About MVPMEUY

What this scheme hands a student is a desk in a classroom, not money in an account. Bihar's Backward Class and Extremely Backward Class Welfare Department pays for pre-examination coaching and runs it inside universities and state institutes, so a BC or EBC candidate sits the course free rather than buying one and claiming the cost back.

Three separate examination tracks share the one scheme name, and the national record is narrower than the department is. Management aspirants prepare for CAT, MAT and related job-oriented papers; law aspirants prepare for CLAT and the judicial services; and candidates aiming at teaching and research posts prepare for NET, GATE, JRF (CSIR), Ph.D. and M.Phil. The department's annual programme for 2025 places the first two tracks at Chandragupt Institute of Management and Chanakya National Law University in Patna from the 2021-2022 financial year, and the research track opening at state universities in 2022-2023. The myScheme entry lists only the research exams, so a reader who stops there will not learn that the law and management batches exist.

Ten centres carry the scheme today. The centre list on the department's application portal names them by district: Patna University, Patliputra University, Chandragupta Institute of Management, Chanakya National Law University and the Lalit Narayan Mishra Institute of Economic Development and Social Change in Patna; Tilka Manjhi Bhagalpur University; Lalit Narayan Mithila University at Darbhanga; Magadh University at Bodhgaya; Dr. B. R. Ambedkar Bihar University at Muzaffarpur; and B. N. Mandal University, filed under Saharsa but sitting at Madhepura.

Whether all of them are actually teaching is answered in the same departmental document. The annual programme records every sanctioned centre as running, with enrolment across them below the sanctioned capacity, and prints the enrolment and success counts beside that statement. Those figures sit on a scanned page with no text layer and so cannot be quoted here; the page to open is the one headed with the scheme's name.

Important dates

Dates here come from an advertisement rather than from a fixed yearly window. The portal's home page still displays a last date of 31 January 2025, and its notice board still carries an older extended deadline of 31 October 2023 for the career guidance centre form, the two sitting on one screen with neither withdrawn.

The January date is not a stray. Chanakya National Law University posted its own notification for admission to judiciary and CLAT preparation on 20 January 2025 and sent applicants to that portal, which puts a real round behind the deadline the screen is showing. What has not followed is a newer advertisement on either page, so in September 2026 that date records the last round instead of an open one.

Who can apply

Eligibility criteria

Four conditions decide this, and three of them describe who the student is rather than what they have scored. The scheme guidelines require permanent residence in Bihar and membership of the Backward Class or the Extremely Backward Class, and they hand the age bar and the academic floor over to whichever competitive examination the student is preparing for, so a NET aspirant and a CLAT aspirant enter the same scheme against different qualification tests.

The fourth is a money test, and it is worded as a certificate rather than as a declaration on the form. Chanakya National Law University, which hosts one of the ten centres, states it in English on its Career Guidance Centre page: an income certificate for not more than Rs 3,00,000 per annum, issued by a competent authority in Bihar, covering the candidate's income together with the parents' or guardian's. The guidelines set the same ceiling in Hindi and are blunt that it is a total struck across every source of income, not one salary line, which is what catches a household running a pension and a shop.

Category then decides how many places are on offer. The guidelines hold 40 percent of a centre's seats for Backward Class students and 60 percent for Extremely Backward Class students, with a 33 percent horizontal reservation for girls inside both categories.

Exclusions

The guidelines print no disqualification list at all, so nothing about a caste, a course or an institution shuts a candidate out. Every way of losing this seat is procedural, and the first of them is created by the applicant. The portal's registration terms warn that a candidate found to have filled more than one application can have every one of them rejected, and the guidelines allow an application for a single centre, so hedging across two centres lowers the odds instead of improving them.

Clearing the eligibility test also settles nothing on its own, because the written test still has to place the candidate. And the seat comes without a roof: the guidelines close their conditions with a flat line that the centres have no hostel arrangement.

Renewal conditions

A batch runs for six months and stops there. The guidelines describe enrolment into one batch at one centre and carry no clause for holding that seat into a following batch, no re-admission route for a student who has finished the course, and no yearly re-verification of income. A student who later wants to prepare for a different examination stands where a first-time applicant stands: wait for the next advertisement and file again.

The benefit is the teaching. Each centre runs a batch of 60 students across a six-month training period, and the seat table in the guidelines sets a centre's intake at 120 places, 48 of them for Backward Class students and 72 for Extremely Backward Class students. The department's own advertisement explains the arithmetic: a centre runs two batches, not one.

For the round the guidelines were written for, the seat table totals 720 places across the six university centres, split 288 to the Backward Class and 432 to the Extremely Backward Class.

