One scheme name covers two payments that work nothing alike. The felicitation half goes to a fixed handful of rank holders and asks nothing about family income; the merit based award half pays on a marks band and turns entirely on an income certificate. Goa's Directorate of Tribal Welfare took 1,172 applications under the scheme in 2023-2024, against 749 the year before (category wise statistics of various schemes, Chief Minister Scholarship Portal). Only the first half is capped, at five rank holders in SSC and five in each HSSC stream; the second sets a benchmark and publishes no limit on how many students may clear it.

Both halves belong to Scheduled Tribe students in Goa. The state portal heads the page where the form is filed "Merit Based Scholarship Scheme for ST Students", confines the felicitation to rank holders "amongst the ST students", and writes the band award for ST students under an income ceiling, with a caste certificate from a competent authority sitting first on the document list (Merit Based Scholarship Scheme for ST Students, Chief Minister Scholarship Portal).

The implementing office is the Directorate of Tribal Welfare, and that matters for more than correspondence. Goa's Directorate of Social Welfare runs a separately notified Merit Based Award for Scheduled Caste students and another for OBC (Dhangar) students, on the same portal but on its own calendar (scholarship schemes applications through online mode, Government of Goa). The SC version sets a lower income ceiling and asks for documents this one never mentions, so a page that looks like a near match is often describing a scheme a student cannot file for.

Size is the other difference, and it is stark. On the portal's own statistics table the Social Welfare pair recorded 13 and 27 applications in 2023-2024, against 1,172 on this scheme (category wise statistics of various schemes, Chief Minister Scholarship Portal).

The Directorate does not notify this award on its own. It travels in the same annual circular as Gagan Bharari Shiksha Yojana, under one file number and one portal window for ST students, which is why the two schemes share an opening date and a deadline (Gagan Bharari Shiksha Yojana and Merit Based Award Scholarship Scheme, Directorate of Tribal Welfare).

One warning about the scheme record reproduced further down this page. It files the scheme under the Social Welfare Department, and one line of its description reads "Any Scheduled Caste student who has passed Class 10th and Class 12th", while the eligibility list in that same record says Scheduled Tribe and its published answers name the Department of Tribal Welfare. The Goa government's own current documents say Scheduled Tribe throughout: the Directorate's circular, and the portal scheme page where the form is filed. The Directorate of Tribal Welfare sanctions this award, so where the two readings differ, its circular is the one an application is judged against.

The Tribal Welfare block on the portal's home page carries the last cycle the Directorate announced: the portal opened on 15th June, 2025, applications closed on 30th November, 2025, Institute Nodal Officer verification ran to 15th December, 2025, and district level verification to 31st December, 2025 (Chief Minister Scholarship Portal, Government of Goa). The shape repeats: a June opening, a November close, verification through December.

The Social Welfare calendar is not the same calendar, which trips up students reading a general Goa scholarship notice. For 2026-27 the Directorate of Social Welfare set November 30, 2026 as the last date for students and December 5, 2026 for institutes to submit verified applications, and said no further extension of date will be entertained (scholarship schemes applications through online mode, Government of Goa). That notice governs the SC and Dhangar merit awards, not this one.

Eligibility criteria

Read the eligibility clause as two clauses, because the Directorate wrote it that way.

The felicitation of rank holders covers the first five rank holders of SSC and the first five of the HSSC board exams, taken separately for each of the streams of Science, Commerce, Arts and Vocational, among ST students. The circular states in plain terms that there are no restrictions on the basis of income ceiling for this part (Gagan Bharari Shiksha Yojana and Merit Based Award Scholarship Scheme, Directorate of Tribal Welfare). A rank holder from a comfortable household is inside the scheme.

The merit based award itself is for ST students whose annual family income is less than Rs 5.00 lakh a year and who have secured the requisite benchmark percentage. Neither document defines that benchmark in words; what fixes it is the lowest slab on the assistance list, which starts at 50% of the SSC or HSSC board exams (Merit Based Scholarship Scheme for ST Students, Chief Minister Scholarship Portal). Clear the slab, hold the certificate, stay under the ceiling, and there is no further contest.

The scheme names the SSC and HSSC board exams in the State of Goa. Neither the circular nor the portal writes a rule for an ST student in Goa who sat a CBSE or ICSE examination instead, so that is a question for the Directorate rather than one to guess at.

Who cannot apply

Exclusions

There is no disqualification clause to read here. The circular and the portal scheme page write the award as positive tests only, a caste certificate on both halves and an income certificate on the band half, and say nothing about who is barred. What operates as an exclusion is therefore procedural, and two things do the work.

