Not on the terms published today. The criteria the Directorate gave the Assembly for Unstarred LAQ No. 160 read "Only for SC students" (Annexure A, Unstarred LAQ No. 160), and the portal's category list carries Kanya Dhan under its Scheduled Caste heading with no entry for it under Scheduled Tribe (Chief Minister Scholarship Portal). The Gazette notification of 6 July 2006 is the one document that names Scheduled Tribe girls, as part of a target group of families notified as SC/ST (Official Gazette notification); none of the texts cited here says when that wording changed.

Is Kanya Dhan the Same as Goa's Laadli Laxmi Deposit?

No, though both lock money for a Goan girl in a joint fixed deposit. As the Directorate of Women and Child Development's scheme sheet on goa.gov.in describes it, Laadli Laxmi pays Rs 1.00 lakh; a girl who claims it on attaining 18 receives it as a fixed deposit in the joint names of that Director and herself, parental income must not exceed Rs 3.00 lakhs a year, and the sheet sets no caste condition (State Schemes, Directorate of Women and Child Development). Kanya Dhan is a Social Welfare scheme for Scheduled Caste girls, worth Rs 25,000 after Class 12, with a Rs 1,20,000 income limit (Directorate of Social Welfare; Official Gazette notification).

Which Office Runs Kanya Dhan, Social Welfare or Higher Education?

Social Welfare. The myScheme summary credits the scheme to the Directorate of Higher Education, but the 2006 notification was issued by the Director of Social Welfare (Official Gazette notification), the portal files Kanya Dhan among the Directorate of Social Welfare's state schemes (Chief Minister Scholarship Portal), and the Directorate's notice, published by the Department of Information and Publicity on May 14, 2026, names Kanya Dhan for SC Communities among the state schemes it implements (Department of Information and Publicity, May 14, 2026). Documents, verification queries and questions about the deposit go to that Directorate.

How Many Girls Actually Get the Deposit?

Very few. The portal's statistics table counted 5 Kanya Dhan applications for 2023-2024 (Category wise Statistics of Various Schemes, Chief Minister Scholarship Portal). The Directorate's Annexure A to the Assembly, whose first row carries 2024-25 budget figures, shows Rs 1.00 lakh spent on Kanya Dhan for SC and 4 beneficiaries, which matches four deposits of Rs 25,000 (Annexure A, Directorate of Social Welfare; Chief Minister Scholarship Portal).

What happens if a student takes more than three attempts to clear the 12th standard examination, and how is the forfeiture of the deposit handled?

If a student exceeds three attempts or takes more than two years from the first attempt, the deposited amount of ₹25,000 is automatically forfeited and credited to the Government Treasury. There is no provision for appeal in such cases.

As a divorced mother with three SC daughters, can all my daughters apply for this scheme, or is there a family-wise restriction?

The scheme explicitly limits benefits to up to 2 girl children per family. Even if all three daughters meet other eligibility criteria, only two can receive the benefit, and you would need to choose which two will apply.

Goa's Kanya Dhan Scheme for SC Students pays a Scheduled Caste girl nothing while she is still at school. On an application filed in her Class 11 year, the Directorate of Social Welfare holds Rs 25,000 for her in a fixed deposit and releases it only after she passes the Class 12 board examination; if her attempts run out first, the money is credited to the Government Treasury. The income limit that decides who may apply, Rs 1,20,000 a year, is written into the 2006 Gazette notification and the Directorate's own scheme page, but not into the portal entry where the form is filed.

The scheme is built around one fixed deposit and one examination. The Rs 25,000 is held in a deposit opened in two names, hers and that of an officer the Government nominates, and it is released only when she passes the Class 12 board examination or its equivalent; a girl who does not pass within the attempt limit loses it to the Government Treasury (Kanya Dhan Scheme for SC Students, Chief Minister Scholarship Portal).

The scheme is older than the portal that now takes its applications. The Director of Social Welfare framed Kanya Dhan by a notification signed at Panaji on 16 June 2006 and printed in the Official Gazette, Series I No. 14, of 6 July 2006. It was then open to girls of families notified as Scheduled Caste or Scheduled Tribe with annual income up to Rs 1,20,000, and the paper form went to the Director through the principal of the girl's Class 11 school (Notification 59-10-05-06-BC, Official Gazette, Government of Goa).

The Directorate's current page for the scheme carries the same two figures, a Rs 25,000 fixed deposit and a Rs 1,20,000 income ceiling, and links that 2006 Gazette copy, but its wording is narrower: it is titled Kanya Dhan for Scheduled Caste (SC), names its target group as girls of the Scheduled Caste community, and tells applicants to apply online at cmscholarship.goa.gov.in (Kanya Dhan for Scheduled Caste (SC), Directorate of Social Welfare; Notification 59-10-05-06-BC).

