About MMVPY

The Minority Welfare Department, Government of Bihar, pays this award on a single fact, a first division in a school or madrasa board examination, and asks a claimant almost nothing else. There is no income test, no interview and no ranking, so a student who crossed the first-division line by a mark is paid what a district topper is paid. What is genuinely unsettled is which examinations still count: the department's own 2025-26 application screens name three of them, its older scheme descriptions name five, and nothing on the public record withdraws the other two.

Bihar created a Minority Welfare Department in 1991 to work on the financial, social and academic development of its Muslim, Sikh, Christian, Jain, Buddhist and Parsi communities, and a directorate and a corporation now sit beneath it (e-Kalyan, Minority Welfare Department, archived August 2026). Vidyarthi Protsahan runs alongside the department's hostel grant, its minority residential school scheme and its assistance scheme for abandoned and divorced Muslim women. It is the one of them triggered by a result rather than by an enrolment or a hardship.

A warning about the web address has to come before any of the mechanics, because the scheme's whole online route hangs off it. The department built a dedicated portal for this yojana at ekalyan.bihar.gov.in/mvpy, and the Internet Archive was still crawling its screens as late as early September 2026. Checked in September 2026, that address did not resolve at all: the host name is simply absent from the bihar.gov.in zone, and the servers that publish that zone say so themselves, which rules out a local network fault. Other hosts in the same zone answer normally. The department's older address, ekalyan.bih.nic.in, still has a numeric address behind it but accepts no connection on either port. Every description of the online route below is therefore read off dated archive captures and is written as what the screens said, not as what a family will find on trying them.

That leaves two routes on the public record with only one of them usable. On the national scheme record the application mode for this yojana is still recorded as offline, at the District Minority Welfare Office, with no application URL against it (Mukhyamantri Vidyarthi Protsahan Yojana, myScheme). The 2025-26 portal was plainly built to take that counter's place, since it registered students directly and required the student's own institution to be on it first (student registration guidelines, Mukhyamantri Vidyarthi Protsahan Yojana portal, archived September 2026). Until the portal answers again, the district office is the route that governs a claim, and it is also the desk that can say whether the online window is coming back.

Important dates

No fixed annual calendar has been published for Vidyarthi Protsahan. When the portal was captured in August 2026 it carried a notice announcing that applications were open (Mukhyamantri Vidyarthi Protsahan Yojana portal, archived August 2026), and it scoped itself to the 2025-26 academic year without printing a start or a last date anywhere on the screen (student registration guidelines, archived September 2026). That notice was still on the screen when the address stopped answering, so an open banner is no evidence a window is actually running.

Timing follows the board rather than the calendar. A claim becomes possible only once the Bihar School Examination Board or the madrasa board declares a first division, and the district lists move one examination year at a time. The department's own advice, printed on the registration screen, was not to leave a filing to the last day, because excess load on the server could stop a student finalising (student registration guidelines, archived September 2026). With no state-level announcement channel working, the district office and its notice board are where a window will be announced.

Who can apply

Eligibility criteria

A residence certificate does more work here than most families expect. The portal required one valid on the date of application and issued to the student personally, not to a parent, and it pointed students at the free ways to get one, at the RTPS counter of the block-cum-circle office, at panchayat sarkar bhawans, or online at serviceonline.bihar.gov.in, from where the certificate can be downloaded once it is ready (student registration guidelines, archived September 2026). A certificate in a father's name, which many households already hold, does not satisfy that reading.

Community is tested against a national list rather than a state one. The eligible communities are those notified under the National Commission for Minorities Act, 1992, which named Muslims, Christians, Sikhs, Buddhists and Parsis, with the Jain community added to the notified list in January 2014, as the state's own minorities corporation records (Bihar State Minorities Financial Corporation).

Then the academic bar, and nothing above it earns a rupee more. The district-wise list Buxar's administration published for minority girl students who passed the 2024 Intermediate annual examination in first division carries 267 names, whose totals run from 300 to 448 with no order of merit imposed on them (list of minority (Muslim) female students passed with first division, Intermediate annual exam 2024, Buxar district administration). A student at the bottom of that spread and a student at the top are, for this scheme, the same applicant.

