Overview
About MPGSS
The Manohar Parrikar Goa Scholars Scheme is run by the Directorate of Higher Education, Government of Goa. It gives cash awards to meritorious students from Goa who are pursuing a postgraduate degree or a PhD, whether they study within India or abroad.
The aim is to help talented Goan students take up advanced study and research at reputed institutions, so the award for study abroad is set higher than the award for study within India. The state selects up to 40 scholars each year, so the scheme is competitive rather than open to all applicants.
It is meant for Goa residents pursuing PG or doctoral programmes at institutions that are ranked (QS, THE or NIRF) or NAAC-accredited, subject to a merit threshold and an age limit. Eligibility criteria
| The applicant should not be more than 35 years of age as on 1 January of the year for which the scheme is disbursed. | |
| The applicant should be a resident of Goa for a minimum period of 15 years. | |
| The applicant who is of Goan origin may also apply, provided the applicant has resided in Goa for at least 7 years. | |
| The applicant of Goan origin should submit proof that either parent or grandparent was born in Goa. | |
| The applicant should have passed the qualifying degree examination from an institution, preferably located in Goa. | |
| The applicant should have secured a minimum of 60% marks or equivalent grade in the qualifying degree examination. | |
| The applicant should have obtained a minimum aggregate score of 70% as per the criteria prescribed under the scheme for shortlisting. | |
| The applicant should be a bonafide student of the institution in which the applicant is pursuing a postgraduate or Doctor of Philosophy programme. | |

What you get
Award & benefits
- Scholarship for Studies in India: Financial assistance of ₹6,00,000 is provided to each selected scholar pursuing postgraduate or Doctor of Philosophy studies in India.
- Scholarship for Studies Abroad: Financial assistance of ₹15,00,000 is provided to each selected scholar pursuing postgraduate or Doctor of Philosophy studies abroad.
- Number of Awards: Up to 40 scholars are selected every year.
- In exceptional circumstances, the number of awards may be increased.
- The total number of awards shall not exceed 50 in a year.
- Mode of Disbursement: Direct Benefit Transfer (DBT) to the beneficiary's bank account.

The applicant can avail Goa Scholar for PG / PhD programmes.
No. You can apply to any institution/ University within and outside India.
No. Once you are selected for a particular year your application for the subsequent years will not be considered. For example, if you are selected as Goa Scholar for the year 2024-25 then your application for the academic year for 2025-26 will not be considered.
Every year 40 outstanding Scholars shall be selected and awarded under the Scheme. However, in certain circumstances for reasons to be recorded more awards can be granted on the recommendation of the Selection Committee with the approval of the Government provided the total number of awards does not exceed 50. However, there are no separate seats earmarked for students pursuing PG and Doctoral Programmes.
You should be a resident of Goa for a minimum period of 15 years. However, if you are of Goan origin with a minimum period of 7 years of residence in Goa then in such cases, Birth certificate of either of the parents/grandparents born in Goa shall be submitted.
You must have passed the qualifying Degree examination from an institution preferably located in Goa.
Initially, applications are invited from the candidates. The Screening Committee then shortlists the candidate for the final interview. The Selection Committee selects the Goa Scholars based on the criteria laid down under the Clause X of the Scheme.
The Screening Committee shortlists the eligible candidates only on the basis of Curricular/Academic achievements as mentioned under Clause VIII of the Scheme.
100 Marks are assigned for Curricular/Academic achievements. Marks obtained for Std. 10 th gets 50% weightage, 30% weightage for Std. 12 th and 20% weightage for the Graduation marks.
That is because it is a common examination.
The Screening Committee recommends the top 100 candidates with a minimum aggregate score of 70 marks after assigning the respective weightages for academic and curricular achievements.
In such a situation, all candidates at the 100th position securing the same marks will be called for the interview.
No. CV, write-up of 500 words and Extra Curricular Certificates will be collected in phase two from only those candidates who get shortlisted for the interview.
After successfully submitting the online form on the Goa Scholars Portal, you will receive an acknowledgement email. You should then go the Dashboard tab available on the Goa Scholars Portal and download the application submitted by you. Take a printout of the downloaded application as it is and submit this hardcopy/printout to the Directorate of Higher Education.

Yes. For example, if you are applying for Goa Scholars Scheme 2025-26, the right-hand-top corner of the envelope should have the inscription “APPLICATION FOR MANOHAR PARRIKAR GOA SCHOLAR SCHEME 2025-26”.
