There is no annual calendar. Each round is announced for a block of passing years, run to a stated last date and then closed, which is why a graduate can find the portal open, shut or replaced by a different one depending on when she looks. The first round covered results published between 25 April 2018 and 31 March 2021 (graduation scheme instructions, Education Department). The round after it ran on a portal of its own, closed on the date its advertisement fixed, and that address now returns a not-found page (Education Department advertisement, Director of Higher Education). The round open now takes girls whose result was published up to 31-12-2025 (graduation portal notices), and the registration links on the Medhasoft home page describe the same cohort as final results published between 2022-25 (Medhasoft, Government of Bihar).

One concession is published and worth knowing if you have already started. A student who has applied and whose application is pending or rejected is allowed to complete it even after the last date has passed (graduation portal notices). That protection covers an application already on the portal; it does nothing for a graduate who never registered.

The published tests are four, and the one that decides most cases is not among them. She has to be a resident of Bihar; the degree or its equivalent has to come from a constituent or government-recognised institution inside the state; an Alim or a Shastri counts as the equivalent, and general, technical and professional courses all count; and the account the money lands in has to sit at a nationalised bank, a recognised private bank or India Postal Payment Bank with a branch in Bihar (Education Department advertisement, graduation scheme). The unwritten fifth test is timing. Her result has to fall inside the block of passing years the department has opened, and that block moves with every round: the first covered graduates who passed between 25 April 2018 and 31 March 2021 (graduation scheme instructions, Education Department).

Marital status does not decide this one. Bihar's own description of the sub-mission puts the graduation incentive in the "Unmarried or Married" column and keeps the unmarried condition for the intermediate incentive instead (Bihar Vikas Mission). That is a genuine difference between two components of the same umbrella scheme, and it is the single point on which most second-hand advice about this scheme is wrong.

The practical reach of "institution inside Bihar" shows up in the portal's own university dropdown, which is wider than a general-degree list. Alongside Patna University, Magadh, Patliputra, Purnea and Munger, it carries Chanakya National Law University, IIT Patna, NIT Patna, IIIT Bhagalpur, IGIMS Patna, Bihar Animal Sciences University, Bihar Krishi Vishwavidyalaya Sabour, Nalanda Open University and IGNOU's Patna centre (graduation portal status page). A law graduate, an engineer, a vet and an open-university graduate are all inside the same scheme.

Nothing is published under this head, so refusals happen quietly, at the eligibility test rather than at a named bar. Four kinds of applicant fall outside it: a graduate who is not a resident of Bihar, a degree taken from an institution outside the state, a qualification short of a full degree such as a diploma, and a result published outside the block of passing years the current round covers (graduation scheme instructions, Education Department).

A fifth exclusion is not in the rules and is the one that actually bites. A graduate whose university has not uploaded her result has nothing to search for and nothing to register against, because the portal opens the remaining entry only after that upload (data correction instruction, graduation portal). She is not disqualified, but until her university acts she is outside the scheme in every way that matters. If the college itself is missing from the portal's list, the department's instruction is to ask the university registrar to have it added (graduation scheme instructions, Education Department).

There is nothing to renew and nothing to keep earning. The degree is the qualifying event, the payment is made once against it, and no marks, attendance or income condition survives the transfer (myScheme record). What does behave a little like a renewal step is finalisation: an entry left short of it is not an application at all, and the department's notice tells students to finalise their details now because the payment run has already begun (graduation portal notices).

The amount is not a constant. It is fixed by the departmental advertisement for the round a graduate falls in, and it has been raised once.

Bihar's account of the sub-mission puts the graduation incentive at Rs 25 thousand, payable to a girl whether she is unmarried or married (Bihar Vikas Mission). The advertisement that opened the first round sets the same lump sum, extends it to graduates of all categories, and says the money moves straight into the beneficiary's account (Education Department advertisement, graduation scheme).

The department then doubled it. Its advertisement for the round that followed, issued over the signature of the Director of Higher Education, opens the doubled incentive to graduates of all categories from the state's constituent and recognised affiliated degree colleges and technical institutions, holds the same residence and Bihar-branch bank conditions, and fixes a last date after which no separate opportunity would be given (Education Department advertisement, Director of Higher Education). A constituent college under Babasaheb Bhimrao Ambedkar Bihar University circulated its university's graduation list under that higher figure (Tarkeshwar Prasad Varma College notice).

