About MASPSY

The Mukhyamantri Aadharbhut Shiksha Prashikshan Sahayata Yojana puts no money in a family's bank account. It buys a place in a coaching class: Chhattisgarh's construction workers' welfare board pays an institute it has chosen to prepare a registered worker's child for the entrance tests of schools such as Sainik Schools and Jawahar Navodaya Vidyalayas.

The coaching is only for school admission at the Class 6 and Class 9 entry points. The Labour Department's portal also tags the scheme as offline and gives it no online form, so a family's first step is a question at the district labour office.

The Chhattisgarh Building and Other Construction Workers Welfare Board created the scheme by a notification of March 2023 that the state Labour Department approved. That notification states its aim in one line: that "a labourer's child should not become a labourer". It is meant for children who show ability but miss out on preparing for competitive entrance exams because the family cannot pay for it (Board notification, 2023).

The amended notification names Sainik Schools, Jawahar Navodaya Vidyalayas, Kendriya Vidyalayas, the reserved seats in private schools under the Right to Education (RTE) Act, and Swami Atmanand schools, as examples rather than a closed list. The original March 2023 notification covered only children in Class 4 or 5 and spoke of "other private schools". An amendment issued in July 2023 added a second route, from Class 7 or 8 towards Class 9 admission, named Swami Atmanand schools, and dropped the loose reference to other private schools (Board notification, 2023).

Both the Board's scheme register and the original notification carry 29 March 2023, while the Class 9 route arrived later, through an amendment that took effect from its date of issue in July 2023 (Board scheme list; Board notification, 2023).

The "Applications open" date in the myScheme data shown below does not match that start date, and it does not mean an intake is running: the Labour Department's scheme page lists the scheme as offline (Shramev Jayate scheme list). No application window or last date has been published. The notification sets no calendar at all; it only ties the number of places to a target the Board fixes for each financial year.

Who can apply

Eligibility criteria

The beneficiary is the child, and three conditions must hold when the application goes in: one about the worker's Board membership, one about the child's place in the family, and one set by the entrance test itself.

• The parent's standing with the Board. One year of regular membership, and a registration that is still live. The notification's document list asks for the "jeevit" (live) registration card, which a lapsed card is not.
• Birth order. Only the first two children qualify, and the notification defines "children" to include dependent children and adopted children.
• The target test's own rule. The Board sets no marks cut-off of its own. A child qualifies by meeting the minimum qualification that the chosen entrance test prescribes.

The notification sets no family income limit and no caste category (Board notification, 2023).

Who cannot apply

Exclusions

The notification has no clause headed exclusions. The three groups below fall out of its rules on birth order, on a child who has already succeeded, and on attempts (Board notification, 2023).

• A third or later child of the same worker.
• A child who has already passed the entrance test of any school the scheme covers. The notification says the benefit is not given again after that, so on its wording a child who passes the Navodaya test for Class 6 cannot return for Class 9 coaching.
• A child who has used up the attempts for an entry point, or who asks for a second round in the same class in the same year.

Renewal conditions

This is not a scholarship that renews each year. It is a limited number of coaching rounds per entry point, and the July 2023 amendment set the limits shown below.

Under these limits, a child who does not clear the Class 6 test after coaching in Class 4 can be coached again in Class 5, and the Class 9 route opens separately in Class 7. The rule that ends the benefit after any successful entrance test sits above all of this.

What you get

Award & benefits

The benefit is coaching, delivered by institutes that the Board Secretary selects through an expression of interest. The notification fixes its length and describes what a selected institute must provide (Board notification, 2023):

• coaching for between 4 and 10 months, as the child needs;
• classes held offline or online at the division or district level, with daily live classes on a mobile app, or recorded videos, for children studying online;
• study material matched to the exam syllabus, in hard copy and soft copy;
• weekly doubt-clearing classes at the divisional or district headquarters, and a call centre for questions.

The Board pays the institute, per child and per entrance test, at a prescribed rate. The notification does not print that rate, so no rupee value can honestly be put on what one child receives.

What to prepare

Documents required

The notification's list, which the myScheme record below repeats, calls both the worker and the child "the beneficiary", which blurs whose paper is whose. The live registration card is the worker's. The qualification certificate or mark sheet can only be the child's, and the employer's certificate is expressly about the child's guardian and the construction work done in the year before the application. The notification does not say whose Aadhaar card it means.

Two handling rules sit in the notification but not in the myScheme list. Only original documents, scanned, may be uploaded with the online application, and the originals must be produced for checking when the approving officer asks for them (Board notification, 2023).

Step by step

How to apply

The March 2023 notification takes applications online only, whether a family files on its own or through a choice centre or the area's labour office. Each child's form is checked by a labour inspector or sub-inspector in the district labour office before an Assistant Labour Commissioner, Labour Officer or Assistant Labour Officer signs off on it (Board notification, 2023).

The portal does not offer that route today. The Labour Department's scheme page tags this scheme "yojana offline hai" (the scheme is offline) and shows no Apply button for it. The same page keeps a separate label, "nishkriya" (inactive), for schemes that have been shut, and this scheme does not carry it (Shramev Jayate scheme list). With no online form showing, the district labour office that verifies and approves applications is where a family can find out whether the Board has opened a coaching intake for the year.

The myScheme record links the scheme's notification on cglabour.nic.in, a domain that did not resolve when checked in September 2026; the same file opens at the same path on shramevjayate.cg.gov.in, which is the address cited on this page.

Tracking an Application

The Labour Department's page for checking a scheme's status by application number lists its schemes in a drop-down, and this scheme is not among them, although the separate free coaching scheme for workers' children is (application status page). So a family following up on a coaching application has to ask the district labour office that checked it. For a question that is not about a pending file, the department's contact page puts the Mukhyamantri Shramik Sahayata Kendra, on 0771-3505050, above its office numbers (Labour Department contact page).

How winners are picked

Selection process

The sorting of children is done by the coaching institute the Board has hired. It counsels or tests the applicants received in the districts, against the criteria set for the relevant entrance test, prepares the list of eligible candidates, and uploads the original counselling or test records to the department's web portal (Board notification, 2023).

A second filter applies when demand runs high. If applications arrive in large numbers, the Board fixes a target for that financial year and approves applications in line with it. The notification gives no target figure and no rule for choosing among eligible children once the target binds.

Getting on the coaching list is not a school seat. Admission still depends on the child's result in the school's own entrance test.

Beyond the eligibility and attempt rules above, the notification adds three terms (Board notification, 2023).

• Selected coaching institutes can be inspected from time to time by the state Labour Secretary, the Labour Commissioner, the Board Secretary or a committee they form, or the area's Assistant Labour Commissioner or Labour Officer.
• The scheme took effect across Chhattisgarh from the day the March 2023 notification was issued.
• The July 2023 amendment changed only the objective and the two provisions on classes and attempts; every other rule of the March 2023 notification stands.
