Under the Mukhyamantri Pichhda Varg Evam Ati Pichhda Varg Kaushal Vikas Prashikshan Yojana, the benefit is a training seat, not a payment. Bihar funds a skill development centre to train young people from the Backward Classes (BC) and Extremely Backward Classes (EBC), and the trainee's part is to enrol there, attend, sit the assessment and collect a certificate (myScheme).

Every step, from picking trainees to paying the centre, is logged on BSDM's portal.
The department's annual programme booklet states the purpose plainly: to end unemployment among BC and EBC people and raise their standard of living, with training given in a range of trades at centres the Labour Resources Department recommends (annual programme, BC and EBC Welfare Department).
Expect the name to appear in several forms. That booklet drops "Prashikshan" (training) and calls it the Mukhyamantri Pichhda Varg Evam Ati Pichhda Varg Kaushal Vikas Yojana, the corporation's page keeps the full title, and myScheme files it under the abbreviation MMPVEAPVKVPY. All three are the same programme.

Intake follows batch formation, not a calendar. A batch starts once the centre has formed it on the BSDM portal and the corporation has approved its trainees, and myScheme leaves both date fields for this scheme empty (myScheme). The only dates that matter are the ones your centre gives you.
Who can apply
Eligibility criteria
Neither the corporation's scheme page nor myScheme names a family income ceiling or a minimum school qualification for this scheme (corporation scheme page; myScheme).
The real entry bar sits with the course. The corporation's page says each trainee is selected against the qualification BSDM fixes for the course in question, so a course that asks for a particular pass certificate will ask for it here too.
Aadhaar is the one hard technical condition. The corporation's page makes the training Aadhaar-number based, and myScheme repeats that registration is Aadhaar-based, so an applicant without an Aadhaar number cannot be enrolled.

Who cannot apply
Exclusions
No written exclusion bars anyone; the corporation's approval step does the filtering. It approves a trainee only once every condition is met, so a candidate falls away when their caste is not on Bihar's BC or EBC lists (Scheduled Caste, Scheduled Tribe and general-category youth are outside this scheme) or when the centre uploads the candidature without every certificate the corporation needs (corporation scheme page).

Renewal conditions
A seat under this scheme is one course that closes with an assessment and a certificate, so no renewal step exists. Neither the corporation nor myScheme says whether someone who has finished one course may join a second under this scheme.
What you get
Award & benefits
The award is the course, paid for by the state. Among the stages the corporation's page lists on the BSDM portal are invoice generation, invoice approval and payment proof, which places the money between the scheme and the centre rather than with the trainee (corporation scheme page). myScheme records the benefit type as in kind, and its record carries no cash component (myScheme).
Neither page publishes a stipend, a travel or hostel allowance, or the fee the state pays a centre per course, and neither says how long a course runs.
What a finished trainee leaves with is a certificate, issued after the training and a successful assessment, along with support towards a job or self-employment (myScheme). The BSDM portal carries a placement upload stage, so where each trainee goes after the course is meant to be on record; that is support, not a promise of a job (corporation scheme page).

What to prepare
Documents required
The paperwork is carried to the centre, not posted to the department. The corporation's page says the SDC uploads each candidate's candidature to the BSDM portal together with all the required certificates, so bring them to the centre when you enrol (corporation scheme page).
The caste certificate carries the most weight: it has to place you on the BC or EBC list, because that is what brings you under this scheme rather than another training programme. myScheme also asks for an income certificate, yet no income limit is published, so it is a paper to bring rather than a threshold to clear. Because each course carries BSDM's own entry condition, a marksheet or pass certificate for your highest qualification may also be asked for, which is the gap the record's closing "any other document if required" line leaves room for.

How to apply
You apply by walking into a skill development centre, because the application here is the candidature the centre uploads for you on the BSDM portal; myScheme carries no application link for this scheme (myScheme). BSDM's portal has a centre finder for locating the nearest one (Bihar Skill Development Mission); when you get there, ask whether the centre is running a batch under the BC and EBC skill scheme, because a centre may also be training people under other programmes.
The corporation's page sets out the order of events (corporation scheme page):
- The SDC finds and selects BC and EBC trainees locally, through its own outreach.
- It uploads each candidate's details and certificates to the BSDM portal.
- It forms a batch.
- The corporation then approves each trainee in that batch who meets every condition.
- Attendance, the centre inspection report, the assessment report and the placement record are all uploaded to the same portal as the course runs.
The upload is placed in the centre's hands. A registration you make on your own elsewhere on the BSDM site is not described as part of this scheme's route, so do not treat it as a substitute for enrolling at a centre.
Checking Where Your Application Stands
Neither the corporation nor myScheme describes a status page that a trainee can check on their own. Your record sits on the BSDM portal, where the centre and the corporation act on it, so the first person to ask is the centre coordinator: has my candidature been uploaded, has the batch been formed, has the corporation approved me. If a batch stalls after it has been formed, the corporation's Patna office (see Contact) is the body that gives the approval.

Selection process
Selection happens at the centre, not in Patna. The SDC chooses trainees who meet the course's BSDM qualification, and the corporation's role is to approve those it uploads, trainee by trainee, once the batch exists (corporation scheme page). Nothing in the corporation's steps ranks applicants across Bihar; each centre fills its own batch.

The training must be Aadhaar-number based, attendance is recorded on the BSDM portal, and the certificate depends on clearing the assessment at the end (corporation scheme page; myScheme).
