The rulebook entry that creates this award ends both of its paragraphs with the same sentence: there is no income restriction. On the college's own list of papers to attach, the income certificate is marked as a document only merit cum means applicants need. For a B.E. student in Chhattisgarh who has the 60 percent and not the tehsil paperwork, that line is the one that matters. The second thing the entry does differently only shows up once the form is in, because a fresh merit award is not signed inside the college at all.

The award is a row in the schedule attached to the Integrated Scholarship Rules 2013 (Revised), which the Department of Technical Education, Manpower Planning, Science and Technology notified on 21 June 2013 and the Chhattisgarh Rajpatra carried on 24 June 2013. The rules took effect on 1 July 2013, superseded the earlier rules and orders on the subject, and set this row at Rs 1000 a month for a Chhattisgarh student reading for a B.E. at a government technical institution inside the state. Alongside the rate, the same schedule fixes something the scheme listings never mention: how many of these awards exist at all, in the gazette notification of the 2013 rules.

The word doing the work in that sentence is government. The scheme record for this award leaves it out and describes the college only as recognised; the notification does not, and neither does the third of its general conditions. A merit applicant at a private college is working from a summary that is looser than the instrument it summarises, and the instrument is the one the scholarship branch answers to.

Annexure 1 of that notification, headed as the revised numbers for the state's government engineering colleges and applicable from session 2013-14, puts 13 awards against first year B.E. study and three against lateral entry into the second year, 16 in all. The merit cum means block printed beneath it is broken out college by college; the two merit lines carry no such split, which leaves the merit total a statewide figure rather than a per college quota. The revision left both merit figures exactly where it found them while the merit cum means block was rewritten upward, according to the annexure's own current and revised columns.

A note under the schedule adds the ceiling that governs the count. The merit number is variable, may not exceed an institution's total admission capacity divided by 60, and may rise in the same proportion if a college's sanctioned intake rises in a given year. The sentence immediately after it sets the merit cum means count on a far smaller divisor, and that single line of arithmetic is the whole reason the plain merit award is the scarcer of the two on any campus.

Notice one thing about the rate before quoting it anywhere. The college circulars that actually open the applications never print an amount at all. The 2013 schedule is the only document in this chain that states one, which makes Rs 1000 a month a 2013 figure carried forward rather than a rate anybody has confirmed since.

The window is set institution by institution, and on the Raipur college's notices the closing date has drifted earlier over the years.

Two things in that table matter more than the dates themselves. The first is how little warning a round gives: the 2024-25 circular carries its own dispatch line two days ahead of the deadline it prints, so a student who looks at the board once a week can miss a year without ever being late. The second is the reason the first row names a month and not a day. The day is legible on the scan of that notice and absent from its text layer, so it is given here at the precision a reader can independently confirm.

As of early September 2026 the most recent merit notice on that board is still the one for session 2024-25, so no fresh round has been announced. Government Engineering College Bilaspur's latest scholarship notice, issued in October 2025, deals with schemes running on the National Scholarship Portal and not with this one. A student entering first year now should treat the college notice board and the departmental WhatsApp group as the trigger, not the calendar.

Who can apply

Eligibility criteria

Residence, institution, course and marks decide this award, and nothing in the row asks what a family earns.

The applicant has to be a native resident student of Chhattisgarh, enrolled in a government technical institution in the state, and reading for a degree in engineering. The marks bar is 60 percent, and where it is measured depends on how the student entered.

Which Examination the Marks Are Read From

The first year route reads two examinations rather than one. Both the 10th and the 12th have to be cleared at 60 percent, and both have to have been passed at a recognised institution inside the state. The lateral entry route reads a single examination instead, the final year diploma, at the same bar, which is why its three awards are counted apart from the 13.

One condition has nothing to do with marks and turns on the board rather than the address. Only a student who cleared the qualifying examination through a Chhattisgarh examining body is inside these rules at all. The exemption written in beside it is narrow. A child of a Chhattisgarh government servant who holds a permanent post and has been sent out on deputation, to the Union government or to another state's administration, stays eligible whatever board issued the qualifying certificate.

Who cannot apply

Exclusions

The row itself bars nobody. Everything capable of sinking a merit file sits in the general conditions the 2013 rules place ahead of the schedule, which is why none of it surfaces on a scheme listing.

• Full time employment ends the claim before it starts. The rules bend once, and only for the reverse case: a student already studying regularly at a recognised institution and already holding a scholarship may be allowed to take part time work.
• Two scholarships at once need the government's special sanction. The schedule's closing line is blunter still, allowing a student one type of award and no more.
• Failing an annual examination that would have carried the student into the next class cancels the award, except in cases the rule hands on to rule 19. No rule 19 was notified: the numbering in the gazette text stops at 18, which is the illness provision.
• Conduct stays a live condition after the award is made. A pattern of irregular attendance, misbehaviour, a strike joined, or any other adverse report puts the award in the hands of the head of the institution, who may suspend it or end it.

