About MMAJEAJCSPY

The date that matters on this scheme is the day a preliminary result goes up, not the day a mains paper is written. Bihar's Scheduled Caste and Scheduled Tribe Welfare Department pays a one-time incentive to a Scheduled Caste or Scheduled Tribe candidate from the state whose roll number appears in the qualifying list of a listed preliminary examination, and the application window is counted from that publication date. An application filed after that window closes is treated as invalid, whatever else is in order. Most write-ups on the Mukhyamantri Anusuchit Jati Ewam Anusuchit Janjati Civil Sewa Protsahan Yojana still describe it as a UPSC and BPSC scheme; the department's own guidelines have covered a much wider list of examinations since 2024.

This is a cash incentive tied to a result, not a scholarship tied to a course. Nothing about the candidate's college, marks or family income enters the file. What the department is buying is the gap between clearing a preliminary paper and sitting the mains and interview, and the guidelines say in as many words that the money may be spent as the candidate sees fit on guidance for that next stage, whether that guidance is taken offline or online (SC and ST Welfare Department guidelines).

The scheme began with a departmental resolution issued in 2018 that covered the union civil services preliminary examination and the Bihar Public Service Commission's combined preliminary examination. A second resolution in 2024 widened the coverage well beyond those two, and the department then reissued the guidelines, cancelling the ones it had published in 2018. The current advertisement, which is still the one on the application portal, is signed by the Director of the department and runs off that 2024 pair of documents (departmental advertisement).

The scheme has no annual calendar. Its window is personal to each candidate and starts running on the day the relevant preliminary result is published. The guidelines fix a deadline from that date, treat anything submitted afterwards as invalid, and reserve the department's right to revise the deadline.

The advertisement now on the portal added one transitional rule, for results that had already been published when it appeared. For those, the clock was started from the date of the advertisement instead of the date of the result, while results published after the advertisement went back to running from the result date (departmental advertisement).

Notices aimed at a single examination have worked differently again. Before the current guidelines were issued, the department's notice for candidates who cleared the union civil services preliminary examination of 2023 named one last date for that whole cohort rather than a rolling window, so it is worth watching the portal for a notice naming your own examination and not only the standing advertisement.

Who can apply

Eligibility criteria

Two facts about the candidate have to be true at once, and both need a certificate behind them: permanent residence in Bihar, and membership of a caste or tribe notified as Scheduled Caste or Scheduled Tribe by the state government. The guidelines accept a residential certificate and a caste certificate issued by the competent authority, and say expressly that a certificate issued under Right to Public Services is valid for both.

The third fact is the result itself. The preliminary examination the candidate cleared has to be one of those named in the department's own table, and a pass in the mains or an appearance in the interview does nothing extra here; the incentive is triggered by the preliminary stage and by that stage only.

Two conditions catch people out. The guidelines require an active email address as a condition of eligibility, not as a convenience, because every communication the department sends about the application goes to that address. And a candidate already working in, or appointed to, any government service, public undertaking, board or corporation financed by a state or central government is outside the scheme entirely. There is no income ceiling anywhere in the guidelines.

Who cannot apply

Exclusions

The employment bar is sworn, not ticked. A candidate has to upload an affidavit issued at the level of a First Class Judicial Magistrate or an Executive Magistrate stating that they are not working in or appointed to any government office, public undertaking, board, corporation or state-financed or centrally financed institution, and that they have not already drawn this kind of incentive through this department or any other (SC and ST Welfare Department guidelines). A declaration on the form is not a substitute for that sworn statement.

Candidates who are not permanent residents of Bihar are outside it, and so is anyone applying at the wrong counter. The application portal carries four separate panels run by four different departments, and the Scheduled Caste and Scheduled Tribe panel says plainly that only Scheduled Caste and Scheduled Tribe candidates should apply there (Mukhyamantri Civil Sewa Protsahan Yojana portal).

Renewal conditions

Nothing here repeats. One result, one application, one payment, so the department publishes no renewal form, no annual re-verification and no continuation window, and a candidate who has drawn the incentive once has no standing claim on a later cycle.

The one route that looks like a second claim is not a renewal. A candidate who has already taken the incentive for one of the other listed examinations, and who later clears the union civil services preliminary examination, may apply once for the difference between what was already paid and what the civil services preliminary attracts. That is a fresh application on the portal, and the affidavit filed with it has to say that the application is for the difference and set out in full the earlier examination for which the incentive was received.

The incentive is a lump sum, paid once, and its size depends on which preliminary examination was cleared rather than on the candidate's marks or rank in it. The union civil services preliminary sits at the top of that ladder and the Staff Selection Commission and railway graduate-level papers at the foot of it. The department prints the rate for each group in exactly one place, the table on the opening pages of its guidelines, and it publishes that document as a photographed scan of the signed original rather than as text (SC and ST Welfare Department guidelines); the standing advertisement reprints the examination list but carries no figures against it at all. The rates are therefore not restated here, and the guidelines are the document to open for them.

