Do Boys in Bihar Get the Cycle Money Too?

Yes. The DBT table in the Economic Survey lists the grant for all students of Class IX, and the Bihar Vikas Mission names it the Mukhyamantri Balak/Balika Bicycle Scheme (Economic Survey 2019-20; Bihar Vikas Mission). The girls-only wording survives in the scheme's name, in the myScheme listing and in the Gender Budget, which is written about girls.

Can I Apply for the Bihar Cycle Yojana Online?

No. The cycle money follows the Class IX entry the school makes on MedhaSoft. The online registration links on MedhaSoft's home page are for other schemes, such as the Balak/Balika Protsahan Yojana for students who have passed Class 10 (MedhaSoft).

Is This the Same as the Balak/Balika Protsahan Yojana?

No. The two sit at different ends of secondary school. The cycle grant follows the Class IX roll; Protsahan follows a first division in the Matric examination, and the state's DBT table sets it at Rs 10,000 for girls of every category and for boys from EBC, SC and ST families (Economic Survey 2019-20). Protsahan is also the one a student registers for herself: MedhaSoft's home page lists it for Class 10 passers, with registration open for 2026 (MedhaSoft).

Is the Cycle Money Part of the Balika Poshak Yojana?

No. Poshak is uniform money. The uniform grant that overlaps with Class IX is the Bihar Shatabdi Mukhyamantri Balika Poshak Yojana, which the Gender Budget 2024-25 puts at Rs 1,500 for each girl in Classes 9 to 12, while girls in Classes 1 to 8 are paid under the Balika Poshak Yojana at lower, class-wise rates (Gender Budget 2024-25; Bihar Vikas Mission). In Class IX the uniform credit and the bicycle credit are separate lines, Rs 1,500 and Rs 3,000 in the state's figures.

Why Has the Cycle Money Not Reached the Account?

Check the school-side record before the bank. The student may not have been entered or verified on MedhaSoft, the account may be in a name other than the student's or a parent's, or the branch may be outside Bihar (MedhaSoft). Ask the headmaster to check the school's payment lines and the Bank Account Rejected List, and to raise a Request For Query if the entry is wrong (MedhaSoft Request For Query).

About MBCYB

Mukhyamantri Balika Cycle Yojna is Bihar's cash grant for buying a bicycle in Class IX, run by the state Education Department. The Finance Department's Gender Budget 2024-25 dates the scheme to June 2007 and puts the grant at Rs 3,000 for each Class IX girl (Gender Budget 2024-25, Finance Department, Government of Bihar). The name speaks of girls, and so does the myScheme listing, but the Education Department's Direct Benefit Transfer table in the Economic Survey 2019-20 lists the MM Cycle Yojana "For all students of Class IX", in all social categories, at the same Rs 3,000 (Economic Survey 2019-20, Table 14.2, Finance Department, Government of Bihar).

The Bihar Vikas Mission states the purpose in one line: every Class IX student receives an amount to buy a bicycle, and the aim is to raise enrolment in schools (Bihar Vikas Mission, Human Development Sub-Mission). The same page lists it under the Education Department as the Mukhyamantri Balak/Balika Bicycle Scheme, a name that matches the DBT table's "all students".

No student fills in a form. The money moves by DBT through MedhaSoft, the application that captures each beneficiary's bank account and Aadhaar details through the e-Labharthi portal (Economic Survey 2019-20), and it is the school, not the family, that makes that entry (MedhaSoft, Education Department, Bihar).

Important dates

The Education Department publishes no application calendar for the cycle money, because there is no application. What has been announced is timing. First Bihar reported on 24 March 2025 that Education Minister Sunil Kumar had told the Legislative Council that cycle and uniform benefits would be given at the start of the academic session (First Bihar, 24 March 2025). A release did follow later that year: on 20 September 2025, All India Radio reported, the Chief Minister transferred money by DBT to students under several Education Department schemes, naming the Mukhyamantri Cycle Yojana among them (All India Radio News, 20 September 2025).

For the 2026-27 financial year, Prabhat Khabar reported from Darbhanga on 22 September 2026 that a department letter had told schools to start entering, from that day, each student's attendance for 1 April to 30 September 2026 on the e-Shikshakosh portal, the record on which beneficiary-scheme money is then paid (Prabhat Khabar, 22 September 2026).

