About MNBMSSY
Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana is the education scheme of the Chhattisgarh Building and Other Construction Workers Welfare Board, and it is open only to the children of workers registered with that Board. "Medhavi" means meritorious, yet only part of the scheme is a marks contest. The Board's scheme notification splits the money into four routes: a lump-sum incentive for high scorers, a larger award for the state board's top ten, reimbursement of fees for professional and technical courses with no percentage bar, and a one-time package for a one-year master's course abroad (Board notification).
The Labour Department's scheme register dates the scheme to 06.01.2012 and describes the payout as Rs 5,000 to Rs 1,00,000, with up to Rs 50,00,000 for study abroad at the current exchange rate for that country.
The Board's older scheme list still carries the same package, the 75 per cent bar, the top-10 award and the fee reimbursement, under the name Medhavi Chhatra/Chhatra Shiksha Protsahan Yojana, so an old form or a district notice using that name is talking about this scheme.
A Directorate of Public Relations release of 1 March 2024 counted 1,114 beneficiaries under the scheme and a total payout of Rs 1 crore 66 lakh 15,047 (Directorate of Public Relations, Chhattisgarh).

Important dates
The Board publishes no fixed closing date for this scheme: the scheme register lists it as currently running rather than with a closing date, so a claim is made once the result or admission it rests on is in hand (scheme register). Toppers can expect a public ceremony instead of a quiet transfer: a Class 12 student placed ninth in the 2026 merit list received her full Rs 2 lakh at a Medhavi Chhatra Samman Samaroh held on 5 June 2026 (DPR Chhattisgarh, June 2026).

Who can apply
Eligibility criteria
Eligibility starts with the parent, not the student. The worker must be registered with the Board at least 90 days before the claim, and the scheme register limits the benefit to the worker's first two children. The self-declaration the worker signs lists the living children by date of birth, with rows for only the first and second, and asks where the applicant child falls in that order, so the cap follows birth order: a third child stays outside it even if an older sibling never claimed (self-declaration format).
After that, the test depends on the route the student picks:
- Incentive slabs: 75 per cent or more in the qualifying examination, from Class 10 up to postgraduate and professional study (Directorate of Public Relations, Chhattisgarh; Board notification).
- State toppers: a place in the top ten of the Chhattisgarh Board of Secondary Education merit list for Class 10 or Class 12 (Board notification; older scheme list).
- Fee reimbursement: admission to a listed course, with no minimum percentage or grade (Board notification).
- Study abroad: no percentage bar either, but the notification asks for the parent's registration with the Board to be three years old, and the student must pass IELTS, TOEFL or the entrance test the destination country sets (Board notification).

Who cannot apply
Exclusions
Three situations shut a student out. A child outside the worker's first two is ineligible on any route. A student who gets support for study abroad from any other Central or State Government scheme cannot also take this scheme's abroad package (Board notification). The third catches daughters: the Labour Department's scheme register says a daughter who takes the Mukhyamantri Noni Sashaktikaran Sahayata Yojana grant in a financial year becomes ineligible for this scheme's incentive for the same academic year, and the register lists that grant as a one-time Rs 20,000. Families with a daughter who qualifies for both should compare the two amounts before applying for either.

Renewal conditions
The notification sets out no separate renewal step. Each academic year is a fresh claim, and it allows one benefit per academic year, chosen from one of the scheme's provisions for one class or course (Board notification). A student on the fee route therefore re-applies every session with the new fee receipts, the principal's certificate for the current session and the previous year's marksheet. The abroad package is paid only once.

