About MSPI

A diploma student at a Chhattisgarh polytechnic who cleared the school-leaving examination with 60 percent qualifies for the Merit Scholarship for polytechnic institutions. The Technical Education Department's notification sets the rate at Rs 600 a month, the scheme record gives offline as the only application mode, and it lists no application URL at all. That last detail decides most of what follows.

This is a state award for diploma students rather than for degree engineering, and at a government polytechnic it arrives in a queue of four state schemes. Government Polytechnic Narayanpur sets all four out in one table on its state scholarships page: post-matric for SC, ST and OBC students, a BPL award for the general category, the merit cum means award at 45 percent with a parental income ceiling of Rs 2.50 lakh, and this one, where the same table records that no income condition applies. Of the four, it is the only award that asks about marks and nothing else.

It is also an old instrument. The Directorate of Technical Education's own listing for the merit scholarship notification carries the date Friday, 21 June 2013, and the gazette behind that listing is still where the rate comes from. Nothing has been re-announced the way a portal scheme is re-announced each session, so a student looking for this year's circular will not find one.

At institution level the money is thin. Government Polytechnic Bhatapara, in Balodabazar-Bhatapara district, describes the merit scholarship it forwards as an incentive of Rs 6000 a year paid by DTE, and records one eligible student receiving it in session 2023-24. That is one college in one session and says nothing about how many awards the state makes, but it is the only recent count any Chhattisgarh polytechnic publishes for this award.

Important dates

Dates are the one thing this scheme genuinely does not have. The record leaves the application window blank at both ends, and the Directorate's notification listing announces nothing seasonal. The window that exists is the one the institute announces internally once admissions close, which is why the date to chase is your own institute's rather than the state's.

The dated event upstream is counselling, because counselling produces the allotment paper the form asks for. Bhatapara posted its institute-level PPT counselling notification for 2026 on 30 July 2026. Coming out of counselling with those papers already filed is the difference between a scholarship file assembled in an afternoon and one that waits on a duplicate.

Who can apply

Eligibility criteria

The marks that count are on the qualifying examination, not on diploma semester results. Narayanpur's entry for this award reads as Class 10 or Class 12 from a recognised institution located in Chhattisgarh with a minimum of 60 percent, and, for a lateral entrant admitted to the second year of the diploma, meaning the third semester, an ITI or Class 12 vocational certificate carrying that same threshold in the qualifying exam.

Read it as a school-marks award attached to a diploma seat. A student who was ordinary at school and has since become the strongest name in a polytechnic's electrical branch cannot improve their standing here, because the diploma result is not what is being ranked.

Who cannot apply

Exclusions

There is no exclusion list on this scheme's record; the bars sit inside the eligibility conditions, a clause below where most students stop reading. The one that catches otherwise eligible applicants is that the qualifying examination has to have been passed through a Chhattisgarh examining body. Living in the state and holding a seat at a state polytechnic does not repair a school board sat elsewhere. The exception is narrow and turns on a parent's job rather than on the student's own: a child of a permanent Chhattisgarh government employee posted away on deputation is excused the state-board condition.

Renewal conditions

Nothing in the scheme record, and nothing on the Directorate's notification listing, sets out a renewal rule for this award. Treat continuation into the next year of the diploma as something the institute's scholarship section confirms session by session, and ask while that session's internal window is still open rather than after the results are out.

The rate is Rs 600 a month, the same figure for a first-year student and for a lateral entrant, and the notification's schedule sets it against the polytechnic line rather than the higher degree-level line above it.

Bhatapara puts the same award at Rs 6000 a year. That annual figure does not divide into twelve months at the notified rate, so the year an institution pays against is shorter than a calendar year; how many months it runs to is not written into the notification, and the institute's scholarship section is where a student gets that answer.

How many awards exist is unsettled on the face of the document itself. The notification fixes a number of polytechnic awards in its schedule and then attaches a distribution annexure whose institution-wise totals do not agree with that number, so no count is reproduced here.

It is cash to the student and not a fee adjustment. A fee concession the institution has already granted is treated separately and continues alongside, which matters at a government polytechnic where the tuition itself is small and the scholarship is the only money that actually moves.

What to prepare

Documents required

The short list on the scheme record is not what a Chhattisgarh polytechnic actually collects. Narayanpur's own column for this award asks for more, and the extra items are diploma-specific.

The PPT papers are the ones to find early. The Pre Polytechnic Test score card and the counselling allotment copy are admission documents, issued once, and a student who did not keep them has to ask the institute for a duplicate before the scholarship file can be completed at all.

How to apply

The form comes from the Office of the Principal, on paper, and it is not a form written only for this award. Government Polytechnic Bilaspur publishes a single Application Form for Merit & MCM Scholarship among its scholarship downloads, so one sheet covers both the merit award and the merit cum means award. Which of the two you are actually claiming is decided by what you tick and by the income proof you do or do not attach, not by which form you picked up.

Tracking it afterwards is where diploma students lose time, because there is nothing online to track. This award has no application URL and no login, and the Chhattisgarh Post Matric Scholarship Portal, e-Medha, is run by the ST Development, SC Development, OBC and Minority Development departments, not by Technical Education. A Technical Education merit award will not appear there however carefully you search, and an empty status screen on that portal says nothing about this application.

What replaces a status page is the acknowledgement the institute gives on submission, plus the institution's own scholarship charge. Chhattisgarh polytechnics staff that charge deliberately: Bhatapara names a lecturer from its civil department as the officer holding it. That desk, not a helpline, is where a diploma student asks whether the file has gone to the Directorate.

Selection process

Selection is by ranked list, not by threshold. Bhatapara describes the process as the institution's received applications being compiled into a merit list, from which DTE selects and pays the students. Clearing the marks bar makes an application admissible; it does not make it successful, and in a session where a single student at that college drew the award, the ranking did the deciding.

Terms & conditions

The condition that decides most cases is the bar on holding more than one scholarship at a time without the government's special approval. For a diploma student that is a fork rather than a formality: the post-matric award on the e-Medha portal is credited through PFMS into an Aadhaar-seeded account, so a student already drawing it is not free to simply add this one on top.

Employment is the other line, and it is not absolute. Full-time employment ends eligibility outright. The one concession written in is for someone regularly enrolled who already draws a scholarship, who may be allowed work of a part-time kind. An award that falls vacant part way through its tenure does not lapse either; it passes to the next name on the merit list for the unexpired period, which is why a late enquiry at the institute is occasionally worth making.

Institute addresses sit on each college's own site; Government Polytechnic Narayanpur, for instance, publishes its office at Kashthagar Depot, Education Hub, Garanji, District Narayanpur, and names its parent department as Skill Development, Technical Education and Employment.

Above the institute sits the Directorate of Technical Education, Chhattisgarh, whose contact page gives the address as HOD Building, Indravati Bhawan, Naya Raipur, PIN 492002, with info@cgdteraipur.ac.in as the listed email and a page stamp reading last updated in 2017. The Directorate's live site answers a direct request with a server error at the moment, which is why the archived copy is what is quoted here; confirm the address with your institute before you post anything to it.
