About MGBGHSC

A place in one of Gujarat's government hostels for Scheduled Caste students is not a cash award. It is a bed, meals and a place to study in a hostel that the state's Director, Scheduled Caste Welfare runs itself, allotted each academic year on merit to students who have cleared Class 10. Three filters decide who gets one: your college has to be in the hostel's district, students from the hostel's own city are not admitted, and your percentage has to make the merit round for your course group.

The name on myScheme, Maintenance of Govt Boys and Girls Hostels (SC), covers what the directorate's own website files as scheme BCK-24, "Establishment and development of Government Hostels for Boys and Girls", whose pattern of assistance is stated in one line: "Free lodging and boarding facilities" (Director, Scheduled Caste Welfare, BCK-24). On the e-Samaj Kalyan portal, where you actually apply, the same thing appears as "SC Government Chhatralay Admission" (e-Samaj Kalyan, SC Government Chhatralay Admission).

The scheme serves SC students originally from Gujarat who have to live away from home to study after Class 10, from Std 11 and 12 up to postgraduate and professional courses. The directorate's provisional merit lists sort every applicant into five course groups: Group A for medical, pharmacy, dental, engineering and diploma courses; Group B for postgraduate study such as MA, MCom, MSc, MEd, MBA and MCA; Group C for graduate study such as BA, BCom, BSc and BEd; Group D for other courses; and Group E for 11th and 12th (Provisional merit list, Director, Scheduled Caste Welfare).

The hostels themselves are spread across district towns and a few big cities. The directorate's district-wise table, labelled Year 2015-16, lists 73 government hostels with their sanctioned strength; boys' hostels outnumber girls' on it, all four postgraduate hostels on it are for boys, and most of the rest are sanctioned for 50 students (Director, Scheduled Caste Welfare, Government Hostels). A newer list of the directorate's government hostels, uploaded to e-Samaj Kalyan on 16/07/2021, numbers its last entry "૮૦", that is, eighty, and gives each hostel's address and whether it is for boys or girls but no sanctioned strength (Government hostel list, Director, Scheduled Caste Welfare; e-Samaj Kalyan notices).

The latest cycle the SC directorate posted on the portal's notice board is 2025. On 27 September 2026 the board carried no 2026-27 notice for these hostels from that directorate; its 2026-27 hostel notices came from the Director, Developing Castes Welfare instead (e-Samaj Kalyan notices). The 2025 cycle ran in this order: Std 11 and 12 admissions opened in May, the portal took hostel applications until 10 July, and merit rounds followed from mid-July into September:

Dates move every year and are announced as notices, not fixed in the rules, so check the portal's notice board from May.

Who can apply

Eligibility criteria

The income ceiling applies to boys only, and the two official pages do not agree on it. The portal's terms read "કુમાર છાત્રો માટે આવક મર્યાદા વાર્ષિક રૂ. ૨.૫૦ લાખ" (for boy students, an annual income limit of two and a half lakh rupees), while the directorate's BCK-24 scheme page prints Rs 1,00,000 per annum; both say girls face no income limit, and both still read that way on 27 September 2026 (e-Samaj Kalyan, SC Government Chhatralay Admission; Director, Scheduled Caste Welfare, BCK-24). The form is filed and judged on the portal, so the portal's two and a half lakh is the figure to plan around; ask the district office to confirm it for your year.

The marks floor is 50% in the last annual examination, counted as marks obtained out of the total. The portal applies it to every course, while the directorate's scheme page mentions it only for graduate levels (e-Samaj Kalyan, SC Government Chhatralay Admission; Director, Scheduled Caste Welfare, BCK-24).

Who cannot apply

Exclusions

No exclusion list is published, but the portal's terms shut out several kinds of applicant in plain words. Students who are local to the city where the hostel stands are not admitted. A student whose college is outside the hostel's district is not admitted. A course run by distance learning does not count. A boy above the income ceiling is out, and so is anyone below the marks floor (e-Samaj Kalyan, SC Government Chhatralay Admission).

Every page of the 2025 merit list carries a printed note that the list is provisional and admission is subject to document verification, so a certificate that does not back up what you entered on the form can still cost the seat (Provisional merit list, Director, Scheduled Caste Welfare).

