Why Is the Medhasoft Link Called "Balak / Balika" If the Award Is for Girls?

The name has a history. In the Education Department's DBT table printed in the Economic Survey 2019-20, the row for the MM Balika Protsahan Yojana reads "Girls from all categories and Boys from EBC/ SC/ ST", for a first division in matric, at Rs 10,000 (Economic Survey 2019-20, Finance Department, Government of Bihar). The 2024-25 Gender Budget describes this scheme for girls alone and lists the Rs 10,000 for SC, ST and EBC students under their own welfare departments' Medhavritti schemes (Gender Budget 2024-25). The Matric portal still serves more than one award: its notice asks students to register there for the 2026 protsahan and medhavritti amounts alike (Matric 2026 portal).

Is This the Same as the Mukhyamantri Vidyarthi Protsahan Yojana?

No, though the amount is identical. The 2024-25 Gender Budget lists Vidyarthi Protsahan under the Minority Welfare Department, paying Rs 10,000 to minority students who pass the BSEB matric in the first division (Gender Budget 2024-25). The older Economic Survey table used the same name for boys from General, BC and minority families, with a family income of up to Rs 1.5 lakh (Economic Survey 2019-20). The girls' award carries neither a community test nor an income test.

Can a Bihar Girl With a CBSE or ICSE First Division Apply?

Not on the published rules. The budget entry is written for the Class X examination of the Bihar School Examination Board, and the Matric portal opens registration only to that board's pass-outs, so a first division from another board has no route in (Gender Budget 2024-25; Matric portal instructions).

Is the Matric Award a Step of the Mukhyamantri Kanya Utthan Yojana?

Not on Bihar's own chart. The Kanya Utthan graphic in the 2024-25 Gender Budget runs from a payment at birth through uniform and sanitary-napkin money to Rs 25,000 for an unmarried girl passing Intermediate and Rs 50,000 on graduation, with no Class 10 step between them (Gender Budget 2024-25). Medhasoft draws the same line: the Kanya Utthan name heads its +2 registration box, while the "(10th Passed)" box carries no such label (Medhasoft).

Does the Matric Portal Say When the Money Will Be Paid?

It gives no payment date. Its menu lists "List Of Students Ready For Payment", "Payment Summary Report" and "Check your name in the list", but on the 2026 portal none of those entries opens a list, which leaves the OTP-protected Application Status page as the only view of a single claim (Matric 2026 portal; Matric 2026 status page).

Several Bihar schemes pay Rs 10,000 for a first-division pass in the Bihar School Examination Board's Class 10 examination, and most of them are tied to a caste or a community. The Mukhyamantri Balika Protsahan Yojana (Matriculation) is the one tied to being a girl: the Education Department pays it once to girls of every social category, General included (Gender Budget 2024-25, Finance Department, Government of Bihar). The claim asks for no income certificate, and it is made online on the Medhasoft portal.

The Finance Department's Gender Budget for 2024-25 places the scheme under the Education Department and describes it as Rs 10,000 per student, paid into the girl's account, for girls of all categories (General, Backward, Minority, Extremely Backward, Scheduled Caste and Scheduled Tribe) who pass the Class X examination of the Bihar School Examination Board with a first division (Gender Budget 2024-25).

Important dates

The only date the Education Department has attached to the 2026 matric claim is its start: the Matric portal's notice fixes online registration from 25.05.2026 (Matric 2026 portal). It prints no last date, and in late September 2026 the "(10th Passed)" box on the Medhasoft home page still carried the Registration Open flag (Medhasoft).

Who can apply

Eligibility criteria

The result has to be a first division from the Bihar School Examination Board. The Matric portal's instruction page confines registration to BSEB matric pass-outs and builds the form around that board's registration number, roll number, total marks and division (Matric portal instructions).

Two more conditions are put to her as declarations on the registration page, to be accepted before the form opens: that she was unmarried when her Class 10 result was declared, and that she is a resident of Bihar (Matric 2026 registration page).

