About MNSKBHNCSY

A registered construction worker in Chhattisgarh who wants to sit a PSC, SSC or police recruitment exam can take this coaching personally, and so can one of the worker's first two children. Under the Mukhyamantri Nirman Shramikon Ke Bachon Hetu Nihshulk Coaching Sahaayata Yojana, the state's construction workers' welfare board places the candidate with a coaching institute it has picked, for four to ten months, and settles the fee with the institute itself (Board notification, February 2023).

It is a one-seat benefit. The notification lets each beneficiary use it once at most, and shuts it to anyone in the family who has already cleared an exam selected under the Board, so the exam named on the form is a one-time choice.

Two start dates are in circulation. The Board's notification for the scheme is dated 28 February 2023 and took effect across Chhattisgarh on its date of issue, while the Labour Department's scheme register, like the myScheme record, counts the scheme from 1 March 2023 and marks it as currently running, with an online "apply" link (Board notifications list; Board notification, February 2023; Labour Department scheme register).

Its stated purpose is a government job. The notification describes workers and their dependent or adopted children who have ability but cannot afford to prepare, and aims to get them into government service through competitive exams: PSC, CG Vyapam, SSC, IBPS banking, railway and police recruitment. District notices from the state's public relations directorate add "other competitive exams" to that list, matched to the candidate's educational qualification (Board notification, February 2023; DPR Chhattisgarh, Rajnandgaon notice).

Demand has been heavy. When the Board's scheme report for building workers was read in September 2026, this scheme's columns showed 20,445 applications received statewide and 11,830 approved. The report is live, so both counts will have moved by the time you read this (Board scheme report, building construction).

The scheme has no annual deadline. Intake follows the exam-wise targets the Board sets each financial year, and district labour offices announce batches as they form.

Who can apply

Eligibility criteria

Eligibility runs through the worker's Board membership. One year of regular membership of the Board opens the benefit to the registered worker or to the worker's first two children, and the notification counts a dependent child or an adopted child as a child for this purpose (scheme register; Board notification, February 2023; DPR Chhattisgarh, Koriya notice).

The exam then sets the rest. Whoever takes the seat must hold the minimum qualification the chosen exam prescribes, and the candidate's age has to fall within the limit the Chhattisgarh government sets for it (Board notification, February 2023).

The card has to be in force. The notification's document list asks for an original scan of the worker's "jeevit" (live) registration card, so a worker whose renewal is overdue should clear it before applying; the portal's registration and renewal status page shows where a renewal stands. No family income ceiling and no marks cut-off appear in the notification or the register, and although the self-declaration records the category (SC, ST, OBC or general), no clause of the notification turns on it (self-declaration format).

None of these is printed as an exclusion list; each follows from a clause of the notification or the form the worker signs:

• A candidate who has already had this coaching. The notification allows the benefit to each beneficiary a maximum of once (Board notification, February 2023).
• A worker or child who has already passed an exam selected under the Board. After that, the notification says, the scheme's benefit is not given again.
• Anyone who has used another coaching assistance scheme. The self-declaration has the applicant confirm that no benefit has been taken earlier from any coaching assistance scheme (self-declaration format).
• A third or later child. The register confines the benefit to the worker or the first two children, and the self-declaration has rows for two living children only.
• Members of the unorganised workers' board. This scheme sits with the construction workers' board; the state's unorganised workers' board runs a separate coaching-fee scheme for sanitation workers' children (Labour Department scheme list).

Renewal conditions

Nothing renews. The notification caps the benefit at one course per beneficiary and adds that it is given only once in a year, so the exam named on the self-declaration is, on the notification's wording, the one course that candidate gets; it offers no route to switch to a second exam later (Board notification, February 2023). The self-declaration itself is framed as a first application (self-declaration format). The only renewal that matters is the worker's own Board registration, because a lapsed card blocks the application.

The benefit is the course itself. The family receives no money, and the Board publishes no rupee value for a seat. The notification and two official announcements describe what a seat includes:

The July 2024 announcement also reported that admission and counselling were under way in Korba, Mahasamund, Ambikapur, Jagdalpur and Jashpur, with coaching offered both online and offline so that candidates could choose either (DPR Chhattisgarh, five-district launch). Ask the district labour office which mode and which centre serve your district.

