About MVPY
Mukhyamantri Vidyarthi Pratibha Yojna is the Delhi government's own scholarship for SC, ST and OBC students in Classes IX to XII. It pays Rs 5,000 a year in Classes IX and X and Rs 10,000 a year in Classes XI and XII, and it judges each student on two things: the marks from the class just finished, and the family's income.
A score of 75% or more takes the income test away altogether. The application runs on Delhi's e-District portal, not the National Scholarship Portal, and the student's own school checks it before it goes any further.
On the services page of Delhi's Department for the Welfare of SC/ST/OBC, the scheme is listed ninth and last, among the state schemes numbered five to nine that are applied for on the Delhi e-District portal; the centrally sponsored ones numbered one to four go to the National Scholarship Portal (Department for the Welfare of SC/ST/OBC, services and schemes). Its guidelines reach SC, ST and OBC students of Classes IX to XII in government, aided and recognised public schools affiliated to the Directorate of Education, Kendriya Vidyalaya Sangathan, the National Open School, NDMC, the Delhi Cantonment Board and the municipal corporations (Scholarship guidelines 2025-26).
A student at a recognised private school is inside that reach too. The Directorate of Education sends its launch circular for these schemes to the heads of Delhi government, government-aided and recognised unaided private schools alike (Directorate of Education, Planning Branch circular).
The idea is older than the scheme. The Planning Department's write-up of the SC/ST/OBC welfare budget records Mukhyamantri Vidhyarathi Pratibha Yojana as announced in the Budget Speech 2020-21 with an outlay of Rs 15,000 lakh, at the same Rs 5,000 and Rs 10,000 rates but with a Rs 3 lakh income limit, minority students included, and its guideline still waiting for approval (Planning Department, Welfare of SC/ST/OBC). The guidelines the department then posted, on a page headed FY 2021-22, kept the rates, named only SC, ST and OBC students, and set the income limit at Rs 8 lakh, at par with the EWS limit (Department for the Welfare of SC/ST/OBC, page for FY 2021-22, first Mukhyamantri Vidyarthi Pratibha Yojna guidelines).
Delhi's Economic Survey describes it as the scheme previously known as Financial Assistance for Purchase of Stationery and Merit Scholarship (Economic Survey of Delhi 2023-24, chapter 17).
How Many Students It Has Paid
The Economic Survey of Delhi counts the beneficiaries and the money spent in each year from 2021-22:

The Survey counts students who received the money, not applicants, and its last row stops at December. The Delhi budget for 2026-27 keeps the scheme on two lines, Rs 484 lakh on its main line and Rs 600 lakh on its Scheduled Castes Sub Plan line, after actual spending in 2024-25 of Rs 418.95 lakh and Rs 364.58 lakh on the same two lines (Planning Department, scheme-wise outlay 2026-27).

Important dates
The guidelines fix no date. Each session's window is announced in a circular from the Directorate of Education's Planning Branch, which tells schools that the department's e-District schemes for that session have been launched, lists this one as a State Funded Scheme and names the last date for applying online (Directorate of Education, Planning Branch circular).
In late September 2026, the department's homepage scholarship notice covered only the centrally sponsored schemes on the National Scholarship Portal, open from 21.08.2026 to 15.02.2027 (Department for the Welfare of SC/ST/OBC). This scheme's e-District window is announced separately.
Who can apply
Eligibility criteria
The phrase that decides most cases is "previous class". A student applying in Class IX is judged on the Class VIII result and needs 50%; a student applying in Class XI is judged on the Class X result and needs 60% (Scholarship guidelines 2025-26).
The marks test and the income test interact, and the guidelines let a high score override the income ceiling for SC, ST and OBC students alike (Scholarship guidelines 2025-26). Say an OBC family earns Rs 9 lakh a year. If their son finished Class X below 75%, the Rs 8 lakh ceiling applies and he is out; at 75% or above, his family's income is not tested at all.
The caste paperwork has to be Delhi's own: a certificate from an SDM or Deputy Commissioner (Revenue) of the Delhi government, in the student's or the father's name (Scholarship guidelines 2025-26). The fallback of a Delhi domicile certificate, for a caste certificate issued by another state, is written for SC students only. On the guidelines' wording, an ST or OBC student who holds only an out-of-state certificate needs a Delhi one before applying.

Who cannot apply
Exclusions
The guidelines carry no separate list of exclusions, so what rules a student out in practice comes from three places. The first is the repeater rule: a student repeating Class X, for example, gets nothing for the repeat year (Scholarship guidelines 2025-26).
The second is the portal. The department's instructions to schools tell them to check that a student has not applied for a centrally sponsored scheme on the National Scholarship Portal and a state scheme on e-District at the same time, and to reject the e-District application at the school level if the NSP one has already been approved (Department for the Welfare of SC/ST/OBC, instructions for institutions). For a school student, the NSP claims in question are the pre-matric scholarships for SC and OBC students and, from Class XI, the post-matric ones (Department for the Welfare of SC/ST/OBC, services and schemes).
The third is those schemes' own conditions. In Delhi's guidelines, the Pre-Matric Scholarship for SC students in Classes IX and X requires that the student not be getting any other centrally or state funded scholarship, and the Pre-Matric Scholarship for OBC students asks that the student not be getting any other scholarship; in Classes XI and XII, the Post-Matric Scholarship for SC students shuts out anyone availing another scholarship, a merit scholarship named among them (Department for the Welfare of SC/ST/OBC, scholarship scheme guidelines). A Class IX or X student who qualifies for more than one therefore picks one, and the terms differ like this:

On amount alone, this scheme pays a Class IX or X day scholar more than either pre-matric scheme, while an SC hosteller on the pre-matric rate draws more.