Renewal conditions

A hostel seat does not roll over. The portal's terms require old students of the hostel to apply online again for the new year, and the same marks rule is read against the latest annual result (e-Samaj Kalyan, SC Government Chhatralay Admission). On the merit lists each row is marked "Renewal" or "Fresh", so a returning student sits in the same list as first-time applicants and needs the year's percentage to hold up (Provisional merit list, Director, Scheduled Caste Welfare).

What BCK-24 provides is free lodging and boarding in the hostel that admits you (Director, Scheduled Caste Welfare, BCK-24). Neither that page nor the portal's terms state a cash payment, a monthly food rate or a per-student cost for these hostels, so under this scheme no amount reaches a bank account.

Money for meals exists in a different Gujarat SC scheme. Food Bill Assistance to SC students (BCK-10) pays Rs 1,500 a month for up to 10 months, with a Rs 6 lakh income limit and an application on Digital Gujarat, and it is written for SC students who live in a hostel affiliated to their college (Director, Scheduled Caste Welfare, BCK-10). It is a separate application, not part of the government hostel seat.

What to prepare

Documents required

The portal's document list tracks the one shown on this page, minus the separate gender certificate and the graduate or postgraduate mark sheets. Three details are worth getting right before you upload: the bank passbook page or cancelled cheque must be in the student's own name, the proof of residence can be an electricity bill, licence, rent agreement, election card or ration card, and the admission proof is the receipt or letter from your school or college (e-Samaj Kalyan, SC Government Chhatralay Admission).

The optional certificates matter more than they look. The merit lists carry separate columns for a disabled student, a child of a widow and an orphan, which is where the disability, widow or abandoned mother, and orphan certificates end up (Provisional merit list, Director, Scheduled Caste Welfare). At admission, the student and a parent also sign an undertaking in the prescribed format (e-Samaj Kalyan, SC Government Chhatralay Admission).

How to apply

Applications go through e-Samaj Kalyan, under the scheme named "SC Government Chhatralay Admission" (e-Samaj Kalyan, SC Government Chhatralay Admission). The schemes offered on your home screen depend on the caste you select, so a wrong caste hides this scheme. Your name, date of birth, caste and gender can be changed only until your first scheme form is filed, and the Aadhaar number cannot be changed at all (e-Samaj Kalyan citizen help manual).

The application number appears in a window only after the final Save Application (e-Samaj Kalyan citizen help manual), and on this scheme it does more work than usual: the merit lists print each student's application number beside the name, and it is how you find yourself in a list that ran to 378 pages in 2025 (Provisional merit list, Director, Scheduled Caste Welfare). In 2025 Std 11 and 12 applicants had their own, earlier deadline, as the table under Important Dates shows.

Checking the Form, Then Finding Your Name in a Merit Round

For a hostel form the status page, which takes the application number and your date of birth, tells you where the file stands and no more (e-Samaj Kalyan application status); the seat itself is announced in a PDF merit list. The directorate posts them on the portal's notice board under "નિયામક અનુસૂચિત જાતિ કલ્યાણ", and the Narsingh Bhagat hostel at Paldi, Ahmedabad gets lists of its own (e-Samaj Kalyan notices). Search the PDF for your application number, check the hostel it names, and take your originals for verification.

How winners are picked

Selection process

Selection is by merit on the percentage of the last annual examination (e-Samaj Kalyan, SC Government Chhatralay Admission). You do not compete against every applicant in the state. The lists rank students hostel by hostel and group by group, and the first provisional list of the 2025 admission cycle, printed on 17/07/2025, runs to 3,902 rows (Provisional merit list, Director, Scheduled Caste Welfare).

Read against that table, graduate arts students share a smaller slice of admissions than graduate science students do. Admission also runs in more than one round: the notices for the 2025 cycle include a first round and, for the Paldi hostel, a third round (e-Samaj Kalyan notices).

Terms & conditions

Admission comes with obligations that the portal states outright. The student and a parent give an undertaking in the prescribed format and must keep to it strictly, and residents must follow whatever rules the office or the government sets from time to time (e-Samaj Kalyan, SC Government Chhatralay Admission). The merit lists add that room changes are at the warden's discretion (Provisional merit list, Director, Scheduled Caste Welfare).