A paper form is not an option. Applications have been invited online on the Chief Minister Scholarship Portal since the academic year 2022-23, and the circular says no manual forms will be accepted by the Directorate under the scheme (Gagan Bharari Shiksha Yojana and Merit Based Award Scholarship Scheme, Directorate of Tribal Welfare).

The other blocker sits at the payment end rather than the application end. The circular makes Aadhaar seeded account details mandatory and states that the payment will not be credited if the Aadhaar is not seeded to the account, so a sanctioned award can still sit unpaid on a technicality the student controls.

Renewal conditions

A board result happens once, and the award is written to match it. The circular splits the Gagan Bharari Shiksha Yojana uploads into a fresh list and a renewal list, then gives this award a single undivided list with no second version at all (Gagan Bharari Shiksha Yojana and Merit Based Award Scholarship Scheme, Directorate of Tribal Welfare). A student who qualifies on the SSC result and again on the HSSC result two years later files two unconnected applications, not a continuation of the first.

The published amounts do not agree with each other, and both sources are the Goa government's own. The Directorate's circular for the cycle carries one set of figures; the scheme page on the portal where the application is actually filed carries a higher set for every band below the rank holder award.

Neither document mentions the other and neither calls its own slabs provisional or revised, so a reader cannot tell from the pages themselves which set is operative for a given result year. The rank holder award is the one line both agree on, and it is also the only part of the scheme that carries something other than money: the top five in each stream are felicitated at a public function, with a certificate of appreciation handed over there.

Documents required

The portal's list runs to six items, every one of them a scan, with nothing accepted in physical form and no single file allowed past 200kb (Merit Based Scholarship Scheme for ST Students, Chief Minister Scholarship Portal).

Two entries on that list carry a hidden condition. The bank passbook has to belong to an account already seeded with Aadhaar, which the circular spells out and the older scheme listings do not. The Aadhaar card goes up with a consent form, and the portal publishes that form as a download of its own rather than leaving a student to draft one (Chief Minister Scholarship Portal, Government of Goa).

What the Tribal Welfare list leaves out is just as useful to know. The Social Welfare version for SC students demands a residence certificate and a birth certificate or proof of Goan origin on top of the caste and income papers (category wise list of eligible schemes, Chief Minister Scholarship Portal). An ST applicant working from that page will chase paperwork this award never asked for.

How to apply

Everything happens on the Chief Minister Scholarship Portal, and the step that decides the outcome is the last one, not the first. Registering and filling the form leaves the application with the student; it only starts moving once it has been submitted to the school, institute or directorate for verification (Chief Minister Scholarship Portal, Government of Goa). Until then the Institute Nodal Officer has nothing to open, which is why the Directorate's circular presses schools to clear the files they hold as these come in rather than at the deadline.

Status checking needs no credentials at all. The portal's Track Application panel takes the academic year, the Aadhaar number and the date of birth, with no login and no application number, so a parent can look up where a file has reached without the student's portal password (Chief Minister Scholarship Portal, Government of Goa). Because the money moves to the Aadhaar seeded account, a file that has cleared verification with nothing credited against it usually points at the bank details rather than at the application.

Selection process

Nothing here is a competition once the marks are in. The band award is a threshold test applied to a mark sheet, and the rank holder award is settled by the board's own result, so the Directorate is verifying an entitlement rather than ranking applicants against one another.

Verification runs in two tiers with a dated cut off published for each: the Institute Nodal Officer clears the application first, then district level verification closes it out (Chief Minister Scholarship Portal, Government of Goa).

That shifts most of the risk onto the upload. A scan nobody can read, or one that breaks the 200kb ceiling the scheme page sets, fails at the first tier on form rather than on merit (Merit Based Scholarship Scheme for ST Students, Chief Minister Scholarship Portal). The school is where that gets fixed, and it has to be fixed before the Nodal Officer's own deadline, not the student's.

Terms & conditions

Three conditions decide whether a correct application turns into money, and none of them is about marks. Documents must be digital and inside the size limit. The bank account must be Aadhaar seeded before the sanction, not after it. And the income ceiling attaches only to the band award, so a rank holder who cannot produce an income certificate under Rs 5.00 lakh has still qualified for the felicitation (Merit Based Scholarship Scheme for ST Students, Chief Minister Scholarship Portal).

The instrument is also not fixed for good. It is notified afresh in a numbered circular issued with the approval of the Government, and the Directorate's circulars page carries a run of them for this award and Gagan Bharari going back to 2022, so the text a student is judged against is the one for the year the file was raised (Circulars, Department of Tribal Welfare).

Two problems do not belong at either address. A file the tracker still shows with the institute is with the school's own Nodal Officer, who is the only person who can move it to the district stage. A registration or an upload that will not go through is a fault in the portal, and the National Informatics Centre desk listed on that same contact page is the one that handles it.