What the advertisement does settle is the list, and the list is the part most readers are missing, because it runs far past the two examinations the scheme is usually described by.

The payment reaches the candidate by direct benefit transfer into a bank account in their own name, and the portal's standing notice warns that an account which has not been seeded with Aadhaar will not be paid at all (Mukhyamantri Civil Sewa Protsahan Yojana portal).

• Under this scheme, candidates who pass the preliminary examination of Civil Services Competitive Examinations are eligible for the following incentives:
• Scheduled Caste and Scheduled Tribe candidates who pass the Preliminary Examination of the Combined Competitive Examination conducted by the Bihar Public Service Commission, Patna, will receive a one-time financial assistance of ₹50,000/- for further preparation.
• Scheduled Caste and Scheduled Tribe candidates who pass the Preliminary Examination of the Civil Services Competitive Examination conducted by the Union Public Service Commission, New Delhi, will receive a one-time financial assistance of ₹1,00,000/- for further preparation.

What to prepare

Documents required

The file is built around proving three things: who the candidate is, that the result is theirs, and that they have not already been paid. The result evidence is the part applicants tend to underestimate. The department wants the admit card of the examination and the result document itself, whether printed from the conducting body's web portal or issued otherwise, so long as the candidate's roll number and name appear on it.

The affidavit described above is the one document that cannot be assembled at home. The portal's Scheduled Caste and Scheduled Tribe panel carries the department's own sample format for it as a separate download, next to the guidelines and the advertisement (Mukhyamantri Civil Sewa Protsahan Yojana portal).

Bank evidence has to carry the account number and the candidate's name legibly, which is why the guidelines accept a passbook, a signed cancelled cheque or a recent bank statement rather than a screenshot, and the mobile number entered on the form has to be the one linked to Aadhaar.

Step by step

How to apply

The route runs through the department's own online services site, where the scheme's tile opens the shared Mukhyamantri Civil Sewa Protsahan Yojana portal (SC and ST Welfare Department online services). The guidelines make that portal the only channel, so there is no offline form and no district counter to walk into. On the portal, work down the Scheduled Caste and Scheduled Tribe panel rather than the panel above or below it.

Registration happens once, and everything after it is a single pass through the form: personal details, then educational qualification, then the photograph and signature, then the document uploads, then the final submission (steps to apply). Up to that last click the file is a draft, and a draft can be saved and printed. The click itself is what mints the Application ID, and it also closes the form for good, so the proofreading has to happen before it.

One application at a time is the rule, and it is a rule about examinations rather than about attempts: an application is submitted for a single examination, and where more than one has been filed the department treats the latest as the valid one. The difference-amount application for the civil services preliminary is the stated exception, and it stands even where an earlier application for another examination already exists.

Tracking an application or a payment. There is no status dashboard on this portal, only a written query counter, and the Scheduled Caste and Scheduled Tribe panel runs its own. Raising a query produces a reference number and nothing else on the spot. Whatever the department writes back appears later behind the portal's Request Status screen, which will not open without that number and the mobile it was raised from (request status). Store it beside the Application ID: one identifies the file, the other unlocks the reply.

How winners are picked

Selection process

There is no merit list here and no competition between applicants. What the department runs is a verification chain, and every applicant who clears it is paid.

A nodal officer at Deputy Director level holds charge of the scheme, and a different officer, not below Assistant Director, examines the applications on the portal, checks the certificates and reconciles the claimed result against the conducting body's own publication of it, whether that arrives as a hard copy, a soft copy or a website listing. Where a qualifying list is very large, or where the result cannot be checked properly online, the department may constitute an inspection team to verify the result and admit card with the board or commission that issued them, upload its report to the portal and pass its recommendation on for approval.

The Director of the Scheduled Caste and Scheduled Tribe Welfare Department then accepts or rejects the application, or returns it to the nodal officer for correction, and that decision is the final one. Accepted applications pass through the portal to the department's drawing and disbursing officer, who is expected to act on the payment within 7 working days, subject to funds being available (SC and ST Welfare Department guidelines).

Fine print

Terms & conditions

The benefit is available to any candidate once, and the difference-amount route for the civil services preliminary is the only relaxation of that rule the guidelines allow. The money carries no usage report and no receipts requirement; the candidate decides how to spend it on preparation for the mains and the interview.

False information is treated as a legal matter and not as a form error. The guidelines say action will be taken against a candidate who draws the amount by giving wrong information, and that the money paid is then recoverable as a public demand under the Public Demand Recovery Act. Separately, the department may amend the guidelines at any time with the approval of its Secretary, adding new instructions or removing earlier provisions, so the version on the portal is the one that governs a live application.
