About MCCSPY

Medhavi Chhatr/Chhatra Shiksha Protsahan Yojana is not an education department scholarship. It is money from Chhattisgarh's construction workers' welfare board, paid to the children of workers who hold that board's registration. The scheme also no longer goes by this name: since 2023 the Labour Department's forms carry it as Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana, so the name a family searches for is not the one on the portal's online forms or its status search.

The State Labour Department created the scheme in January 2012 for workers registered with the Chhattisgarh Bhavan Evam Anya Sannirman Karmkar Kalyan Mandal, the state's Building and Other Construction Workers Welfare Board, and that Board, not an education department, carries its whole cost (Board notification bundle).

The version myScheme links as its guidelines is the Board's notification of 2 February 2017, which rebuilt the scheme around Class 10, Class 12 and study beyond school (2017 notification). A 2023 notification then renamed it Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana and superseded the 2017 notification along with every amendment made to it. The 2023 text kept the 2017 cash rates, made the application online-only and added a study-abroad package, and its rules are the ones that govern any claim made now (Board notification bundle). It also loosened the marks bar from the old "more than 75 per cent", the wording the Board's application page still shows (Board scheme list), to "75 per cent or more" (Board notification bundle).

The Labour Department's list of running schemes never marks the break. In September 2026 it showed the renamed scheme as current with a start date of 6 January 2012, which is the date of the State Labour Department's first notification under the old name (Labour Department scheme list). The myScheme record reproduced below keeps the old name and the 2017 text, so where a later Board order changed a rule, or where the record itself departs from the notification, the sections that follow say which.

No notification under this name fixed an annual application window. Because a claim rests on the previous year's marksheet and a principal's certificate for the current session, it can be made only once the result is out and the new session has begun (2017 notification). Eligibility criteria

The parent's registration with the construction workers' board is what opens this scheme; the 2017 notification sets no income ceiling and no caste condition (2017 notification). Under the old name, a claim rested on three conditions:

• The parent: a construction worker registered with the Board, with at least 90 days passed since registration (Board scheme list).
• The child: one of that worker's first two children.
• The marks: more than 75 per cent in the previous examination, a bar the 2012 and 2017 notifications wrote into the scheme's general eligibility clause rather than against any one benefit (Board scheme list).

Read as written, that clause put the marks bar in front of the state-topper award the Board added in June 2013, and in front of the fee cover too. The Board's order of 7 June 2018, made with retrospective effect, sorted the tests by benefit: from then on the bar governed only the four annual-incentive levels, a place in the Chhattisgarh Board of Secondary Education's merit top ten became the only test for the topper award, and the fee cover for technical and professional admissions carried no percentage at all (Board notification bundle).

myScheme's English record asks for a registered "factory worker", though its own FAQ on applying speaks of a registered construction worker. The Hindi of the 2012 and 2017 notifications says निर्माणी श्रमिक, a word that can be read as factory worker, but the June 2018 order restating the clause says निर्माण श्रमिक, construction worker, and the Board's own scheme list describes the scheme as one for registered construction workers' children (Board notification bundle, Board scheme list).

Who cannot apply

Exclusions

The Board's orders publish no separate exclusion list, so who is left out follows from the conditions themselves:

• A third or later child, whatever the marks (2017 notification).
• The child of a worker registered with the Board for fewer than 90 days at the time of the claim (Board scheme list).
• A student on exactly 75 per cent, because the old wording asks for more than 75; a mark of exactly 75 qualifies only under the renamed scheme (Board scheme list, Board notification bundle).
• The child of a worker whose only registration is with the Chhattisgarh Shram Kalyan Mandal, the separate welfare board for employees of factories and establishments, which the Labour Department lists as a different board with its own schemes (Labour Department scheme list).

Renewal conditions

Nothing carries over from one year to the next. The incentive in the 2017 notification is an annual lump sum tied to a level of study, and each claim is built on the previous year's marksheet and a principal's certificate for the current session, so a student who clears the bar again files a fresh claim (2017 notification).

The fee reimbursement for technical and professional courses is written per academic session: the notification covers the admission fee of each session, so the cover recurs through the course rather than stopping at admission (2017 notification).

Rs 2,000 to Rs 12,500 is the range printed beside the old name on the Board's application page (Board scheme list). The 2012 table did start at Rs 2,000, for a son in Classes 1 to 5, but the 2017 notification dropped every level below Class 10, so under it the lowest cash incentive is the Class 10 and Class 12 rate for a son, the first row of the myScheme table below (Board notification bundle, 2017 notification). myScheme's own FAQ still says awards start from Class 1, which describes the 2012 table, not the 2017 one.

Under the 2017 notification and its later amendments, the benefits are:

• Annual incentive by level: for Class 10 and Class 12, graduation, postgraduation, and vocational or professional study, with separate rates for sons and daughters, set out level by level in the myScheme table below.
• Topper award: Rs 1,00,000, the same for a son as for a daughter (Board scheme list, Labour Department scheme list). The son's cell in the myScheme table reads "1,00,00", a figure with a digit missing; the 2017 notification prints one Rs 1,00,000 for both (myScheme record, 2017 notification).
• Fee cover for technical and professional admissions: the admission fee, all academic fees, and the cost of hostel and meals for each session, for government ITI, IIT, engineering, medical, law, dental and nursing colleges. A 2018 notification added GNM nursing, B.Pharm and D.Pharm, and a 2022 notification added polytechnic and diploma courses at UGC-recognised institutions (Board notification bundle).
• Books and stationery: Rs 2,000 a year on top of the fee cover (Board scheme list).
• Private colleges: a child admitted to one of these courses at a private institution is reimbursed at the rate a government institution charges, not the private fee (Board scheme list).

The myScheme list below is close to the 2017 notification's but not the same. The notification also asks for the Chhattisgarh Board of Secondary Education's certificate of a top-ten rank for a topper claim and for the worker's own mobile number, and it does not ask for the permanent residence certificate that myScheme lists (2017 notification). How to apply

Under the 2017 rules a claim was lodged at any Choice Centre or at the labour office for the worker's area, and entered online with the bank passbook and the worker's own mobile number (2017 notification). myScheme labels the mode offline, but its own FAQ describes an online application submitted through the labour office, which is the route the notification set out.

What changed in 2023 is the name on the form and the counters: the Choice Centre drops out of the notification's list, and a claim now goes in online only, under Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana, filed by the worker or through a labour office or a Lok Seva Kendra (Board notification bundle, Labour Department scheme list).

Checking the Status of a Claim

The portal's status page asks for two things only: the scheme, chosen from a drop-down, and the application number (application status page). The drop-down lists Mukhyamantri Noni Babu Medhavi Shiksha Sahayata Yojana and not the old name, so choose that entry. When a labour office or Lok Seva Kendra files the claim, ask for the application number on the spot, because the search cannot find a claim without it.

Selection process

There is no merit list for the annual incentive; a claim that meets the conditions is approved. Five ranks of labour official could give that approval under the 2017 notification, from the Assistant Labour Commissioner and the Labour Officer down to the Assistant Labour Officer, the Labour Inspector and the Labour Sub-Inspector (2017 notification).

The topper award is the only ranked benefit, and the welfare board does not do the ranking: the Chhattisgarh Board of Secondary Education's state merit list decides it, and the education board's certificate is the proof (2017 notification).

The 2017 notification attaches few conditions to the money itself (2017 notification):

• It took effect from its date of issue, as a revised notification that relaxed every earlier notification and order issued under the scheme.
• It carries no repayment clause. The duty to return the whole tuition amount if a student drops out arrived only with the 2023 notification (Board notification bundle).