Family income does not come into it. The budget entry names every social category and sets no ceiling, unlike the Mukhyamantri BC Medhavritti Yojana, which pays Rs 10,000 for the same first division only where the family's annual income is up to Rs 1,50,000 (Gender Budget 2024-25).

Who cannot apply

Exclusions

The scheme record lists no exclusions. In practice these cases are turned away:

A second division, or a first division from any board other than the BSEB (Gender Budget 2024-25; Matric portal instructions).
A girl who was already married on the date her Class 10 result came out, because she cannot sign the portal's declaration truthfully (Matric 2026 registration page).
Payment to an unseeded account. The Matric portal warns that linking Aadhaar to a bank account is a separate step from seeding it there for DBT, and that the incentive is not paid into an account the bank has left unseeded (Matric 2026 portal).

Renewal conditions

The award does not recur. It is paid on one Class 10 result, and the Matric portal's instructions allow it to a student only once (Matric portal instructions). What follows under the same budget entry is a different payment, Rs 25,000 for passing Intermediate, which she registers for afresh on Medhasoft's +2 link (Gender Budget 2024-25; Medhasoft).

The registration page asks for scans of two papers, the 10th marksheet and the Aadhaar card, front and back (Matric 2026 registration page). Everything else is typed in: the BSEB registration number, roll number, total marks and division, the date of birth as the Class 10 record shows it, her parents' names, district, category and gender, a mobile number, an alternative mobile number and an email address. The Hindi text of the instructions adds bank account details to that list (Matric portal instructions).

How to apply

The myScheme record gives the application mode as offline (myScheme record), but the 2026 claim is registered online, on the Matric 2026 portal that opens from the "(10th Passed)" box on the Medhasoft home page, where Link 1, Link 2 and Link 3 are three addresses for one and the same portal (Medhasoft).

On the registration page, accept the three declarations: that the instructions have been read, that she was unmarried when her (10th) result was declared, and that she lives in Bihar and consents to the use of her Aadhaar number (Matric 2026 registration page).
Copy every detail from the BSEB marksheet exactly as printed, which the portal's notice asks for in so many words (Matric 2026 portal).
Wait for the account to be verified by the department and the bank; only then does a user ID and password arrive by SMS, from the sender BRGOVT (Matric portal instructions).
Log back in, complete the form, final-submit it and print a copy. The instructions allow no change after the final submit (Matric portal instructions).

Following the Rs 10,000 After Final Submission

There are two status routes, and they serve different years. The 2026 one is the Matric portal's Application Status page, whose Hindi note, "विवरण देखने के लिए छात्रा के पंजीकृत मोबाइल नंबर पर OTP भेजा जायेगा", means the girl's registered phone must be in hand to see anything once her registration number and date of birth are entered (Matric 2026 status page). An older matric claim is traced through the Medhasoft home page's own status link, "मुख्यमंत्री बालक/बालिका (माध्यमिक) प्रोत्साहन योजना आवेदन स्थिति", which leads to a selector offering the financial years 2022 to 2026 and a Matric option (Medhasoft; Medhasoft status selector).

How winners are picked

Selection process

Girls are not ranked against one another. The budget prices the scheme per student, Rs 10,000 each, and names no fixed number of awards, so every girl with a BSEB first division who can make the declarations qualifies (Gender Budget 2024-25). The one check the portal describes between registration and payment is the verification of her bank account by the department and the bank (Matric 2026 portal).

The registration page binds her to one sentence: "I hereby declare that I was unmarried at the time of declaration of my (10th) result. In case of wrong information legal action can be initiated against me." The same page records her consent to her Aadhaar number being used to establish and authenticate her identity for benefits payable by the Government of Bihar (Matric 2026 registration page). The instructions add that the name in Aadhaar should match the applicant's name (Matric portal instructions).
