About MAJEAJCAY

Bihar's Scheduled Caste and Scheduled Tribe Welfare Department does not ask students to apply for this money. It asks them to apply for a bed. A student who is admitted to one of the department's own hostels joins the grant roll from that point; a student who never gets a bed has nothing to claim, however neatly the conditions fit. That single arrangement decides everything else about the Mukhyamantri Anusuchit Jati Evam Anusuchit Janjati Chhatrawas Anudan Yojana, including its deadlines, which belong to the hostel rather than to the payment.

The grant is recurring, monthly, and attached to residence. It has run since the department issued resolution 1141 on 10 May 2018, and that resolution is still the one its allotment orders cite when they release money to districts for students studying in Scheduled Caste and Scheduled Tribe hostels (SC and ST Welfare Department allotment orders).

Two things about the department make this scheme behave unlike a scholarship. It owns the hostels, so it already knows who is living in them, and it funds Scheduled Caste and Scheduled Tribe students from two separate budget lines, so every allotment order splits the sum in two before it reaches a district. Money is released against the head count in the hostels rather than against a pile of individual claims, and it goes out in tranches, the first covering the opening four months of the financial year.

The grant is also not the only thing the department spends on a hostel resident. Its orders show three distinct streams reaching the same student.

Applications here are not seasonal. Nothing opens in June and shuts in August, and the deadlines that bind a student are triggered by events inside that student's own file rather than announced to everyone at once.

Three of them are fixed by rule. Admission has to be completed within one month once a hostel bed is available and the application is in hand. A pending or approved application dies after a year if no bed or hostel could be allotted for want of a seat. And residence ends within one week of the last final examination, under the undertaking the guardian signs (parent's undertaking format).

On the department's side the year does have a rhythm, and it explains why payments sometimes arrive in a lump. Allotments to districts are released in tranches across the financial year, the first covering the opening four months, with further sanctions issued during the year as the head count in the hostels changes (SC and ST Welfare Department allotment orders).

Who can apply

Eligibility criteria

The minimum eligibility test the portal prints runs to two lines, and the second is the one that catches people. Community is the first: the candidate has to be Scheduled Caste or Scheduled Tribe. Enrolment is the second, and it is geographic - the recognised institution the candidate attends, whether school, college, university or recognised technical institution, has to stand in the district being applied for (hostel admission portal). A further requirement never appears on that two-line list because it lives inside a form instead. The head of the institution has to sign a recommendation letter certifying that the student has taken admission in a regular course, and the format asks that officer to fill in the course name, the class or session, the date of admission and the expected date of completion (recommendation letter format). A correspondence or part-time enrolment does not survive that certificate.

Then there is residence, which is the requirement nobody applies for separately. The money follows a bed in a departmental hostel, which is why the admission file and the grant file are the same file.

Who cannot apply

Exclusions

Living in a hostel is not the same as living in one of these hostels. The department's portal admits students to hostels run under the SC and ST Welfare Department, and its allotment orders release the grant for students studying in Scheduled Caste and Scheduled Tribe hostels (SC and ST Welfare Department allotment orders). A private lodge, a paying-guest room or a college hostel bed is outside the scheme, and no allowance exists to cover one.

Two quieter exclusions catch students who did everything right. An application against a district where the student is not studying fails the portal's own eligibility line. And an application that is left waiting because no bed opens up is not held indefinitely: a pending or approved application is erased after a year if no hostel bed has been allotted to it (hostel admission portal). A student in that position has to start again rather than wait to be remembered.

Renewal conditions

A resident refiles nothing. The department publishes no annual re-verification and no continuation window for this grant; the payment goes out month after month against the hostel's roll of residents, and a student who is still on that roll is still being paid.

What ends it is written into the undertaking a parent or guardian signs at admission. That undertaking promises that the student will abide by the hostel's rules and will vacate the hostel within one week of the date of the last final examination (parent's undertaking format). The grant stops where residence stops, so the end of a course is the end of the money without any separate closure step.

Rs 1,000 per student per month is the figure the department writes into its own allotment orders, and it writes it repeatedly. Four orders for the 2025-26 financial year set the grant at that rate, the last of them dated 20 March 2026, each releasing money for students studying in Scheduled Caste and Scheduled Tribe hostels (SC and ST Welfare Department allotment orders).

The orders for 2026-27 stop naming a rate, and that is worth understanding before trusting a figure found anywhere else. The first of them, issued on 8 April 2026 for the opening four months, still runs off the 2018 resolution; from 27 May 2026 the orders cite a new instrument instead, resolution 2907 of 12 May 2026, for the same grant to the same students. Neither set restates what a student is paid. So the department's readable record names Rs 1,000 and nothing else, and the resolution now in force is the document to read before assuming the older rate still governs a payment.

