About JSSTPMSS

A Scheduled Tribe student in Jharkhand can satisfy every condition of this scholarship and still be paid nothing, because the college carries half of the application. The Department of Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare runs the scheme on its own portal instead of the national one, and a file moves only after the institution, the district welfare office and a district committee have each cleared it. The amount that lands is not a flat award either. It is capped by a notified course-group ceiling and then settled against what the college actually charges.

This is Jharkhand's own delivery of the post-matric scholarship the Union government funds for Scheduled Tribe students. The Ministry of Tribal Affairs frames it as a centrally sponsored scheme run through the states, which invite the applications either on a state portal or on the National Scholarship Portal, check eligibility and pay by DBT; the money has two parts, the compulsory fees a college charges, capped at a limit each state fixes for itself, and a maintenance amount reaching up to Rs 1200 a month depending on the course of study (Ministry of Tribal Affairs). Jharkhand chose the state portal and set its own fee limits.

The rulebook that carries those limits is specific to this stream. The parent sankalp of August 2022 reshaped the state post-matric scheme as a whole, and produced three separate notifications on the same day, one for each category the portal serves; the Scheduled Tribe one, the Jharkhand Rajya Anusuchit Janjati Post-Matric Chhatravritti Yojana Niyamavali, is the rulebook an ST applicant is actually governed by (Jharkhand ST post-matric niyamavali).

That design decides who the scheme is really for. There is no entrance test, no cut-off and no ranking of applicants, so the student it serves is the one whose college fee, hostel bill and maintenance costs are the obstacle rather than the marks. It reaches equally into a polytechnic diploma in Gumla and an MBBS seat in another state, provided the institution is on the departmental portal.

The scheme does not publish an opening or closing date that holds from year to year. e-Kalyan announces a window, then reopens it, sometimes for the better part of a year. Fresh post-matric registration for 2022-23 opened on 10.03.2023 with a first window of eight days, and the last one the portal lists for that year is a tenth extension running 22.01.2024 to 29.01.2024, by which point the college verification window for the same session had been pushed to 31.01.2024 (e-Kalyan student services). College verification runs behind the student window on its own schedule and is extended separately.

The practical reading is that a missed window is usually not final, and that the notice board is the only reliable calendar. As things stand, the portal's flash notices show post-matric registration open for 2026-27 (e-Kalyan).

Who can apply

Eligibility criteria

Half of the eligibility test is not about the student at all. Only institutions holding an AISHE or U-DISE code count, they have to register once on the departmental portal and stay registered for the recognised duration of the course, and each one has to keep its NAAC and NBA record current there so that the Tribal Welfare Commissioner's office can cross-check it against those accreditation portals (Jharkhand ST post-matric niyamavali, 2022). Registration alone is not the end of it: a college has to map its courses on the portal after logging in before any of them become selectable by a student (e-Kalyan institution services).

The parental income ceiling is Rs 2.5 lakh a year (e-Kalyan FAQ), and the niyamavali writes it as a mirror of whatever the Ministry of Tribal Affairs prescribes, adding that a revision by the Government of India takes effect in Jharkhand by itself and leaves the welfare department only to issue the consequent order. So the figure moves when Delhi moves it, not when Ranchi does. Eligibility also survives only as long as the student keeps the attendance the college or university prescribes.

Exclusions

The niyamavali bars an applicant less by category than by conduct at the counter. A bank account filled in under anybody else's name makes the application liable to be treated as cancelled, and an application the college never verifies inside its own window is annulled at that stage rather than passed on. Anyone already drawing a scholarship or financial assistance from the central or state government is outside the scheme altogether (Jharkhand ST post-matric niyamavali, 2022).

One academic session carries one scholarship and no more. Abandoning a course partway is not itself a bar, and the new course is covered where nothing was paid for the one left behind that session; but where the money had already gone out, the switch resets the student to first-year standing from the following session. Where a scholarship has been obtained on forged papers, or by showing a student as enrolled who is not studying there, the district Deputy Commissioner recovers the amount and the student is declared ineligible for any scholarship in future.

Renewal conditions

Renewal means the same course, the next academic year, on the login the student already has. The portal treats it as a distinct application type: the student picks Apply Renewal, some fields arrive pre-filled, and the previous year's marksheet, a fresh bonafide certificate and a fresh income certificate have to be uploaded again (e-Kalyan FAQ).

Keep the Application ID from the first year. It is issued once the fresh application and its scanned documents are submitted, sent by SMS and email, and asked for again at renewal. Renewal also draws a line through the middle of what a student can repair alone. Personal fields and document errors, from the name and address to the income, caste, residence and bonafide certificates, are editable from the login while the application sits unverified or pending; the academic block is not, and a wrong college name, course name or course year moves only on a written request to the District Welfare Office, applied at DNO level.

The notified figures are ceilings, not entitlements. What is payable is the actual tuition fee plus the academic allowance and maintenance fee, or the ceiling set for the student's course group, whichever of the two is lower, and the allowances the Ministry of Tribal Affairs prescribes for post-matric courses sit inside that same ceiling rather than on top of it (Jharkhand ST post-matric niyamavali, 2022). Every course group also has two ceilings, a higher one for hostellers and a lower one for day scholars.

Three things move a student between the groups. The first is the kind of course: a professional degree or postgraduate programme sits above other professional diplomas and certificates in pharmacy, nursing, paramedical branches, hotel management and the like, which sit above a plain graduate or postgraduate degree, which sits above non-degree study after Class X such as Classes 11 and 12, ITI and three-year polytechnic diplomas. The second is the college itself, because the top two groups split by NAAC band, and a C or D grade lands in the same slot as no accreditation at all. The third is whether the student is recorded as a hosteller or a day scholar.