The four routes pay very differently, and the two fee-based routes can far exceed the cash slabs:

On the fee route, a student at a private institution is reimbursed only the fee a government institution charges for the same course, so the family pays any difference (older scheme list). The notification's course list covers ITI, IIIT, engineering (B.Tech and M.Tech), B.Arch, MBBS, BDS, BAMS, every agriculture course, B.Ed, D.Ed, M.Ed, BCA, MCA, BBA, MBA, LLB, LLM, GNM and B.Sc nursing, B.Pharma, D.Pharma, and polytechnic and diploma courses at UGC-recognised institutions (Board notification).
Real payouts show the spread. A worker's son studying for a Diploma in Plastic Technology at CIPET Raipur received Rs 82,496 by DBT (DPR Chhattisgarh, December 2025), and a B.Sc. Nursing student in Surguja receives Rs 45,000 a year (DPR Chhattisgarh, May 2026).
The abroad package also covers a one-time fee for IELTS, TOEFL or the destination country's own test, the visa fee, insurance premium, third-class AC rail or bus fare between home and the airport, an economy air ticket, and a maintenance allowance tied to the host institution's hostel fee (Board notification). It is limited to a one-year master's course.
- The award assistance mentioned against each class/course will be payable in lump sum.
- From Class 10th to 12th : ₹ 5,000/- for Male student and ₹ 5,500/- Female Students.
- All Graduations : ₹ 7,000/- for Male student and ₹ 7,500/- Female Students.
- All Post Graduations : ₹ 10,000/- for Male student and ₹ 10,500/- Female Students.
- All Vocational Education and Professional Education : ₹ 12,000/- for Male student and ₹ 12,500/- Female Students.
- For the top ten students in the state level examinations of class 10th and 12th conducted by the Chhattisgarh Board of Secondary Education : incentive amount of ₹ 1,00,000/- and a grant amount of ₹ 1,00,000/- for two wheelers.
- For admission to undergraduate and postgraduate courses in various fields, including engineering, medicine, law, nursing, pharmacy, polytechnic and IIIT : The entire academic fees for each academic session will be paid by the Board
- Pursuing professional courses abroad : ₹ 50,00,000/- per academic session.
What to prepare
Documents required
The Board's own formats add details the scheme record's list does not spell out:
- Two-wheeler grant for toppers: besides the Board of Secondary Education merit certificate, the student must attach the vehicle's RC book or card and the student's own learning licence or driving licence (Board notification).
- Self-declaration: the Board's format asks for the worker's registration number and date, the employer, the living children in birth order, the student's current and previous class with the percentage or grade obtained, and the bank account with IFSC. A false entry lets the Board recover the money and take legal action.

How to apply
Applications are accepted online only. The worker or student can apply through the Shramev Jayate mobile app, the Labour Department's online portal, the labour office for the area, or any Lok Seva Kendra (Board notification). The Mukhyamantri Shram Sansadhan Kendras run in every development block, and the labour office at the district collectorate also takes applications (DPR Chhattisgarh); a December 2025 release notes that applying through the app or these centres costs nothing (DPR Chhattisgarh).
The application is filed against the parent's Board registration, so keep the labour card's registration number and date ready; the self-declaration asks for both. Keep the original documents at hand too, because the officer processing the claim can ask to see them for verification (Board notification).
Tracking the Application
The Labour Department's status page looks a claim up by scheme name and application number. Its scheme list is in Hindi and carries this scheme as मुख्यमंत्री नोनी बाबू मेधावी शिक्षा सहायता योजना, a few lines from मुख्यमंत्री नोनी सशक्तिकरण सहायता योजना, the daughters' grant that clashes with it, so check which one you pick before entering the number from the submission receipt. Once sanctioned, the money goes by RTGS, NEFT or DBT to the account of the worker or of the son or daughter (Board notification).

How winners are picked
Selection process
For the incentive slabs and the fee route there is no competition: a claim that meets the conditions is sanctioned, and the notification requires every application to be decided within 30 working days (Board notification; Navbharat Times). The toppers' award follows the Board of Secondary Education merit list itself.
Study abroad is the one route with a real selection step. A two-member committee from the district labour office inspects the family's home and economic situation and sends a recommendation to the Board, a state-level committee reviews it, and the Board's Secretary sanctions it. The Board then reimburses the air ticket, visa and similar costs against the documents (Board notification).
Fine print
Terms & conditions
The notification attaches a few conditions that bite later rather than at the time of applying (Board notification):
- A student who drops out before finishing the course must repay the entire tuition amount to the Board.
- For study abroad, tuition is released according to the institution's fee schedule, and only on a certificate that the student is still enrolled and attending.
- Where the rules do not settle a dispute, the decision of the Board's Secretary is final.
