Is the Prak Pariksha Prashikshan Kendra incentive paid every month?

Not at the BC and EBC centres. Their guidelines tie the incentive to 75 percent attendance and describe no monthly rate (PETC guidelines 2025, BC and EBC Welfare Department). A monthly payment does exist at the Scheduled Caste and Scheduled Tribe centres, which pay Rs 1,500 a month to local students and Rs 3,000 a month to students from outside the district, each month against 75 percent attendance (SC and ST Welfare Department letter). Posts that promise a monthly amount at every centre are mixing the two.

Is there a separate Prak Pariksha Prashikshan Kendra for SC and ST students?

Yes. Bihar's Scheduled Castes and Scheduled Tribes Welfare Department runs its own Prak Pariksha Prashikshan Kendra, listed apart from the BC and EBC scheme (Bihar Vikas Mission). Its letter on stipends at those centres is addressed to the district welfare officers of Patna, Darbhanga, Bhagalpur, Gaya, Muzaffarpur, Saran, Bhojpur, Saharsa, Purnia and Munger (SC and ST Welfare Department letter). An SC or ST student should look to those centres, since the BC and EBC centres admit only BC and EBC students.

Can I apply to two centres to improve my chances?

No. An application counts for one centre only (PETC guidelines on the portal). The portal's instructions do say a user can file more than one application as eligibility allows, but the declaration every registrant accepts says candidature will be rejected if more than one application is found (PETC portal registration instructions). With both on record, a single application to the centre you can reach every day is the safe choice, since attendance decides the incentive.

Do these centres coach for CLAT, MAT, NET or GATE?

No. The same department runs a different scheme, the Chief Minister Vocational Course Guidance and Induction Scheme, whose advertisement covers CAT and MAT, CLAT and judicial services, and NET, GATE, JRF and doctoral entrance examinations, taught at 10 centres in the state (BC and EBC paper advertisement). Those centres are universities and institutes such as Chanakya National Law University and Chandragupta Institute of Management in Patna (vocational scheme list of centres). The Prak Pariksha Prashikshan Kendras keep to civil services and the railway, banking and SSC group.

How will I know whether I got a seat?

Selection is made at the centre you applied to, through its written test or counselling (PETC guidelines on the portal). None of the portal's public pages publishes a selection list, and its registered-candidate report confirms only that a registration exists (PETC registered-candidate search), so check with that centre's office after the closing date. About PPPK

Prak Pariksha Prashikshan Kendra turns up in searches as a scholarship, but what it gives is a place in a civil services batch or an SSC-and-others batch at one of Bihar's Pre-Examination Training Centres, and the only cash attached to that place is textbook money released against attendance.

Bihar's Backward Classes and Extremely Backward Classes Welfare Department counts the Pre-Examination Training Centre among the main schemes it runs for the education of Backward Class (BC) and Extremely Backward Class (EBC) students (BC and EBC Welfare Department). There are 38 of these centres (PETCs) across 36 districts, each preparing BC and EBC students for competitive examinations free of charge (PETC guidelines 2025, BC and EBC Welfare Department, PETC advertisement).

Patna and Nalanda are the two districts with a second centre. The centres first sanctioned for Arwal and Sheohar found neither suitable premises nor well-qualified teachers, and the department moved them to institutions of Patliputra University in Patna and Nalanda (department resolution on the incentive). Almost every centre sits on a college or university campus, such as Marwari College in Kishanganj or the Directorate of Distance Education of Magadh University at Bodh Gaya (PETC portal list of centres).

The scheme suits a BC or EBC student in Bihar who already meets the entry rules of a civil services, railway, banking or SSC examination and cannot pay for private coaching. It does not suit a student who needs lodging near the centre or preparation for a management, law or research entrance test.

Who can apply

Eligibility criteria

The income test is a household figure. The department's Hindi guidelines count the annual income of the student together with the guardian, from all sources combined, so a working student's own earnings sit inside the same ceiling as a parent's (PETC guidelines 2025, BC and EBC Welfare Department).

The age and qualification test is borrowed from the examination a batch prepares for, not set by the scheme (PETC guidelines on the portal). A student joining the civil services batch has to meet the age and qualification rules of the UPSC or BPSC examination they are preparing for, and the second batch follows the rules of whichever railway, banking or SSC examination the student is aiming at.