A higher figure circulates, and a resident should know whose it is. Rs 2000 of monthly assistance per student is what the Backward Classes and Extremely Backward Classes Welfare Department publishes for the hostel grant on its own portal (BC and EBC hostel portal). Different department, different hostels, different scheme. Nothing the Scheduled Caste and Scheduled Tribe department has published sets its own grant at Rs 2000, and Rs 1,000 is still the only per-student rate its own orders name (SC and ST Welfare Department allotment orders). Budget against that figure until the department says otherwise in writing.

Payment runs as a benefit transfer rather than a counter disbursal, and the grant module for this scheme on the department's e-Kalyan system shows as much. Its public face is a login. The three reports named in its menu, a PFMS sent-beneficiary report, a verified Aadhaar report and an area-wise beneficiary report, all bounce back to that login when opened, and there is no claim form on it for a student to fill (hostel grant module). Those three names describe a roll pushed to PFMS, and the money lands in the savings account the admission file already collected.

What to prepare

Documents required

The upload list belongs to the admission application, and it is longer than most students expect because it is proving a place to live as well as a place to study. The portal asks for the matriculation certificate carrying the date of birth, the matriculation marksheet, the marksheet of the last examination passed, the Aadhaar card, proof of admission to the institution, the signed recommendation letter, savings bank account details with the bank name, account holder's name, account number and IFSC code, and three photographs (hostel admission portal).

The third photograph is the one people miss. Alongside a passport photograph of the candidate and one of the father, the portal asks for passport photographs of the visitor or visitors, because a hostel keeps a record of who may come to see a resident.

Formats are enforced rather than suggested. Documents go up as PDF at 200 DPI, photographs as JPG sized 3.5cm by 4.5cm, the signature as a JPG sized 3.5cm by 1.5cm, and no single file may exceed 500 KB (hostel admission portal).

Step by step

How to apply

Everything begins on the department's online services site, which puts up one tile for students applying for admission to a Scheduled Caste and Scheduled Tribe hostel and a second for the officers who verify what they file (SC and ST Welfare Department online services). The student tile opens the hostel admission portal. Nothing anywhere on that site invites an application for the money.

Registration is open all year. The portal states plainly that online registration and the application form are always open for students, and that admission is taken according to the vacancy available in the hostel, so there is no advertisement to wait for and no season to miss (hostel admission portal).

A filed application is not frozen. A student who wants to change something may cancel the earlier application and apply afresh before the last date; the new submission overrides the old one and the application number changes with it, so any reference number quoted earlier becomes stale the moment a fresh form goes in.

Checking on a filed application means leaving the website. The admission portal carries no status screen and no online grievance counter; it names a single route for anything about a live file, the Scheduled Caste and Scheduled Tribe District Welfare Officer of the applicant's district, and gives scstbcebc@gmail.com for technical trouble with the form (hostel admission portal). There is nothing to watch online because the checking is done off the student's account, on the officer login the services site advertises for verifying hostel admission applications (SC and ST Welfare Department online services). Money already sanctioned is a different desk again: the grant module's help desk takes technical questions about the payment system only, and publishes dbtbiharapp@gmail.com (grant module help desk).

Selection process

Nothing about the applicant is scored, ranked or compared. What settles the outcome is whether a bed is free, since admission is taken depending on the vacancy available in the hostel (hostel admission portal).

Verification is done in person and on paper originals, not on the scans already uploaded. The department asks to see the original date of birth certificate, the matriculation marksheet, the marksheet of the last examination passed, the original Aadhaar card, proof of admission, the original recommendation letter from the principal or head of department, and original bank account details in the form of a passbook or an account statement signed and stamped by the bank. A passport photograph carrying the student's name and application ID written on the back has to be carried along to that appointment.

Once a bed is allotted, the clock is short: the admission process has to be completed within one month.

Fine print

Terms & conditions

The binding document is the undertaking, and it is signed by the parent or guardian rather than by the student alone. It certifies that the documents and details in the application are true, commits the student to the hostel's rules, and accepts that disciplinary action may follow any false information or misconduct (parent's undertaking format). Since the grant is paid off the residence roll, discipline and money are not separable here in the way they would be under a scholarship.

The second standing condition is that the governing instrument itself moves. The department reissued it in 2026, and its allotment orders from 27 May 2026 onward run off resolution 2907 of 12 May 2026 rather than the 2018 one (SC and ST Welfare Department allotment orders). Anyone working from an older account of the scheme, an older rate included, is working from a document the department has already left behind.
