About MBCYB
Mukhyamantri Balika Cycle Yojna is a Bihar government scheme, run by the state's Education Department, that helps girls buy a bicycle when they move up to secondary school. The thinking behind it is practical. Secondary schools are fewer and further apart than primary ones, and for many families the daily distance was itself a reason to stop sending a daughter to class. A cycle takes some of that difficulty away.
The support is tied to the bicycle rather than handed over as a general cash award, and it reaches the girl student once she meets the department's conditions. It is meant for girls studying in Bihar who carry on into the secondary stage, with the stated aim of closing the gap between how many girls and how many boys stay in school. Which class qualifies and the documents required are fixed by the Education Department's own rules.
The scheme has been studied by economists. Karthik Muralidharan and Nishith Prakash, writing in the American Economic Journal: Applied Economics in 2017, found that girls exposed to the cycle programme saw their age-appropriate enrolment in secondary school rise by about 32 percent, along with a narrowing of the gender gap in enrolment. It is one of the Nitish Kumar government's education measures credited with bringing large numbers of girls into Bihar's schools and reducing dropout rates.