Only BC and EBC students qualify. Bihar's Scheduled Caste and Scheduled Tribe students have Prak Pariksha Prashikshan Kendras of their own, run by a different department (Bihar Vikas Mission).

The student must be a permanent resident of Bihar state.
The student must belong to the Backward Class or Extremely Backward Class.
The maximum annual income of the student or their guardian, from all sources, should not exceed ₹3,00,000/-.
The student’s age and minimum educational qualifications must meet the eligibility criteria for the competitive exam related to the respective course.

Who cannot apply

Exclusions

No exclusion clause appears in the guidelines. Four things still stop an application, or the incentive, at a Prak Pariksha Prashikshan Kendra.

A second application. An application is valid for one centre only (PETC guidelines on the portal), and the declaration on the portal says candidature will be rejected if more than one application is found (PETC portal registration instructions).
An online form left as a draft. The portal considers only a finally submitted application (PETC portal registration instructions).
Attendance below 75 percent. The guidelines make that level compulsory for a selected student and pay the incentive only at it (PETC guidelines 2025, BC and EBC Welfare Department).
The wrong category or state. A Scheduled Caste or Scheduled Tribe student, or a student who is not a permanent resident of Bihar, falls outside these centres.

The application form handles a returning student on one line: it asks whether training has been received before, and if so in which year and for which course (PETC application format). The incentive shown in the record below is not a general stipend. The department's resolution on it describes the money as help with buying textbooks for the examination being prepared for, paid by the Bihar State Backward Classes Finance and Development Corporation through direct benefit transfer into the student's bank account (department resolution on the incentive).

How to apply

Settle two choices before starting: the centre and the course, Civil Services or SSC and Others, which are the first two lines of the paper form (PETC application format).

Online, the 2025 guidelines send applicants to the department's PETC portal (PETC guidelines 2025, BC and EBC Welfare Department). The portal splits the form into six stages that end in a final submission, locks the basic details once a first application exists, and allows no change after that final submission, so print the draft and read it before the last stage (PETC portal registration instructions). Its notice board also warns that server load on the closing day can stop a form from being finalised, so finish before then (PETC portal home).

Offline, you download the form with the guidelines from the department's website and address the envelope to the Director of the Prak Pariksha Prashikshan Kendra you picked, by registered post or speed post; walking it into that centre's office is also allowed (PETC guidelines on the portal).

Check the centre's address in the current round's guidelines before posting anything, because two of them differ from the portal's centre list. The portal still places Patna-1 at the Institute of Psychological Research and Services at Krishna Ghat and Darbhanga at C. M. College, while the 2025 guidelines put Patna-1 in Pariksha Bhawan on the Patna Science College campus and Darbhanga at Bungalow No. 11, Radio Station Road (PETC portal list of centres, PETC guidelines 2025, BC and EBC Welfare Department).

Tracking an Application on the PETC Portal

The Application ID is the first proof that an online form went through: the portal generates it only at final submission and asks you to print the finally submitted form (PETC portal registration instructions). The Registered User Login page takes the user ID and password set at registration (PETC login). For a check anyone can run, the Search List of Registered Candidates report is filtered by academic year and batch, then searched by user ID, user name, Aadhaar number, mobile number or email ID (PETC registered-candidate search).

The incentive does not appear anywhere on the portal's public menu. Because it travels by direct benefit transfer (department resolution on the incentive), the student's bank account is the place to look first, and the centre or the District BC and EBC Welfare Officer, the two contacts the guidelines name, the place to ask next (PETC guidelines 2025, BC and EBC Welfare Department).

How winners are picked

Selection process

Selection happens at the centre. Applicants are chosen through a multiple-choice written test on the syllabus of the examinations their course prepares for, or through counselling (PETC guidelines on the portal).

The category rule is 40 percent of seats for BC and 60 percent for EBC students, which is where the 24 and 36 places in each batch of 60 come from (PETC guidelines 2025, BC and EBC Welfare Department). The split bends when one category runs short: BC students are enrolled when EBC students are not available, and EBC students when BC students are not (PETC guidelines on the portal).

Fine print

Terms & conditions

Enrolment brings rules of its own. The guidelines make 75 percent attendance compulsory for every selected student, and the same 75 percent is the mark at which the incentive is paid, so one attendance register settles both.