Renewal conditions

Renewal is where this award changes desks. A fresh merit grant is sanctioned by the Director; from the second year on it is the Principal who signs, and the standard the Principal applies is not the 60 percent that got the student in. It is a first attempt pass in every subject of the previous class.

Two softer routes sit inside that rule. A holder allowed a supplementary keeps the claim provided the relevant papers are cleared in full within the same year, and the renewal then runs from the date of passing rather than from the start of the session. The other route is illness, and it turns on a two signature certificate: an authorised medical officer writes it, the District Medical Board of the district where the student is studying certifies it, and on that paper the same course can be carried into the coming academic year with the award intact.

Where a holder fails both the annual and the supplementary examination, the award is cancelled and the vacancy is passed to another student of the next class under the rules.

What renewal looks like at the counter is set out on Government Engineering College Raipur's own renewal circular, which asks for the renewal form, the mark sheets of both previous semesters, a copy of the bank passbook and the current semester's admission receipt, with the income certificate demanded only from merit cum means renewals, all deposited at the scholarship branch by 1 March 2022 that year. The consequence it spells out is the part students misread. Missing the date does not lapse the renewal; it stops the money. The circular says the renewed scholarship for the year cannot be paid.

The schedule gives one figure and no second head. Rs 1000 a month, renewed year on year on satisfactory progress and good conduct, runs until the course period the award was sanctioned for is complete.

The rules also say what happens to the payment when a student is away. Absence caused by illness, backed by a certificate from a recognised medical practitioner, is paid at the full rate if it does not exceed two months and at half rate if it runs beyond two months but not beyond four. For a married woman student, absence on account of childbirth is paid at the full rate for up to three months, and nothing is paid where it goes past three.

• For studying in the first year of the B.E. (Bachelor of Engineering) program: ₹1,000/- per month.
• For students newly admitted to the second year of B.E. through lateral entry: ₹1,000/- per month.

Documents required

The college form asks for one packet from every applicant and a couple of extra sheets from lateral entry candidates. Government Engineering College Raipur has printed the same list on its merit notice for years.

That last row is the practical proof of the no income rule. The certificate sits on the form both awards share, but the college marks it as required only for merit cum means, so a merit applicant who cannot get an income certificate in time is not held up on that account.

Pack from the college list, not from the listing. The scheme record names only a residence certificate and the mark sheet of the qualifying examination, and a file assembled to that description would be turned back at the scholarship branch for most of what the circular above demands.

Step by step

How to apply

Everything happens on paper, inside the college. The student collects the printed application form from the scholarship branch or the concerned branch of the institution, fills it completely, attaches the self attested copies above, and hands the packet back to the scholarship branch before the date the notice carries. Applications reaching the branch after that date are not considered, and the college says in the notice that the student carries that risk.

After the Form Is Handed In

A fresh merit file does not stop at the college. The Directorate's instruction letter for session 2022-23, filed behind the college circular in the same document, sets out the rest of the journey: the institution does the scrutiny itself, ranks applicants by the percentage scored in the qualifying examination, and sends the Directorate a consolidated proposal with a spreadsheet of every applicant behind it. That letter fixed 15 December 2022 for the proposal, ten days after the Raipur counter had closed to students, and added that where a college missed the date the Directorate would sanction from the list it already held, with the head of the institution answerable for it.

For a student that changes what is worth asking, and when. In the days right after the counter shuts, the useful question is about position: every applicant has to be placed by qualifying percentage before anything leaves the campus, so an internal ranking exists long before a sanction does. Weeks later the useful question is whether the proposal actually went. A college that lets its own upward deadline slip does not stall the scheme, since the Directorate will sanction from the list already in hand, but none of that surfaces anywhere a student can look. And because the passbook page goes into the file, the account printed on it is where a sanctioned payment arrives, which makes the passbook the closest thing this award has to a status screen.

How winners are picked

Selection process

Selection runs on the qualifying examination marks, in merit order, against the number of awards fixed for the year, and the Directorate's letter puts that ranking inside the institution, before anything is forwarded.

The distinctive part is who signs. For this row the schedule names the Director as the sanctioning authority for a fresh award and the Principal for every renewal. The merit cum means row in the same schedule puts both with the Principal, so a college running the two awards through one application window is running two different approval chains behind it. The Directorate's letter reads the same way from the other end, inviting fresh proposals up to itself while asking that renewals be sanctioned by the Principal, with only the information travelling up afterwards.

The schedule then opens a second entrance that has nothing to do with the annual window. A vacant merit scholarship is a head of its own, filled class by class as awards fall free, and it asks a student for at least 60 percent in the examination passed in the last session, on the same form, filed with the Principal.

Terms & conditions

Every award under these rules is subject to the schedule and limited by the budget available for scholarships in that year, so the fixed number is a ceiling rather than a promise. Good conduct and regular attendance are continuing conditions, where regular attendance means the minimum percentage the university requires before a student may sit its examination, and satisfactory progress means passing the annual examination at the first attempt. A student dissatisfied with a suspension or cancellation ordered by the head of the institution may appeal to the Director for its withdrawal.