Eligibility criteria

The test is the class, not a merit or means rank: a student qualifies by being on the Class IX roll of a government or government-aided school in Bihar when the school makes its MedhaSoft entry. What knocks students out in practice is the school type and the bank account, both set out under Exclusions.

For a girl, the myScheme conditions (Bihar residence, Class VIII completed, a government or government-recognised secondary school) describe the same student. The listing's last line, girls from economically weaker sections "or as specified by the government", has no counterpart in the state's DBT table: the cycle row there carries no income condition, covers every caste category, and takes in the boys of Class IX as well (Economic Survey 2019-20).

Exclusions

Two MedhaSoft rules decide who is left out, whatever the family's need: a private unaided school cannot enter its students at all, and the money is paid only into the student's, the father's or the mother's account at a branch in Bihar, with a guardian named at the school standing in only where the parents are not living (MedhaSoft). So a Class IX girl at a private unaided school, or one whose account is in an elder brother's name or at a branch outside Bihar, does not get the cycle grant through this route.

Renewal conditions

There is nothing to renew. The state's DBT table ties the Rs 3,000 to Class IX and writes it as one flat amount, while it marks recurring grants, such as the girls' uniform money and the Mukhyamantri scholarship, per year or per month (Economic Survey 2019-20). Nothing in that table provides for a second cycle payment when the student moves up to Class X.

A Class IX girl in a Bihar government school can receive several Education Department payments in the same year, and they are easy to mix up on a passbook. The state's DBT table lists them like this:

Documents required

Nothing is uploaded by the student. The school needs the family's material for its MedhaSoft DBT collection form: the admission details, the Aadhaar number (with the name as spelt on the Aadhaar card entered separately wherever it differs from the school record), a family member's mobile number, and a Bihar bank account backed by the first page of the passbook (MedhaSoft DBT collection form instructions). For the cycle grant the timing matters more than the list, since the entry that counts is the one made while the student is in Class IX.

Birth Certificate or School Admission Certificate.

Step by step

How to apply

The school enters its Class IX students on the MedhaSoft e-Labharthi portal itself, or through the Block Education Officer's office, which can also supply the school's password (MedhaSoft).

What a family can usefully do is get the passbook, the Aadhaar card and a working mobile number to the class teacher early in Class IX. MedhaSoft tells schools to correct errors before they verify the class list online (MedhaSoft), so a wrong digit is easiest to fix before that step; after it, the correction has to be raised by the school.

Tracking the Cycle Money on MedhaSoft

MedhaSoft's payment status page asks for the district, the school, the class (choose Class-IX) and the section, and narrows the list by beneficiary ID or bank account number (MedhaSoft payment status). The portal keeps a separate status page for each school session, so open the one for the session in which the student was in Class IX.

When nothing shows, two other reports on the same portal are worth a look: the Bank Account Rejected List, and the School Current Status Report, which is searched by district, block and school or DISE code (MedhaSoft School Current Status Report). A correction is filed by the school, not the student: MedhaSoft's Request For Query form takes the school's DISE code and the headmaster's name and mobile number (MedhaSoft Request For Query).

How winners are picked

Selection process

There is no merit list, quota or interview. A student is paid when the name stands on the school's verified Class IX list on MedhaSoft and the bank account clears verification; the state's table sets no marks or category condition for the cycle grant (Economic Survey 2019-20).

Fine print

Terms & conditions

Attendance is the condition that has moved, and both changes are known from press reports. First Bihar reported in March 2025 that the Education Minister had told the Legislative Council the 75 per cent attendance requirement for the cycle and uniform schemes was removed (First Bihar).

In September 2026, Prabhat Khabar reported a letter from the Director of Primary Education, writing as the department's DBT nodal officer, that asks schools in the district to mark each student Yes or No on e-Shikshakosh against 75 per cent attendance, with beneficiary-scheme payments to follow that marking, and asks headmasters to confirm a Yes or No against a family income of up to Rs 1.5 lakh a year (Prabhat Khabar). MedhaSoft's collection form already carries an income box of that kind, a Yes or No on whether annual family income is above Rs 1.5 lakh (MedhaSoft DBT collection form instructions). The report does not name the cycle scheme, and the state's DBT table sets no income line against the cycle row, so the family should ask the headmaster which markings the school applied to its Class IX students this session.