Gender is the condition applicants get wrong most often, because it changes with the examination rather than applying across the scheme. On the 2025-26 screens, Intermediate reached only Muslim girl students passing from the Bihar School Examination Board, Maulvi only minority girl students from the Bihar State Madrasa Education Board, and Fauquania both minority boys and girls from that madrasa board (student registration guidelines, archived September 2026). The department's main portal describes the scheme in the same three-way shape (e-Kalyan, Minority Welfare Department, archived August 2026).

Matriculation and the Bengali speaking category, both of which the department's wider scheme text and the national record still carry, appear on neither of those screens. No order withdrawing them has been published either, so the two lists sit side by side unreconciled. A matriculation candidate, or a Bengali speaking candidate, should put the question to the District Minority Welfare Officer and treat that answer as the binding one; assuming the claim is dead throws away a payment the department has never said it stopped making.

Nothing in this scheme asks what a household earns. No income ceiling appears in the published conditions, and the upload list has nowhere to put an income certificate, which is unusual enough among Bihar's education incentives that families rule themselves out of it by habit.

Who cannot apply

Exclusions

No bar list is published for Vidyarthi Protsahan. The disqualifiers were written into the registration screen instead, phrased as consequences of getting the filing wrong.

Filing twice is the sharpest of them. The registration declaration warned that if more than one application was found to have been submitted, all of that student's applications were liable to be rejected, and that false information could draw legal action under the law (student registration guidelines, archived September 2026). A second attempt made in good faith, because the first one looked stuck, was enough to lose the claim outright.

Aadhaar linking and Aadhaar seeding are treated as two different things on that same screen, and only the second one gets a student paid: the department stated plainly that payment would not be made where the bank account was not Aadhaar seeded for Direct Benefit Transfer, and told students in that position to go to the bank at once. It is a counter problem at the bank, not a fault in the form, and it has to be fixed before anything is finalised.

An institution that has not registered stops a claim before it starts, since a student was only provisionally approved to apply once the institute had registered. Anything short of a first division falls outside the scheme entirely, and so does a boy applying on an Intermediate or a Maulvi result.

Renewal conditions

One examination result buys one payment, and the department publishes no continuation form, no annual re-application and no second-year claim. The registration rules push in the same direction by treating a repeat application as grounds for rejecting every copy of it.

Whether the same student may claim again at a later level, after Fauquania and then again after Maulvi, is settled in no published rule the department has issued. That is a question for the District Minority Welfare Officer rather than one to be inferred from the silence.

The money is a one-off incentive, transferred to a bank account in the student's name and paid on the result rather than against fees, so nothing has to be spent or receipted before a claim can be made. The rates the department's district pages publish, set against what its 2025-26 screens actually accepted, look like this.

Payment does not follow submission. The department stated that money would be released only after document verification, so the gap between a finalised application and a credit is a verification queue at the institution and the department, not a slow transfer (student registration guidelines, archived September 2026).

What the award produces at the other end is a public list. Buxar's runs district-wise and faculty-wise, and prints each student's registration number, roll number, roll code, college, faculty, name, parents' names, total marks and division, which is enough for a family to find its own row and check that the board data reached the department correctly (Intermediate annual exam 2024 list, Buxar district administration). Lists of that shape are published district by district, so the one to look for is the district's own.

• Under this scheme, eligible students receive the following incentive amounts: Minority students who pass the Matriculation/Fauquania exam with first division from the Bihar School Examination Board/Bihar Madrasa Education Board are awarded ₹10,000/-.
• Minority (Muslim) girl students who pass the Intermediate/Maulvi exam with first-class marks from the Bihar School Examination Board/Bihar Madrasa Education Board are awarded ₹15,000/-.
• Bengali-speaking students who pass the Matriculation exam with first division from the Bihar School Examination Board are awarded ₹10,000/-.

