Merit cum Means Scholarship: Polytechnic Institutions(MCMPI)

There is no statewide calendar to wait for. The last date on this scheme belongs to the principal of your own polytechnic, so the binding date sits on that institute's notice board and can differ from the polytechnic in the next district. Watch the board from the start of the session rather than watching for a departmental circular that is not coming.

Your qualifying examination has to come from Chhattisgarh, not merely your address. The scheme rules restrict the award to students who cleared the qualifying examination through a testing body of the state, with one carve-out for children of permanent Chhattisgarh government employees posted on deputation to the Government of India or another state government.

Lateral entry students are covered, and Narayanpur spells out the version of the rule that applies to them: a student joining the second year of the diploma through an ITI certificate or a vocational Class 12 certificate needs the same 45 percent in the qualifying examination, with the guardian income ceiling of Rs 2.50 lakh unchanged.

Ask what rules you out and the record answers with an empty field. The bars are written into the eligibility text instead, where they are easy to skim past, and two of them end a claim outright. Full-time employment does, whatever your marks or your income. So does holding a second scholarship at the same time, unless the government has specifically approved the overlap. Neither test is run by a portal here, so both come down to what the institute forwarding your file knows about you.

Nothing in the rules describes a renewal step for this award: no second form, no continuation test, no annual re-registration. The one rule the record does carry about the life of an award runs the other way. If a scholarship falls vacant part way through, the approving authority may hand the unexpired period to the next deserving candidate on the merit list, so a student who missed the cut when the list was drawn is not out of the running for the rest of that term.

This is a flat monthly rate paid to the student, not a fee waiver and not a share of the fee bill. The department does not publish the number of awards on the scheme page; Berla notes that the count of merit and merit cum means scholarships is fixed by the department's own ordinance. Where the directorate pays a comparable award as an annual figure, the shape is visible in institute reporting: Government Polytechnic Bhatapara records the Merit Scholarship as Rs 6,000 for the year and the BPL scholarship as Rs 5,000 for the year, both released by the Directorate of Technical Education.

Beyond the domicile certificate, qualifying marksheet and admission proof named in the scheme record, the institute list is built around proving how you got your seat. Narayanpur asks for the Pre Polytechnic Test score card and the allotment copy, a permanent caste certificate, an ITI or Class 12 vocational marksheet, and the income certificate for the current financial year. Read that list closely for one detail that trips people up: the income certificate is the single paper it wants in the original, while everything else on it is accepted as a photocopy. The caste certificate is there as identity paperwork rather than as a category test, since this award applies no community condition.

There is one route and it starts at a counter. The prescribed form is issued as a hard copy by the principal's office, and it goes back to the same office, with its attachments, inside the window that office announces. Nothing you file travels upward under your own name: the institute sends its applicants on as a batch.

Tracking is where this scheme disappoints anyone used to a portal. The record lists offline as the only mode and carries no application URL, so there is no status screen, no login and no reference number to quote. What replaces it is a question asked in person: was my name on the list this institute forwarded, and has the sanction come back. Do not confuse this with the state's post-matric route, which genuinely is online: Chhattisgarh's post-matric portal invited renewal applications for the 2026-27 session from 20-06-2026 and fresh applications from 01-08-2026, paying through PFMS into an Aadhaar-seeded bank account, and that portal belongs to a different department and a different set of schemes. Selection is a merit list, not a first-come queue. Government Polytechnic Bhatapara describes the directorate awards on its rolls as going to students picked from a merit list drawn up out of the applications institutions send in, which means a complete file gets you into the pool rather than into the award. The scale of that pool shows in the same page's session figures: 243 of its students drew the post-matric scholarship in 2023-24, while the directorate's Merit Scholarship went to one student and the BPL award to two. Those two are the sibling awards, not this one, and no institute-level count is published for merit cum means; they are simply the closest published measure of how few directorate merit awards land at a single polytechnic in a year.

A fee concession already granted by your institution is not treated as a competing scholarship, so you can keep it and this award together. Part-time work is the narrow exception to the employment bar: a student in regular study who already holds a scholarship may be permitted it, while full-time work is not. The rules also leave room for cases the ordinary provisions do not cover, where the government may sanction a special scholarship at the rate prescribed for the course on grounds of poverty and merit, capped by the year's budget.

The counter that matters is inside your own institution, because the principal's office issues the form, fixes the deadline and holds your file.