A centre states the same shares batch by batch. Chanakya National Law University publishes its reservation as 24 seats for Backward Class and 36 for Extremely Backward Class students in a batch of 60, which is the department's 40 percent and 60 percent shares worked out on one batch rather than on a centre's pair, and it runs one batch for the law entrance test and one for the judicial services.

Beyond the classes, the advertisement the department published for the scheme lists a digital study centre, an upgraded library, fortnightly tests at the centre and a state-level test, motivation and guidance sessions, and an incentive paid against a minimum attendance. That advertisement is a single scanned page with no text layer, so neither the attendance percentage nor the rupee rate can be quoted from it here. Both are printed in the first line of the panel headed for student facilities, on the left of the notice, and the notice is one page long.

That payment sits awkwardly against the myScheme record, which classes the benefit as in kind and records no Direct Benefit Transfer. Read together, the coaching is the part the guidelines guarantee and the payment is something a round carries with it.

What to prepare

Documents required

The annexure to the guidelines asks for self-attested photocopies of five certificates, covering date of birth, educational qualification, caste, income and Aadhaar, plus two passport-size colour photographs and one self-addressed envelope carrying registered-post postage.

One requirement is easy to miss because it bites later rather than at the application stage. The guidelines require a selected candidate to turn up at enrolment with every original certificate and with photocopies of the admit cards for the competitive examinations already attempted, which means a student who has never sat the target paper should expect to be asked about it.

How to apply

Two routes exist and the guidelines describe both. The prescribed form and the guidelines download from the department's citizen page. The completed form then goes to the Director of the particular Vyavsayik Pathyakram Margdarshan Evam Utpreran Kendra by registered post or speed post, or is handed in at that centre's office. The same guidelines give the online alternative through the department's pre-examination training portal.

The online form is not one sitting. The portal's instructions run registration first, then personal details, educational qualification, photograph and signature, documents, and a final submit that generates the application ID. Basic details cannot be edited once a first application has been filed, a draft counts for nothing until it is finally submitted, and the uploads are tight: the photograph must be under 50 kb and the signature under 20 kb.

One line in those instructions reads against the rest of the scheme and is worth stopping at. It tells a registered user that multiple applications may be filed as their eligibility allows, while the declaration a candidate has to accept on the registration terms says that a second application filed can cost the candidate all of them. The guidelines take the strict side, and so should an applicant: one form, one centre.

Where an Application Goes, and What Can Be Checked

Nothing on the portal reports whether a posted envelope arrived. What the system offers is a registered-user login and a search of the registered-candidate list, both reachable from the terms page, and that search is as close as an applicant gets to an acknowledgement. The Student Zone that would carry notices and rank lists answers with a technical-error line above an empty ranks table.

For anything the portal cannot settle, the guidelines route queries by revenue division rather than by district: one officer for the Patna, Saran and Kosi divisions, a second for Tirhut, Darbhanga and Bhagalpur, a third for Magadh, Munger and Purnia, each named with a mobile number.

How winners are picked

Selection process

Meeting the four conditions only gets an application read. The guidelines put selection through a multiple-choice written examination or counselling, set to the syllabus prescribed for the competitive examination the applicant's course covers. Which course a selected student is then placed in is not the applicant's call either, because the guidelines give that decision to the director of the centre.

A centre can put its own shape on that test. Chanakya National Law University describes selection on the rank obtained in a written examination of 100 marks and adds that its judicial services applicants must meet the minimum qualification the Bihar Public Service Commission sets for that examination, so the target paper's entry standard follows the candidate into the classroom.

Terms & conditions

Three conditions do most of the work. One application to one centre, with the portal warning that multiple filings can sink all of them. The category split is a rule and not a target, though the guidelines let an unfilled share in one category be enrolled from the other. And accommodation is outside the scheme, which matters most for the Patna centres.

Vintage is worth stating plainly. The guidelines carrying these conditions were published for the research-track round that closed in 2023 and have not been replaced on the portal since, so their seat counts belong to that round's six university centres rather than to the ten centres running now.

An application is addressed to a person rather than an office queue: the Director of the centre being applied to, at the address printed for that centre in the guidelines. Those guidelines are issued by the Bihar State Backward Classes Finance and Development Corporation from Son Bhawan on Beer Chand Patel Marg in Patna, and they also point students to the District Backward Class and Extremely Backward Class Welfare Officer in Patna, Bhagalpur, Muzaffarpur, Darbhanga and Madhepura.

Email is the weak link. The portal prints a masked placeholder where its help desk address should be, on both the help desk page and the Student Zone, which leaves the divisional officers' numbers in the guidelines as the usable channel.