Renewal conditions
The guidelines describe no renewal track. Each academic session opens with its own launch circular and its own e-District application, and the marks test is run again on the class just completed (Directorate of Education, Planning Branch circular).
The step from Class X to Class XI doubles the amount and raises the bar from 50% to 60%, so a student who qualified through Classes IX and X can still fall short on the Class X board result (Scholarship guidelines 2025-26).

Award & benefits
The amount is flat within each class band. It does not move with the school's fees, the category or how far the marks sit above the cut-off, and the result that counts is always the one from the class before:

This is a scholarship paid by the year, not a fee refund. Tuition fees sit under a different state scheme, Reimbursement of Tuition Fees for SC/ST/OBC students of Classes I to XII, which has its own Rs 3 lakh family income limit (Scholarship guidelines 2025-26).

What to prepare
Documents required
The income proof is named two ways in the same guidelines. The scheme's terms say the EWS certificate is to be issued by the Delhi government's competent authority, while its documents list asks for an annual family income certificate from Delhi's Revenue Department (Scholarship guidelines 2025-26). e-District issues these as two separate Revenue services, 14 days for an income certificate and 15 days for the income and assets certificate for EWS, with 14 days each for a caste or domicile certificate (e-District Delhi, services and timelines). Asking the school's nodal officer which of the two the form takes, before applying for either, saves a family from waiting two weeks for the wrong one.
Whichever it is, the income certificate has to be valid on the day the form is filed, and the school checks the uploaded photo and the student's name, date of birth, class, category and gender against its own records (Department for the Welfare of SC/ST/OBC, instructions for institutions).
Step by step
How to apply
The application is made on the Delhi e-District portal, where the service is listed as Mukhyamantri Vidyarthi Pratibha Yojana Scholarship Scheme under the Department of Welfare of SC/ST (e-District Delhi, guidelines and eligibility). Since every applicant is still in Classes IX to XII, the form will often be filed from a parent's login rather than the student's: the portal's FAQ routes anyone below 18 through the registered e-District account of a parent or legal guardian, with the student's profile added to it (e-District Delhi, general FAQ).
Schools are told to help with it. The Directorate of Education's launch circular asks every head of school to put the schemes on the notice board, set up a help desk and nominate a nodal officer to assist eligible students in applying online (Directorate of Education, Planning Branch circular).
After submission, the form sits in the school's login. The school verifies it, recommends it with remarks to its administrative department, such as the Directorate of Education, and uploads a signed and stamped statement of the students it has cleared; a recognised school missing from the portal can ask that administrative department to have it added (Department for the Welfare of SC/ST/OBC, instructions for institutions).
Tracking the Application and the Payment
The e-District page Track your Application asks for the department (Department of Welfare of SC/ST), the service applied for, the district, the application number and the applicant's name exactly as written on the form, followed by a security code (e-District Delhi, Track your Application).
Because the guidelines require an Aadhaar-seeded account, a payment that has not arrived is worth checking against the seeding first. How winners are picked
Selection process
There is no merit list. The guidelines set the marks, income and certificate conditions and a fixed amount for each class band, and publish no ranking, quota or cap on the number of awards (Scholarship guidelines 2025-26).
For a school scholarship, the checks start with the student's own head of school, who verifies every application; the education department's authorities then re-check 10% of those recommended, and the welfare department's officials under the Deputy Director (Scholarship) 5% of those recommended or approved (Department for the Welfare of SC/ST/OBC, instructions for institutions).
A family whose claim fails is owed a reply: the department's citizen charter promises that an applicant it cannot assist, for ineligibility or another reason, will hear the decision within a month (Department for the Welfare of SC/ST/OBC, citizen charter).

Terms & conditions
The department's guidelines for 2024-25 and for 2025-26 carry the same terms for this scheme word for word, so the conditions have held steady across the last two editions (Department for the Welfare of SC/ST/OBC, scholarship scheme guidelines, Scholarship guidelines 2025-26).
A mistake on the form is hard to undo. e-District does not let an applicant edit an application after final submission (e-District Delhi, general FAQ), and the school's login cannot overwrite most fields either: for a misspelt name or a mistyped class, the school types the correct detail into a separate box, only after a written request from the student or parent, which it keeps on file (Department for the Welfare of SC/ST/OBC, instructions for institutions).
Heads of government schools must also make sure the same beneficiary is not recommended twice for the same scheme on e-District (Department for the Welfare of SC/ST/OBC, instructions for institutions).
