About KCVY

Jharkhand put this scholarship in place against a worry its sports department wrote into the resolution's opening line: that players of the state drift away for want of a livelihood instead of taking sport up as one. The money that follows is settled by a single test, where the athlete finished in a recognised competition the year before. The monthly figures travel everywhere; the conditions that decide whether the payment survives a second year sit in two departmental documents almost nothing quotes.

This is an athlete's stipend, not a student's scholarship. Nothing in it is keyed to a class, a board percentage or a college seat; the qualifying event is a championship and the qualifying evidence is a result certificate. The department's own description of it, posted when it opened the scheme for public comment on Jharkhand MyGov in 2019, is just as narrow: the vritika goes to medal winners from Jharkhand at state or national level, for their training and diet (Sports Scholarship (Khel Vritika) Scheme for Sports Person, Jharkhand MyGov).

The rule book is split across three of the six resolutions the directorate keeps on file. Memo 1938 of 6 November 2006 created the scheme. Memo 350 of 25 February 2008 widened the competitions that count and left the rest of the 2006 text standing. Sankalp No. 04 of 10 June 2022, the Jharkhand Sports Policy, then set up a player scholarship of its own on a different basis, which is why a search for a Jharkhand sports scholarship comes back with two schemes wearing nearly the same name (Directorate of Sports and Youth Affairs, Resolutions).

Important dates

The vritika runs without a published calendar. Its myScheme record carries blank open and close dates, and the directorate has never posted an application window for it on the site. The calendar that binds sits inside the eligibility rule instead: the performance being judged belongs to the previous year, and the renewal form falls due once a year, so one season's results feed the next round of claims.

The list to watch is the directorate's Notice section rather than the scheme description. Through 2026 its notices have run to original medal certificates for cash awards, grants to sports associations and the new khilari pension sankalp, and that is the same place an application window for the vritika would be posted (Directorate of Sports and Youth Affairs, Notices).

Who can apply

Eligibility criteria

Two things have to be true at once: the applicant is a permanent resident of Jharkhand, and the applicant placed in a recognised competition during the previous year. The 2006 resolution sets no age band, no family income ceiling and no category condition anywhere in its text. What it fixes instead is the standard of the meet and the position finished in it.

Which sports count is settled by one line most summaries skip. The clause on included sports covers every discipline played at the National Games, so the question to ask is whether the sport is on that programme, not whether the directorate runs an academy in it (Sankalp 1938 of 2006, Khel Chhatravriti (Vritika) Yojana; Resolutions).

The 2008 amendment then reached past championship podiums. It brought in athletes who finish first, second or third at School Games Federation competitions, at national competitions organised by the Sports Authority of India, and at national-level rural and women's sports competitions, and it wrote in players attached to the state's day boarding and residential training centres by name (Sankalp 350, Sports Scholarship to Sportsperson; Resolutions).

Exclusions

What disqualifies an applicant here is usually another benefit, not a missing paper. An athlete drawing a stipend, honorarium or scholarship under any other sports scheme, or living on the free diet and accommodation one of them provides, stands outside the vritika for as long as that continues. The 2006 resolution lets the earlier benefit be surrendered and the application follow; it does not let the two be held together.

One category survives the bar. A fee waiver or a scholarship the athlete takes from their own school, college or university for studies is not counted as a competing sports benefit.

The other rejection is quieter, and it happens at the certificate. Where the result rests on a measured figure, the date, the time, the distance, the height, the weight or the points, that detail has to be obtained from the association concerned and attached to the form. The resolution's wording is that the application will otherwise not be considered at all.

Renewal conditions

The award runs for a year at a time. It can be renewed for the following year only where the department can see clear progress in the sport, or at least that the athlete's proficiency has been held, and the 2006 resolution says in terms that taking part in national-level competitions is not by itself enough to earn the renewal.

Renewal is an act, not a default. The holder has to fill and send a renewal form every year; without it the vritika is terminated, in the resolution's own words even for an athlete who would otherwise still qualify. The 2008 amendment adds the mirror rule for the athletes it brought in: where performance declines, the scholarship is not renewed from the following year (Sankalp 350; Resolutions).

The vritika is paid by the month, and the 2006 resolution sets it out as a rate card rather than one figure: the standard of the competition and the place finished in it decide the slab, so two athletes off the same state squad can draw different amounts. Payment is released through the Directorate or the Jharkhand State Sports Authority, which makes the athlete's bank account the last step of a departmental process rather than the first.

