About MPMGARSSC

The Mamasaheb Phadke Management of Govt Adarsh Residential Schools (SC) Scheme does not pay anything into a bank account. What it gives a Scheduled Caste student in Gujarat is a free place from Std 9 to 12, with a bed, meals and books, in one of the residential high schools that the state's Scheduled Caste Welfare directorate runs itself. For a family, the harder questions are which school is nearest, which stream it teaches and when its admission window opens.

The Director of Scheduled Caste Welfare, under Gujarat's Social Justice and Empowerment Department, lists the scheme as "BCK-28 : Mama Saheb Fadke Ideal Residential Schools for Scheduled Caste Scheme", so Fadke and Phadke, and Ideal Residential School and Adarsh Nivasi Shala, all name the same thing. Its scheme page counts 28 schools running in the state with 2,229 students, and states the purpose as free lodging, boarding and education for bright Scheduled Caste students of Std 9 to 12 (Director, Scheduled Caste Welfare, BCK-28).

The same website's district table splits those 28 into 16 boys' schools and 12 girls' schools, with an approved strength ("માન્ય સંખ્યા") of 2,360 boys and 2,120 girls, or 4,480 in all (Director, Scheduled Caste Welfare, district-wise Adarsh schools). Neither that table nor the scheme page's count of 2,229 students carries a date of its own, so the two numbers cannot be subtracted into a vacancy figure for any one year (Director, Scheduled Caste Welfare, BCK-28).

The schools are spread unevenly. Kachchh has three, several districts have two, and districts such as Kheda, Panchmahal, Dahod, Bharuch, Narmada, Dang, Navsari, Valsad and Morbi have none. The table below lists every district that has at least one school, as the Director prints it.

The scheme page also records approval for three new girls' schools, at Palanpur, Nadiyad and Anand (Director, Scheduled Caste Welfare, BCK-28). The district table shows a girls' school in Banaskantha, where Palanpur sits, and one in Anand, but none in Kheda, the district Nadiyad belongs to (Director, Scheduled Caste Welfare, district-wise Adarsh schools).

The schools' running costs sit on one maintenance line in the Director's accounts, BCK-28, written in Gujarati as maintenance of the Mamasaheb Phadke Government Adarsh Residential (SC) Schools, the closest official wording to myScheme's "Management of" title. The directorate's expenditure report for the period ending August 2026 shows Rs 3,489 lakh provided on that line and Rs 1,071.17 lakh spent, with a separate construction line, BCK-28A, carrying Rs 4,556 lakh provided and Rs 200 lakh spent (Director, Scheduled Caste Welfare, expenditure report to August 2026).

There is no standing calendar. The scheme record has no opening or closing date, and the Director's service list on e-Samaj Kalyan shows SC Adarsh Nivasi Shala Admission as closed (e-Samaj Kalyan, Director Scheduled Caste Welfare schemes). On the portal's notice board, the only item about these schools from the Scheduled Caste Welfare director is the school list it posted on 21/05/2021 (e-Samaj Kalyan).

When the Director opens admission, the window is set by a notice. The one still on its news page is listed as "આદર્શ નિવાસી શાળામાં શૈક્ષણિક વર્ષ૨૦૨૧/૨૨માં ધોરણ-૯ થી ૧૨ માં પ્રવેશ માટે ની જાહેરાત", the notice for admission to Standards nine to twelve for the twenty twenty-one to twenty-two academic year (Director, Scheduled Caste Welfare, news). The Adarsh Nivasi Shala merit lists on e-Samaj Kalyan in 2026, the first dated 29/05/2026, were posted by the Director of Developing Castes Welfare for its own schools, so their dates do not apply to the Mamasaheb Phadke schools (e-Samaj Kalyan; Director, Developing Castes Welfare, Adarsh Nivasi Shala admission notice).

Eligibility criteria

The scheme is for a Scheduled Caste child from Gujarat with a strong Std 8 result. The Director's page sets no income limit and admits on merit students who scored 50% in Std 8, so for a Std 9 seat that result is what counts (Director, Scheduled Caste Welfare, BCK-28).

Std 9 is not the only door. The Std 9 to 12 admission notice that the Director issued in May 2021, still posted on its news page, took applications for every standard from 9 to 12 and told Std 11 applicants to apply online once their Std 10 marksheet had arrived (Director, Scheduled Caste Welfare, 2021 Adarsh school admission notice).

The admission rules posted under the "SC Adarsh Nivasi Shala Admission" service on e-Samaj Kalyan widen the picture in one respect. They say the department's residential schools admit students from the weaker sections, naming Scheduled Tribes, Scheduled Castes, developing castes, nomadic and denotified tribes and the economically backward, on terms the government sets from time to time, and that the admission list is drawn up by caste and group-wise percentages of the available seats (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules). The portal does not publish those percentages, so a Scheduled Caste applicant cannot tell from it how many seats in a given school are set aside for other groups.

Who cannot apply

Exclusions

The scheme record lists no exclusions. The Director's pages and the admission rules shut applicants out in these situations.