Documents required

The offline checklist on the national record and the portal's upload list are not the same list, and a family that carries only one of them will be sent back. The record asks for a caste or community certificate, an admission certificate and an address proof (Mukhyamantri Vidyarthi Protsahan Yojana, myScheme). The portal asked for none of those three, and asked instead for the registration card issued by the examination board alongside the marksheet, plus a passing certificate, a photograph and a signature image (student registration guidelines, archived September 2026; Mukhyamantri Vidyarthi Protsahan Yojana portal, archived August 2026). Taking both sets to the district office costs a photocopy and settles the argument in advance.

The marksheet has to match the applicant's category exactly, and the portal spelled that out document by document: an Intermediate marksheet only from Muslim girl students passing from the Bihar School Examination Board, a Maulvi marksheet only from minority girl students of the madrasa board, and a Fauquania marksheet from minority boys and girls of that board alike (student registration guidelines, archived September 2026). The bank proof has to be a passbook or a cancelled cheque showing the account that carries the seeding.

Apply for the residence certificate first if it is not already in hand. Everything else on either list is collected from documents a student already has; this one has to be issued, and the department flagged the free route to it precisely because students were paying for it.

How to apply

What the online form asked for, while it was reachable

Registration came before the form and collected name, Aadhaar number, date of birth, mobile number and email. A user ID and password then arrived on the registered mobile number, and the password had to be changed at first login before the form opened. Personal details and document uploads followed, and the application counted only once it had been finally submitted (student registration guidelines, archived September 2026).

Print the submitted form if the portal ever reopens. No change was permitted after finalisation, which made the printed copy the only record of exactly what had been filed.

Where a claim stands after final submit

Status was read inside the portal account, with no separate enquiry page anywhere on the site: the department's own published flow ends at a seventh step described as final submit and track application status, so the login that filed the form was the one that reported on it (Mukhyamantri Vidyarthi Protsahan Yojana portal, archived August 2026). A submitted status was never a payment status, since the money only moved after verification.

With the site unreachable, tracking is a telephone and counter matter. The institution that has to verify the uploads is the first call, because that is where an application stalls, and the District Minority Welfare Office is the second.

The district office route

The route the national record still describes is the paper one, collected from and returned to the District Minority Welfare Office in the student's own district (Mukhyamantri Vidyarthi Protsahan Yojana, myScheme). It is also the only route open to a matriculation or Bengali speaking claimant, whose category the online screens never listed, and the only one available to anyone at all while the portal stays down.

How winners are picked

Selection process

There is no merit list, and the department's flow explains why. Its first step is verification of eligibility against board result data (Mukhyamantri Vidyarthi Protsahan Yojana portal, archived August 2026). The department is therefore matching a named applicant to a first-division result it can already see, not comparing applicants with each other. Buxar's published list is that pool written down: the eligible students exist in the department's hands before any of them files anything.

Verification is where a claim actually succeeds or fails, and it runs through the institution and then the department. Beyond the first-division bar, no cut-off, quota or district-wise ceiling is published for this scheme.

Terms & conditions

The conditions that decide a claim were set out on the registration screen rather than in any separate rulebook, and they were short (student registration guidelines, archived September 2026). Only one application per student was permitted, with every copy liable to rejection if more than one turned up. False information carried the risk of legal action under the law. No edit was possible once a form was finalised. The bank account had to be Aadhaar seeded before payment could be made. The institution had to be registered before a student could be approved to apply. And verification of documents came before the release of any money, in that order, with no exception written for any category of applicant.

The state's minorities corporation publishes the roster, and it runs to serial 38, one row for each of Bihar's districts, naming an officer or an assistant director against a departmental mobile number and a departmental email address, with three of the posts shown vacant (contact details of District Minority Welfare Officers, Bihar State Minorities Financial Corporation). The email address is attached to the district rather than to the person named beside it, which makes it the more durable of the two channels to write to.

At state level the scheme is administered from the Minority Welfare Department at the Main (old) Secretariat, Patna. The Bihar State Minorities Financial Corporation, which sits under the same department, publishes a working landline on 0612-2204975 and a toll free line on 18003456123 (Bihar State Minorities Financial Corporation).
