The paper that decides this award is not the mark sheet. A student who clears the percentage band still has to hold an attested Social Status Certificate, and the office that issues it is not the office that pays: the application goes to a Deputy Collector, on evidence that the family was living in Goa prior to 19.2.1968 (Social Welfare Department Office Memorandum No. 13/19/89/SWD/3983). The award itself is the simple half: one payment, fixed by the percentage on an SSC or HSSC result, with nothing to renew afterwards.

This is a one-time payment, not a scholarship that runs alongside a course. The Directorate of Social Welfare files the award in its own return to the Legislative Assembly as one time assistance, with no monthly instalment attached to it (Annexure B to Unstarred LAQ No. 160, Goa Legislative Assembly). The trigger is the SSC or HSSC result; once the money is transferred, the scheme is finished with that student for that examination.

The Directorate's full name for it is longer than the portal label suggests. In its 2026-27 press note the department writes it as the Merit Based Award and recognition of high performance in the Board Exam of SSC and HSSC in the State of Goa, (Dhangar Community), and groups it with the state schemes filed on the Chief Minister Scholarship Portal rather than with the centrally sponsored ones on the national portal (Directorate of Social Welfare, May 14, 2026).

On the portal itself the award sits behind a category tab headed OTHER BACKWARD CASTE(Dhangar), listed among the Directorate of Social Welfare's state schemes as Merit Based Award for OBC(Dhangar), beside Gagan Bharari Shiksha Yojana for OBC(Dhangar), the Saral Vidya Sahay Scheme for OBC covering classes V to VIII, and the Home Nursing Scheme (CM Scholarship Portal). That tab is where Goa states the category it applies to this scheme, and it is the wording the department's own scheme lists carry.

The department also reports the award by head count. Its Annexure A return to the Legislative Assembly, the return that carries the Directorate's 2024-25 expenditure, records the population benefiting from this award as 7, and lists the Merit Based Award for SC Students on a separate line at 22 (Annexure A, Directorate of Social Welfare). Neither figure is broken down by examination, by band or by year of award anywhere in that return.

Important dates

The department attached an unusual sentence to those dates: no further extension of date will be entertained. Read it against the previous cycle, where the Social Welfare panel on the portal's front page still shows a window opening on 1st July, 2025 and closing on 15th November, 2025, with institute level verification running to 25th November, 2025 (CM Scholarship Portal). The window moves from year to year and the panel changes more slowly than the press note, so the department's release for the current financial year is the one that binds.

Eligibility criteria

Two tests share one scheme name, and they part company on income. The rank holder limb turns on where a student finishes in the board examination and states no income ceiling at all. The banded limb turns on the percentage scored and is income tested; the ceiling that applies to it is the one the scheme record publishes, and it is not the Rs 5.00 lakh line Goa writes into the Merit Based Scholarship Scheme for ST Students on the same portal (CM Scholarship Portal). A family reading a figure off a neighbouring Goa merit page will get the wrong answer about this one.

Community status has to be proved by certificate rather than declared on the form, and Goan origin is proved on a separate document again, a birth certificate or other proof of Goan origin together with a residence certificate. Both go up at the same upload step, so a strong result with no certificate behind it is not an application the department can process.

Exclusions

Nothing on the department's side is written as a bar. The scheme record carries no disqualification list and the Directorate has issued none separately for this award, so what shuts an applicant out is the shape of the award itself: it is settled against an SSC or HSSC result, which leaves a student in any other year of study with nothing to file against, and the banded limb stops at its income line.

Renewal conditions

Nothing here renews. The department's return classes the payment as one time assistance and answers the pending instalment columns beside it N.A (Annexure B to Unstarred LAQ No. 160). A student who reaches the next board examination comes back as a fresh applicant in that year's window.

The banded amounts are fixed by percentage, and the Directorate has published them to the Assembly in four steps:

Note where the band boundaries actually fall. There is no band between 74.9% and 75%, and the steps are cut at 59.99% and 69.99% rather than at round numbers, so a mark sheet is read exactly as printed.

The rank holder limb is paid on its own terms and comes with a public felicitation and a certificate of appreciation as well as the money. Whichever limb applies, the amount reaches the student by electronic transfer into a bank account rather than through the institution.

What to prepare

Documents required

The one document worth starting months ahead is the Social Status Certificate. In Goa the competent authority to issue it is the Deputy Collector and Sub Divisional Magistrate of the sub division, designated for that purpose by government notification, and the OBC application is made on Annexure I(B) with a sworn affidavit attached (Social Welfare Department Office Memorandum No. 13/19/89/SWD/3983). The evidence that form asks for reaches back further than most students expect: a document showing the father or grandfather belongs to a community notified by the government, and a document showing the applicant or the applicant's father was residing in Goa prior to 19.2.1968.

The same memorandum puts a clock on the verification of that certificate. An application to the Scrutiny Committee to verify it is to be filed at least six months in advance of seeking admission to an educational institution, which is a longer runway than a board result gives a student who starts the paperwork after the result is out.

At the upload stage there is a rule that fails applications quietly. The Directorate has told Institute Nodal Officers that students routinely upload xerox copies of the mandatory documents, that this is not permissible, and that such copies will not be accepted (Directorate of Social Welfare, May 14, 2026). Scan the certificate itself, not a photocopy of it.

Step by step

How to apply

The form goes on the state portal, not the national one. The Directorate's press note for the year splits its work between scholarships.gov.in for the centrally sponsored schemes and cmscholarship.goa.gov.in for the state schemes, and the Dhangar merit award is in the state list (Directorate of Social Welfare, May 14, 2026).

Only the opening moves belong to the student: a one-time registration, the online form, the scanned uploads, and the push that hands the completed application to the school, institute or directorate (CM Scholarship Portal). Verification begins at that push, when the Institute Nodal Officer checks what was uploaded against the original documents.

Where a filed form has reached is readable from the portal's front page without a login, through its Track Application box (CM Scholarship Portal). What the portal does not publish for this award is a payment tracker of its own. The release of the money is tied instead to Aadhaar seeding of the student's bank account, which the Directorate makes mandatory before the scholarship amount can be released (Directorate of Social Welfare, May 14, 2026).

Selection process

Beyond the eligibility test, the Directorate publishes no discretionary rule for choosing between applicants. The banded limb is arithmetic on the board percentage and the rank holder limb is settled by the board's own result, so what stands between a correct application and a payment is verification rather than a contest: the institution certifies the documents against the originals, and the department processes what reaches it.

Terms & conditions

Three conditions decide whether a sanctioned award actually arrives. Aadhaar seeding of the student's bank account is mandatory for releasing the amount. The institution, not the student, carries the responsibility for verifying that the uploaded documents match the originals. And the press note tells Institute Nodal Officers to watch for students who apply on the national portal and then also apply on the other scheme, holding the officers answerable if they do not (Directorate of Social Welfare, May 14, 2026).

A fourth condition sits behind the certificate rather than the form. A social status certificate found to have been obtained on false particulars is cancelled by the Scrutiny Committee, and the cancellation is communicated to the educational institution with a request to cancel the admission (Social Welfare Department Office Memorandum No. 13/19/89/SWD/3983).

One question does not belong at either counter. The certificate the application stands on is issued by the Deputy Collector and Sub Divisional Magistrate of the sub division, and an application to have it verified goes to the Director, Directorate of Social Welfare, Panaji, in the form the department prescribes for the Scrutiny Committee (Social Welfare Department Office Memorandum No. 13/19/89/SWD/3983).
