About MPPCY

Medhavi Putra/Putri Chhatravritti Yojana is a scholarship for the sons and daughters of construction workers registered with Jharkhand's construction workers' welfare board, not for students at large. The claim is filed on the Labour Department's Shramadhan portal against the parent's BOC registration number, the same number that opens the board's tool-kit, maternity and pension benefits, so a child whose parent is not on the board's rolls has no way in.

The scheme belongs to Jharkhand's Department of Labour, Employment, Training and Skill Development, and its beneficiaries are the children of workers registered with the Jharkhand Building and Other Construction Worker Welfare Board (JBOCWW Board). On the Shramadhan scheme page it is the seventh of the benefits listed for construction workers, with support shown as Rs 5,000 to Rs 50,000. The same page keeps a separate list for unorganised workers, and the scholarship does not appear on it.

The department's applicant manual describes one BOC Scheme Benefit form that carries 16 benefits, from the Shramik Auzar tool-kit aid to pensions, and the scholarship is one option on it. The approval steps in that manual give no role to the student's school or college.

Shramadhan's card for the scholarship carries an amount, an eligibility line and one document but no last date, and the myScheme record leaves its open and close fields blank. The only timing the papers impose is the fee receipt, which has to be for the current course year.

Eligibility criteria

The word "medhavi" (meritorious) sets a modest bar. The portal's own wording asks for second division or 45% in any examination except those of Class 1 to 5, or admission to a course through a competitive examination, and it limits the benefit to two children of a registered worker.

Because the rule is written as an either/or, a student who entered a course through an entrance examination appears to qualify on that admission even if the board result fell short of 45%. The carve-out for the first five classes is less clear: the rule does not say how a child in those classes is judged, although the lowest amount slab starts at Class 1.

The record's document list asks for the parent's e-Shram card as well as proof of registration as a construction worker. The second document is the one that carries eligibility, since the portal files this scheme only among construction-worker benefits.

Exclusions

Neither Shramadhan nor myScheme prints an exclusion list for the scholarship, yet its rules shut out two kinds of claim. One is a parent registered as an unorganised worker: Simdega district's labour page makes "No registration in BOCW welfare board" a condition of the unorganised-worker registration, so a parent on that roll cannot also be on the board's. The other is a third son or daughter: Shramadhan's card offers the scholarship to a registered worker's two meritorious children, so it is the family count, not the result, that stops a third claim.

A lapsed contribution can hold a claim up instead of ruling it out. The applicant manual builds an upload slot labelled "Upto date Annual Contribution" into the form, so a worker whose contribution to the board has fallen behind should clear it before filing.

Renewal conditions

Neither Shramadhan nor myScheme sets out a renewal procedure for the scholarship itself.

What clearly needs renewing is the parent's registration. The portal's Services menu carries a "Renewal Payment for BOCW" option, the manual's form records the number of years of contribution made alongside the current contribution proof, and the Simdega district page describes the board contribution as a payment made per year.

The amount rises with the level of study, inside the Rs 5,000 to Rs 50,000 range on the Shramadhan scheme card. Simdega district administration's labour page breaks that range into four slabs and says each amount is transferred to the applicant's account.

The myScheme record gives the same four amounts and adds two limits: the graduate and postgraduate slab includes diplomas but leaves out engineering and medicine, and the top slab covers those two fields at graduate level only. Neither text says which slab, if any, applies to a postgraduate engineering or medical course.

Say a registered worker has a son in Class 7 and a daughter admitted to an engineering degree through an entrance test. On the Simdega slabs, the son's claim would be Rs 5,000 and the daughter's Rs 50,000, and a third child in the same family would not be covered. None of the three texts says whether an amount is paid once per course or for every year of it, although myScheme's list asks for the fee receipt of the "Current Course Year".

What to prepare

Documents required

The portal and myScheme disagree on length. The portal's scheme card names a single document, the child's passing marksheet, while myScheme's list runs to ten items, adding identity, domicile, bank and income papers and the current year's fee receipt. Keep the longer set ready, because the form reveals its mandatory list only after the scholarship is picked from the scheme menu.

The form itself is organised around upload slots rather than a fixed checklist. The manual shows slots for the application form and the up-to-date annual contribution, then four general document slots, and each scheme displays its own mandatory and optional document lists once it is selected. Because the fee receipt must belong to the current course year, the claim can be completed only after that year's fees are paid.

How to apply

Everything runs on Shramadhan, and the applicant manual adds details the scheme record leaves out:

• A mobile number can be used to register only once on the portal, and the same applies to a username.
• The form opens with the worker's BOC Registration Number. A worker registered online can validate it with the search button; one registered offline types the number and carries on.
• The district field in the manual's form lists all 24 districts of Jharkhand, and the right choice is the district where the worker is registered, not where the child studies.

The manual and the current portal do not line up exactly. The manual names 16 benefits under the BOC form, while the scheme page now lists 13 for construction workers and nine for unorganised workers, so some screen labels may differ from the manual.

Checking Where the Claim Stands on Shramadhan

The status search asks for the application ID, so note it down when the form is submitted. The manual places that search under Services, then BOC Scheme Benefit, then Application Status, and sends each claim through three approvals in order: a clerk, then the Labour Superintendent, then the DLC.

The screen turning to "Approved" is not the payout. The manual's last step is to print the approved page and take it to the labour office to receive the benefit. For a claim that has stopped moving, Simdega district's labour page points queries to the Labour Enforcement Officer at circle level and the Labour Superintendent at district level, the same officer who sits second in the approval chain.

How winners are picked

Selection process

The portal publishes no merit list, cut-off or number of awards, and the only cap in the rules is the two-children limit. What the manual describes in place of a selection is a verification chain, with the clerk, the Labour Superintendent and the DLC passing the application in turn.

The portal states one condition above every benefit it lists: the worker must be registered on the Jharkhand Labour Department's Shramadhan portal to receive any scheme benefit. Each application form can carry only one benefit, so a family filing for the scholarship and, say, a tool-kit claim files two forms, as the applicant manual sets out. The scheme record describes the scheme as fully state-funded.