• Free coaching assistance will be provided to the children of registered workers.
• Note: Construction workers and their children registered under the Board are allowed to appear for competitive examinations as per educational qualification like PSC (Public Service Commission), CG VYAPAM (Chhattisgarh Professional Examination Board), SSC (Staff Selection Commission), IBPS (Banking), RAILWAY (Railway). ), There is a provision to provide free coaching through selected coaching institutes for POLICE ENTRANCE (Police Recruitment Examination).

What to prepare

Documents required

The Board's register splits the four papers by person: the trainee's Aadhaar card and qualification certificate or marksheet, and the worker's registration card and self-declaration (scheme register). The myScheme record also asks for a passport-size photograph.

The self-declaration is the paper most applicants have never seen. It is a one-page Hindi format in which the worker records the registration number and date, the employer, the two living children, whether the candidate is the worker, a son or a daughter, the last class passed, the name of the exam the candidate wants coaching for, whether the worker is a native of Chhattisgarh, and the category (self-declaration format).

For this scheme, scan the worker's original registration card and the trainee's original marksheet rather than photocopies: the notification accepts scans of originals only, and the labour officer approving the file can ask to see the originals. It also lists an upload that the register leaves out, a certificate from the head of the coaching institute that the candidate is attending classes regularly. Since the Board, not the family, chooses the institute, ask the labour office at what stage it wants that certificate (Board notification, February 2023).

How to apply

Applications are accepted only online. The notification lets the applicant file directly, through any choice centre or through the area's labour office, and the Balodabazar labour officer's notice adds the Shramev Jayate mobile app as a fourth route (Board notification, February 2023; DPR Chhattisgarh, Balodabazar notice).

On the web, the route runs through the Board's building-construction scheme form:

1. Open the scheme application form, choose the district and enter the worker's new registration number.
2. Download the scheme self-declaration format offered on the same page, have the worker fill and sign it, and scan it along with the other originals.
3. Type every entry in Hindi; the form warns that an application filled otherwise will be rejected. Keep the application number, because both status pages below ask for it.

Checking Status and Answering a Document Query

The Board's status page takes two inputs: the scheme name, listed in its drop-down as "मुख्यमंत्री निर्माण श्रमिकों के बच्चों हेतु निःशुल्क कोचिंग सहायता योजना", and the application number (scheme status by application number). If the file is held for incomplete documents, a separate page takes the application number and shows what to upload again (incomplete documents). A complaint about a stuck application can be lodged under the "scheme" complaint type and followed on the grievance pages (grievance, grievance status).

The Board has published no processing deadline for this scheme. The only notification on its list that fixes time limits for deciding applications, issued in July 2023, covers Naunihal and six other schemes, and this coaching scheme is not among them (Board notifications list; time-limit notification, July 2023).

How winners are picked

Selection process

Selection runs through the coaching institute, not a Board merit list. The Board's Secretary picks institutes through an expression of interest, with the state government's approval and priority for government-recognised institutes. The chosen institute then counsels the applicants against the criteria fixed for each exam, draws up the list of eligible candidates and sends it to the district labour offices, where an Assistant Labour Commissioner, Labour Officer, Assistant Labour Officer, Labour Inspector or Labour Sub-Inspector signs the approval. Seats are rationed exam by exam: the Board fixes a separate target for each competitive exam in every financial year and approves applications against it (Board notification, February 2023).

The Board's report shows how that has played out statewide, as read in September 2026:

Approved (11,830) is smaller than found eligible (14,724), so an eligible file is not necessarily an approved one. The spread between districts is wide in the same report: Raipur leads with 2,101 approvals, while Dhamtari rejected 933 of the 2,372 applications it received. The report gives no reasons for rejection (Board scheme report, building construction).

Fine print

Terms & conditions

One term falls only on a worker who takes the seat personally. If that worker clears the exam, the notification ends the worker's registration as a construction worker automatically (Board notification, February 2023).

The self-declaration closes with the worker's statement that the named candidate, whether the worker, a son or a daughter, meets the scheme's eligibility. If any detail in it proves false at any stage, the worker is personally responsible, and the Board can recover the value of the benefit and take legal action (self-declaration format).