So the higher figure that fills search results is the department's own, and so is the lower one; they belong to different rounds, and neither is a number an aggregator can hand you for your own case. The scheme record still carries the older amount, and the portal open for registration today carries its links with no amount beside them (graduation portal notices). Read what stands against your own record on the portal, and put the question to the scheme helpdesk, before you plan around either figure.

Where the amount is not the confusion, the marital condition is. The two components sit next to each other in the same chain and pay on different terms:

The record's checklist is the usual set of scans, and the portal narrows it usefully before you start: the two papers it tells a student to keep ready are the graduation final year marksheet and the residence certificate (graduation portal application page). Everything else is typed in from records you already hold, and the uploads have strict file-size and format limits that the department publishes with the instructions (important instructions, graduation scheme).

What decides the file is not the quality of the scan but whether the details on it agree with the university's uploaded record. The department's public notice for the intermediate component of the same umbrella scheme states the underlying rule plainly: the name on the bank account and on the Aadhaar has to match the name on the registration and the marksheet, and the account has to be in the student's own name at a branch in Bihar (Education Department public notice, District Education Officer Bhagalpur). A graduate whose surname changed on her Aadhaar or passbook but not on her degree record is the case that stalls most often.

The application runs on the graduation portal at medhasoft.bihar.gov.in, and it is a sequence rather than a single form. Registration comes first, then you search for your own record in the list your university supplied, then you complete and finalise the application (graduation portal application page). Do the search step before anything else: it tells you in a minute whether your university has sent your data at all.

Two things are worth arranging before you sit down to it. The one-time password for that search goes to the mobile number the university supplied, not to whichever number you would rather use (search page for the university-provided list), so an old number in the university record is a problem to fix at the university, not on the portal. And the portal's own advice is not to leave finalisation to the closing day, because the server carries heavy load then (graduation portal application page).

Tracking the Application and the Payment

Status is checked on the graduation portal itself, not on the main Medhasoft payment page, which serves the class 1 to 10 schemes (Medhasoft, Government of Bihar). Pick your university and enter your university registration or enrolment number, and the portal sends a one-time password to your registered mobile before it shows the record (application status page). The same two identifiers will print your submitted application (print and view status). Applicants on the earlier cycle of the scheme can still look their case up by Aadhaar number or account number (application status of student, earlier portal).

A payment that shows as processed but never lands almost always traces to one cause, and the portal repeats the warning on page after page: Aadhaar seeding and Aadhaar linking are not the same thing, and an account that is linked but not seeded for DBT will not be paid (graduation portal notices). The fix is at the bank branch, not on the portal, and the department's stated practice is to run the payment again for failed cases once the seeding is done.

Nothing here is competitive. The eligibility test sets no income ceiling, no minimum marks and no cap on how many awards are made, so a graduate who clears the residence, degree and bank conditions is a beneficiary rather than a candidate (myScheme record). What stands in place of a merit stage is a matching exercise against the result file her university uploaded, and the department has made that file deliberately hard to touch: once a university has uploaded a result, no correction may be made to it without the permission of the department's Additional Chief Secretary or Principal Secretary (data correction instruction, graduation portal). Verification then runs back through the university before the department releases the money (Education Department advertisement, graduation scheme). Getting the university record right the first time matters more here than in any scheme with a merit stage.

Finalisation is the point of no return. The portal warns that nothing can be changed once payment has been made and that responsibility for a wrong payment rests with the beneficiary, which is a heavy condition given how much of the underlying data comes from the university rather than from the student (graduation portal notices).

The remaining conditions decide whether the transfer completes at all. The account has to sit at a nationalised bank, a recognised private bank or India Postal Payment Bank with a branch in Bihar (Education Department advertisement, graduation scheme), it has to be seeded to Aadhaar for DBT rather than merely linked (graduation portal notices), and the Aadhaar number is given voluntarily, on a declaration that it may be used to establish identity for benefits payable by the Government of Bihar (graduation portal application page).

The graduation scheme runs its own helpdesk, separate from the general Medhasoft desk. For anything that needs a written trail, the same portal carries a grievance form and a separate page for checking the status of a grievance already submitted, which is the better route when the problem sits with your university's data rather than with your form.
