level, countersigned by the principal investigator together with the principal or registrar, and the spending follows the state government's own financial rules. Construction is banned outright, capital purchases like computers, books and lab equipment become the institution's property, and the investigator can take up to ten research leaves across the project. A transferred investigator can carry the project to the new posting with committee approval, so an annual transfer order does not kill a study midway.