One line of that rate card is worth checking. The myScheme entry reproduces the slabs but leaves the row for a performance equalling a national record with no amount beside it; the 2006 resolution does carry a rate there, and it is the same monthly figure it pays for a fourth to eighth place at a national championship (Sankalp 1938 of 2006; Resolutions).

The Jharkhand Sports Policy 2022 then added a khiladi chhatravriti of its own, run by the same directorate but rated by the category an athlete competes in rather than by the place finished, and awarded on the strength of a state medal and national participation. It is the table most current pages about a Jharkhand sports scholarship are actually quoting:

The same clause adds an allowance for sports equipment to athletes performing well at state level, set at its own rate for each of the three categories and paid once a year rather than folded into the monthly amount (Jharkhand Sports Policy 2022).

One route in the 2006 rate card carries a condition that is easy to miss. An athlete on contract or in regular service with another state or organisation who wants to represent Jharkhand can be paid an amount that makes good the honorarium or salary being given up, and the resolution attaches a qualifier to it: the athlete or the team has to have taken a podium place at national level (Sankalp 1938 of 2006; Resolutions).

What to prepare

Documents required

Identity, age and residence proofs make up most of the list and settle nothing. The paper that decides an application is the performance certificate, and it has to come from the recognised association or the organising body carrying the event's own particulars, not a general line confirming the athlete took part.

Two other items do specific work. The bank passbook copy or cancelled cheque matters because this is a recurring monthly release from the directorate rather than a single transfer. The No Objection Certificate is what opens the salary-matching route for an athlete still registered with, or employed by, another state or organisation.

How to apply

The scheme record puts the application mode as offline and sends athletes to the directorate's website for the form (Khel Chhatravriti (Vritika) Yojana, myScheme). Running alongside it, the directorate now operates a sportsperson portal: the announcement strip at the top of every page of its site reads that applications on the sports portal are open, with Registration and Login links next to it (Directorate of Sports and Youth Affairs).

Registration creates a player account before any scheme claim is made. The form asks for date of birth, Aadhaar number, mobile number, category, permanent and current address down to the block and gram panchayat, and the sport, chosen from a fixed dropdown that runs from archery and athletics through kabaddi, karate and taekwondo (player registration). It is a one-time step the department's later scheme processes read from.

There is no status screen published for a vritika claim, and no application number to quote. What the directorate gives an applicant to follow up with is the login created at registration, and the telephone enquiry line and email printed in the footer of every page of the site, +91 0651 2400740 and kheljharkhand@gmail.com (Contact Us, Directorate of Sports and Youth Affairs). Since the money is released by the Directorate or the Jharkhand State Sports Authority rather than through a bank-side scheme portal, a month that does not arrive is a question for that office and not for the branch.

How winners are picked

Selection process

No officer signs these off alone. The 2006 resolution constitutes a selection committee to examine the applications and pick athletes on sports performance and eligibility, chaired by the Secretary of the department with the Director as member secretary. Seated with them are the Executive Director of the Jharkhand State Sports Authority, the Deputy Directors (Krida) for headquarters and for the tribal region at Ranchi, the administrator of the Sports Authority of India centre at Ranchi, the head of sports at Tata Steel in Jamshedpur, and two of the state's former international players nominated by the department.

The resolution then closes the clause hard: the committee's decision alone is final and binding, and no correspondence on the subject will be accepted. The Sports Policy 2022 puts a different committee over its own khiladi welfare fund, chaired by the Director with the Deputy Director as member secretary and seating under secretaries from the finance and the departmental side, a Jharkhand Olympic Association representative and two eminent players nominated by the department (Jharkhand Sports Policy 2022).

Terms & conditions

Three conditions run through every version of the scheme. One sports benefit at a time, with the earlier one given up before this one starts. Association-certified evidence of the result, or the application is not read. And a renewal that has to be both earned and filed each year.

The 2008 amendment states that the remaining conditions of the 2006 resolution stay as they were, which is why the older document is still the operative rule book for anything the later ones do not touch. Each takes effect from the date of its own approval, and each was ordered published in the next issue of the Jharkhand Gazette (Sankalp 350; Resolutions).