Who can apply

Eligibility criteria

Two conditions are missing from the eligibility list on myScheme: an income ceiling and a caste list tied to Goa.

The family's annual income must not exceed Rs 1,20,000. The 2006 notification sets that ceiling (Official Gazette notification), and the criteria the Directorate gave the Goa Legislative Assembly for Unstarred LAQ No. 160 repeat it as "Rs.1.20 lakhs p.a.", for SC students who have passed Class X and taken admission in Class XI (Annexure A, Unstarred LAQ No. 160). The portal's scheme entry prints no figure at all, although it still lists an income certificate among the papers it wants (Chief Minister Scholarship Portal).

The caste has to be one notified as Scheduled Caste for Goa. In the 2006 application form the girl declares that her family is notified for the State of Goa, and the principal certifies having checked her caste certificate issued by the competent authority before recommending the case (Official Gazette notification).

No exclusion list is published for Kanya Dhan, so the eligibility test does the excluding: family income above Rs 1,20,000, or a family whose two daughters have already been covered, since the 2006 notification and the portal entry both stop at two girls per family (Official Gazette notification; Chief Minister Scholarship Portal). On today's wording a Scheduled Tribe girl is outside it too. The Directorate's scheme page reads "Only for SC students" (Directorate of Social Welfare), although the 2006 notification it links was written for girls of families notified as SC/ST (Official Gazette notification).

Renewal conditions

There is nothing to renew. In its return for Unstarred LAQ No. 160 the Directorate describes Kanya Dhan as "One time Assistance Rs.25000/-" and puts N.A in every column for pending and month-wise payments (Annexure B, Unstarred LAQ No. 160).

What does carry across academic years is the deposit itself, which waits from the Class 11 application to the Class 12 result without any fresh filing in between. Whether a failed Class 12 attempt ends it depends on which official text is read: the portal allows three attempts within two years, while the 2006 notification forfeits the money on failure unless she informs that she is re-answering the examination (Terms & Conditions sets the three wordings side by side).

The whole benefit is one Rs 25,000 deposit, the same sum the 2006 notification fixed; the notification provides no stipend or allowance alongside it (Official Gazette notification). What happens to it between opening and release is thinly documented: none of the official texts names the bank that holds it, the deposit's tenure, or whether any interest earned goes to the girl.

An amount of ₹ 25,000/- is provided as a fixed deposit in the name of the girl child and the officer nominated by the government.

The income certificate is the paper that answers the Rs 1,20,000 question, since the portal entry does not print the ceiling. The Directorate's scheme page adds one item the portal list omits, an application in the prescribed form, beside the caste and income certificates and an Aadhaar copy (Directorate of Social Welfare). The Gazette version of that form asks for the year she passed Class 10 and the year she enrolled in Class 11, and closes with the higher secondary principal's certificate of that enrolment (Official Gazette notification).

The Directorate's general upload rules for its 2026-27 portal schemes apply as well: scans of originals rather than Xerox copies, and Aadhaar seeding before any amount is released (Department of Information and Publicity, May 14, 2026).

The form belongs to her Class 11 year and goes in on the Chief Minister Scholarship Portal, where the Directorate's 2026-27 notice lists Kanya Dhan for SC Communities among the state schemes filed there, not among those it sends to the National Scholarship Portal (Department of Information and Publicity, May 14, 2026).

The online file is checked first by her Class 11 school (Chief Minister Scholarship Portal; Department of Information and Publicity, May 14, 2026), which keeps the higher secondary principal in the role the 2006 scheme gave that office, forwarding the paper form to the Director of Social Welfare (Official Gazette notification). A girl who has already moved on to Class 12 will find nothing in the published texts that provides for a late application.

Tracking the application and the deposit. For the Class 11 application, the Track Application box on the portal's home page is the tool (Chief Minister Scholarship Portal). The deposit is a different matter. The Directorate told the Assembly that Kanya Dhan payments move in online mode (Annexure A, Unstarred LAQ No. 160), yet none of the official pages cited here offers a way to follow the fixed deposit between the application and the release, so its status is a question for the Directorate's office.

Kanya Dhan is not ranked: the only number in the 2006 notification or the portal entry that limits who gets a deposit is two girls per family (Official Gazette notification; Chief Minister Scholarship Portal). For Unstarred LAQ No. 160 the Directorate says Kanya Dhan applications are scrutinised and cleared on a priority basis, provided all the requisite documents are enclosed (Annexure A, Unstarred LAQ No. 160).
