Post-Matric Scholarship Scheme-Bihar(PMSSB)

No permanent calendar exists: each session opens when the Education Department advertises it, and the window has moved around the year. The two most recent windows show the spread.

The tail runs long after closing: corrections and finalisation for the combined 2024-25/2025-26 round stayed open until 25.12.2025, well past its closing date (Bihar PMS portal). Treat the current advertisement, not last year's habit, as the calendar.

Three things decide eligibility before any rupee is computed: Bihar domicile, a caste listed in the state's BC or EBC schedules, and enrolment in a recognised course beyond Class 10, from Intermediate through professional degrees. The income ceiling is the condition that actually screens people out, and it has shifted: the guidelines walk the BC ceiling up from Rs 1.50 lakh a year to Rs 2.50 lakh, and then to Rs 3.00 lakh from 2021-22 onward, while for EBC students it is Rs 2.50 lakh (PMSP guidelines).

The ceilings by category sit as follows.

Certificates carry their own fine print. The portal accepts income and caste certificates issued at R.O. level only; for 2026-27 the income certificate must be issued on 01-04-2026 or later, and a caste certificate remains valid from the two previous academic sessions into the current one (Bihar PMS portal). One family rule catches applicants off guard: at most two sons of the same parents can hold the scholarship, while daughters sit outside the count altogether. A third brother is refused even when every other condition is met.

The scheme bars sideways study, not upward study. A student who completes one level and then enrols in a second course of the same level draws nothing, whatever the subjects; moving up a level restores the claim.

Three further situations end an application in practice. Drawing any other scholarship for the same course and the same session gets the application rejected outright (Bihar PMS portal). A bank account that is joint, or held in anyone's name but the student's own, fails the payment check (BC-EBC institution portal). And an Aadhaar number that is not seeded for DBT against your bank account blocks final submission itself, so the application never reaches the verification queue at all.

Renewal is neither automatic nor a formality, but it does carry priority: the guidelines direct district committees to approve renewal applications first and to take up fresh ones only afterwards (PMSP guidelines). You apply again on the portal each session, against the advertisement the Education Department publishes, and the Application ID from your finalised application is what ties the years together, so keep the printed copy safely (portal FAQ). The 2017 departmental resolution treats eligible renewal students as a committed liability until the course they joined is complete, which is the scheme's own answer to whether the support survives to the end of the course (departmental resolution).

There is no flat amount. The award equals the tuition fee and other compulsory non-refundable fees your institution prescribes, paid within a ceiling fixed for your course group, whichever of the two is lower, and a maintenance allowance at the Government of India's prescribed rates rides on top (departmental resolution). The ceilings step up with the course: Intermediate classes sit in the lowest slab, three-year polytechnic diplomas in a middle slab, and degree courses run under professional and technical institutions, engineering, medicine, law and management, in the highest one. Central institutions such as the IITs and NITs carry separate, higher caps of their own.

The rupee value of each slab is printed in the resolution's course-wise table, which the institution portal hosts as a scanned document under BC EBC Compulsory Fee and Maintenance Allowance; match your own course against that table rather than trusting a rounded figure from a coaching blog. Payment arrives by DBT: after the district committee approves, the state DBT cell pushes the amount through PFMS/CFMS straight into the student's own bank account (PMSP guidelines).

What trips applicants is rarely the list itself but the dating and format rules around it. Every academic document uploaded for 2026-27 must be dated between 01-04-2026 and 31-03-2027, and the income certificate must carry an issue date of 01-04-2026 or later (Bihar PMS portal). The certificate numbers matter more than the scans: the portal validates caste, residence and income certificates against the BPSM server, the bank account against PFMS, and the Aadhaar number against the Aadhaar server, all online (PMSP guidelines). A certificate whose number fails to resolve on those servers counts as a defect, whatever the paper in your file says.

The portal runs a nine-stage pipeline from registration to payment, and the stages you control end early: register with Aadhaar and mobile OTP, fill the form, upload the documents, clear the Aadhaar seeding check, and finalise (Bihar PMS portal). Two mechanics matter more than the form-filling. Preview is your last exit: after final submission the form locks and nothing in it can be changed, so generate the preview, check every entry against your certificates, then submit and keep the PDF printout (PMSP guidelines). Finalising also routes the application to your institution's login rather than to the district, so nothing downstream begins until your college's nodal officer acts. Each stage change is reported by SMS, and the portals tell students to keep re-checking the application themselves, with a status lookup that runs on your Aadhaar number and date of birth, rather than wait for the institution to call (BC-EBC institution portal).

There is no merit list and no interview; selection is eligibility plus verification, in a fixed chain. The institution's nodal officer confirms enrolment and forwards the application; the District Programme Officer (SSA) draws up fresh and renewal cases in separate lists; and the District Scholarship Committee under the Deputy Development Commissioner grants the final approval, renewals first, with the whole approval action due within one month of the application deadline (PMSP guidelines). Payment then moves through a maker, checker and approver sequence, the approver signing with a digital signature before the DBT cell releases funds via PFMS/CFMS.

The conditions that bite are procedural. Money is released only after the uploaded income and caste certificates verify successfully, and wrong or invalid documents must be repaired by re-entering the correct certificate numbers. A defected application allows at most 3 chances to fix the fault, and each fix must be completed and re-finalised within 15 days of the defect being raised, failing which the application is rejected (Bihar PMS portal). A defect ignored past that window slides into the permanently rejected category, and reviving it means approaching the institution and the district. The institution side has its own clock: an application left pending at the institution level for more than 30 days is marked permanently rejected as well (BC-EBC institution portal). The state treats SMS alerts plus your own portal logins as sufficient notice, so the duty to watch the application is yours.

Assistance runs through the district, not through a call centre. The portal's own note directs every request for help to the District Scholarship Committee of your district, and the portal itself is operated for the Directorate of Secondary Education in Bihar's Education Department (Bihar PMS portal). Institutions collect their login credentials from their District Education Officer (portal FAQ). For anything stuck online, both the student and the institution portals carry a Submit Your Grievance module, and the complaint stays trackable from the same menu (BC-EBC institution portal).