• Marks under 50% in the qualifying exam, unless the government has granted a relaxation (Director, Scheduled Caste Welfare, BCK-28; e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules).
• An incomplete application, which is not counted, or one with false information, which gets the admission cancelled (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules).
• Absence from the school or hostel without leave, which gets the admission cancelled; the same rules bar a student from holding a job or running a business while enrolled (e-Samaj Kalyan, rules students follow after admission).
• A contagious illness, which sends the student home until recovery, with re-admission considered on a doctor's certificate (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules).

Renewal conditions

A seat does not last until the final year by default. The admission rules make it good for one academic year at a time, with the student's conduct, way of living and academic record during that year taken into account, and a returning student is considered for the next year only after passing the annual exam in at least second class (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules).

A student who clears that bar keeps the advantage of being inside. The Director's 2021 admission notice gave students already studying in the schools the first claim on seats, and filled only the vacancies left after them from new applicants (Director, Scheduled Caste Welfare, 2021 Adarsh school admission notice).

Under BCK-28 the state carries the student's whole school year. Its pattern of assistance names lodging, boarding and education for Std 9 to 12 as free (Director, Scheduled Caste Welfare, BCK-28), and the 2021 admission notice listed food, uniform, shoes, socks and stationery alongside education and residence, all without charge (Director, Scheduled Caste Welfare, 2021 Adarsh school admission notice).

A companion scheme adds a layer for the strongest students. BCK-2B, "Financial Assistance to SC students studying in Adarsh Nivasi Shala (Upgradation)", gives extra training to meritorious students picked against a set target, with no income limit, and budgets each selected student as below.

Documents required

The paper admission form on the Director's forms page asks for four enclosures: the school leaving certificate, a copy of the marksheet, a caste certificate and an income certificate, both from the competent authority. It also asks for the subject-wise marks of the last exam passed and the guardian's annual income, and ends with the guardian's signed promise that the child will follow the school's rules (Director, Scheduled Caste Welfare, Adarsh Nivasi Shala (SC) admission form).

Copies must be attested, and every student hands in a written undertaking at the time of admission (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules). When applications ran online, the certificates were uploaded with the form and the originals were checked at the school after the provisional merit list, so the marksheet a family scans has to match the one it carries in (Director, Scheduled Caste Welfare, 2021 Adarsh school admission notice).

How to apply

Two routes appear in the Director's material, and the year's admission notice decides which one is live.

1. Online, on e-Samaj Kalyan. The Director of Scheduled Caste Welfare's list on the portal carries a service named SC Adarsh Nivasi Shala Admission (e-Samaj Kalyan, Director Scheduled Caste Welfare schemes). The portal's home page sets out the order: register, log in and update the profile, apply for the scheme, then submit the application (e-Samaj Kalyan).
2. On paper, to the school. The Director's forms page carries an admission form for the Adarsh Nivasi Shala (SC), addressed to the principal of the school, marked free of cost, with space to name three districts in order of preference (Director, Scheduled Caste Welfare, Adarsh Nivasi Shala (SC) admission form).

The 2021 admission notice, the Std 9 to 12 one still on the Director's news page, accepted applications online only, with certificates uploaded alongside, so do not count on the paper form being taken unless that year's notice says so (Director, Scheduled Caste Welfare, 2021 Adarsh school admission notice).

Tracking the Application and the Merit List

For an Adarsh seat, two things are worth watching after submission, and only one of them lives on the status page. Under Your Application Status, e-Samaj Kalyan wants the application number plus a birth date keyed in as DD/MM/YYYY, and it reports how far the form has moved (e-Samaj Kalyan, application status). The seat itself turns on the provisional merit list. Under the 2021 notice that list went up online, students on it were told by SMS or e-mail about checking their certificates, and the originals had to be verified at the Adarsh school concerned before admission (Director, Scheduled Caste Welfare, 2021 Adarsh school admission notice).

How winners are picked

Selection process

Selection runs on marks. The Director's page admits on merit from the 50% bar in Std 8 (Director, Scheduled Caste Welfare, BCK-28), and an officer on special duty prepares the list according to the caste and group-wise percentages of the seats available (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules).

The 2021 admission notice adds the order of preference. Students already in the schools are placed first, the remaining seats go to new applicants on merit, and priority goes to children from the most backward castes among Scheduled Castes, children with disabilities, and children of widows and deserted women. Life in the school is governed by a set of rules the student signs and the guardian countersigns, printed as Appendix A to a Social Welfare Department resolution (e-Samaj Kalyan, rules students follow after admission).

• The student looks after the blankets, mattresses, bed, plate and glass issued, and answers for anything lost or damaged.
• No leaving the school at night without the warden's permission, and no relatives or friends staying overnight unless the principal or warden allows it.
• Visitors meet the student at the office, after signing the visitors' register, not in the student's room.
• The prescribed school uniform is compulsory, addiction of any kind is barred, and so is using the school's electricity for ironing or heating water.
• Absence from school without leave gets the admission cancelled, and a student found agitating against the school's management is treated as indisciplined and punished.

The guardian's declaration at the foot of those rules accepts whatever recovery the office orders for a breach (e-Samaj Kalyan, rules students follow after admission). The admission rules add that a student who is removed or leaves must clear out of the campus at once with their belongings, and return everything the school issued (e-Samaj Kalyan, SC Adarsh Nivasi Shala Admission rules).