The disbursal pattern is the ST stream's own. The department pays a Scheduled Tribe student in two installments, funded 25 per cent by the state and 75 per cent by the Government of India (e-Kalyan FAQ), which is the Centre-state ratio the Ministry of Tribal Affairs publishes for the post-matric scheme (Ministry of Tribal Affairs). The 60:40 pattern that turns up against this scheme in scheme directories is the split the same help desk publishes for the Scheduled Caste and Backward Class streams on this portal, not for this one. The niyamavali routes the payment itself through PFMS, by DBT into the student's Aadhaar-based account over the Aadhaar Payment Bridge.

What to prepare

Documents required

Three of the papers on this list will not be accepted from just any counter. The niyamavali has the applicant upload the residential, caste and income certificates issued online by the Anchaladhikari of the applicant's area or a higher authority (Jharkhand ST post-matric niyamavali, 2022), and the help desk names JharSewa as the route those originals come through, alongside the bonafide certificate the college issues and last year's marksheet (e-Kalyan FAQ). An Aadhaar number is mandatory to fill the form at all.

The bank account deserves separate attention, because it is the commonest reason a cleared file still does not pay. It has to stand in the student's own name, and the money moves only if that account is Aadhaar-seeded and mapped at NPCI. Seeding is fixed either at the bank branch or through npci.org.in, and a dormant account, meaning one with no customer transaction for two continuous years, has to be revived at the branch with KYC papers before it can receive anything.

Step by step

How to apply

The ST niyamavali disposes of the offline route in a single line, so a paper form handed in at a welfare office buys nothing. The first step online is Aadhaar authentication, which generates a Unique ID that carries the student through the rest of the form and stays valid across the pre-matric and post-matric streams (Jharkhand ST post-matric niyamavali, 2022). A first application for a course is a Fresh application; the same course in a later year is a Renewal on the existing user ID and password (e-Kalyan FAQ).

Tracking works on four separate screens, and they answer different questions:

• Where the file has reached. Log in through Student Login, open Status, and pick the academic session. The application shows as pending at college or district level, accepted, or rejected.
• Why it is stuck. Pending is the portal's word for a repairable defect: documents not uploaded or incomplete, a fake or invalid document, Aadhaar and bank account not linked, a name or date of birth mismatch, or an error in the institution or course details. A file parked for weeks at DNO, DLC or Account Approving level usually has a seeding problem sitting under it, so the department tells students to settle that before asking the District Welfare Office, through their college, to move it on.
• Whether the money can land. Aadhaar Mapped Status, reached at npci.org.in under Consumer and then Bharat Aadhaar Seeding, answers whether the account is mapped. Each year's schedule page also carries a Student Bank Details Status service of its own.
• Whether the college exists on the system. Know Your College Registration Status takes a Within State or Outside State choice and then a reference number or an AISHE code, and it settles the case where a college simply never appears in the dropdown.

The portal also pushes an SMS to the registered mobile number at each stage of registration, verification and payment, so a silent phone for a long stretch is itself a signal to open the status screen. Note that the edit windows are not open all year: the department lists Edit Post-Matric Application and Edit Uploaded Documents as services available only while an application is unverified by the college or pending at college or DA level (e-Kalyan student services).

Selection process

There is no selection in the competitive sense. Every applicant who clears the eligibility test and the verification chain is approved, which makes the chain, not merit, the thing worth understanding.

Two features of that committee are worth knowing. It is chaired by the Deputy Commissioner and vice-chaired by the Deputy Development Commissioner or the project director of the Integrated Tribal Development Agency, with the district welfare officer as member secretary, so tribal-welfare administration sits at the top of the approval as well as at the desk below it. Colleges outside Jharkhand are cleared on a separate track, by a state committee the Tribal Welfare Commissioner chairs and a deputy director of his office serves as member secretary, which is why an out-of-state file often lags a within-state one. The State Nodal Officer, who is the Tribal Welfare Commissioner or an officer he authorises, then forwards the district payments to the Government of India's portal.

Terms & conditions

Attendance is a continuing condition rather than a one-time check: staying eligible means keeping to the attendance system the institution or university prescribes. The course groups themselves are not fixed for good either, since the department holds the power to amend them and the Tribal Welfare Commissioner the power to add or drop a course or change its name, so the slot a programme sits in can shift between cycles.

The heavier obligations fall on colleges. A registered institution appoints an Institute Nodal Officer, files a self-audited report to the Tribal Welfare Commissioner every six months, uploads geo-tagged photographs of its campus and of any hostel where scholarship holders live, and, if it is outside Jharkhand, faces physical inspection by two-member teams once every three years, with the Commissioner empowered to act on any irregularity found. The scheme itself is audited and socially audited each year and evaluated once in three years (Jharkhand ST post-matric niyamavali, 2022).

Grievances have a defined route rather than an inbox. The niyamavali gives a student two ways in, the portal itself or email, then splits what arrives by level: district-level matters land with the district welfare officer, state-level ones with a cell under the Tribal Welfare Commissioner, and the answer goes back by whichever route the complaint came in on (Jharkhand ST post-matric niyamavali, 2022). For a record a student cannot change from the login, the District Welfare Office is the authority, and a student studying outside Jharkhand approaches the office of the home district rather than the college's district (e-Kalyan FAQ).
