Jharkhand State Scheduled Tribe Pre-Matric Scholarship Scheme(JSSTPMSS-2)

The department does not publish opening and closing dates for pre-matric. Its schools schedule page carries a status rather than a calendar, saying whether registration and district verification are open, and as of today the portal notice board reads that pre-matric registrations for 2026-27 are opened. Practically, the date that binds a family is whatever cut-off the school sets for handing papers to the headmaster.

For the two senior classes there is a published timeline, and the central guidelines describe it as suggestive rather than binding on the state.

Category, school and, in the senior classes, family income are what the department checks, in that order. The child has to belong to the Scheduled Tribe and to Jharkhand, and the school has to be one the state government runs, which is how the department's pre-matric schedule page states the scope. That is narrower than the central scheme standing behind the two senior classes, which counts a school recognised by a government or by a board of secondary education as well, under the central guidelines.

The filter that catches families is the school, not the child. A school reaches the portal only after the Education Department's designated officer clears its headmaster as Institute Nodal Officer and the District Welfare Office issues the user ID and password, as the portal's own answers set out. Until that has happened, an eligible child in that school has no way in, because there is no student-side registration to attempt.

Below class 9 no income limit is set at all, so nothing has to be proved about family earnings. From class 9 the ceiling is Rs 2.5 lakh a year, and what the portal actually collects for it is a self-declaration of income signed by the parent or guardian, uploaded by the school when the student is registered or accepted on transfer, per the pre-matric answers.

The department publishes no separate bar list for this scheme, so the honest guide is its own account of why applications stall. e-Kalyan names incomplete or incorrect entries, documents that are missing or unreadable, bank details not linked with NPCI so that direct transfer cannot run, a school that failed to verify inside the window, a duplicate application for the same student in the same academic year, and a student outside the income or category test.

For the two classes the Centre pays into, the central guidelines add conditions the state half does not carry: the student must not already be drawing another scholarship, and a repeated class is not funded twice, because the award covers any one class only once. The same guidelines say a student found to have stated wrong or misrepresented facts becomes ineligible and is liable to be debarred from the scheme.

Renewal is a portal action by the school, and it does not restart the child's identity. Once Aadhaar authentication has produced the student's unique ID, the state rules keep that ID valid for the years that follow, with no fresh entry required. The headmaster opens General Services, picks Pre-Matric Registration for the session and then Renewal Application Registration, calls the student up by Aadhaar number or application ID, sets the new class and the student type, enters the admission date and confirms the bank details, as the portal instructs.

For the two senior classes, the central guidelines attach a condition to the renewal itself: the award continues subject to good conduct and regularity in attendance, and is renewed for class X once the student passes class IX.

The portal publishes one figure per class band for the academic year, and the state rules count that as ten months of scholarship.

The middle band did not always read that way. As first notified, the hostel rate for classes 6 to 8 sat below the day-scholar rate, and an amendment that December raised it to the single figure the portal now publishes for the band, which is why boarding no longer changes what a child in that band is paid. Listings compiled before that amendment still show the older, lower hostel rate.

Where the money can go is fixed by class. Up to class 8 the account may belong to the student, a parent or a guardian; for classes 9 and 10 it has to be in the student's own name, per the portal's document list. An account linked with Aadhaar is paid straight through the Aadhaar Payment Bridge System, and one that is not linked is paid by NACH instead, so a payment does not simply fail for want of a link.

What trips families up is not the list of papers but the state of the bank account behind them. An account can be linked to Aadhaar at the branch and still not be seeded on the NPCI mapping, and it is the seeded mapping that a government transfer travels on, a distinction the portal spells out along with the way to check the mapping yourself.

The second thing worth knowing is that most of this is typed, not uploaded. When the headmaster registers a new student he enters the name exactly as it reads on Aadhaar, the date of birth, the Aadhaar number, the caste certificate number, the income certificate number and the bank details, in the registration screen the portal describes.

Because that entry is authenticated against UIDAI, a name or date of birth changed at an Aadhaar centre shortly before registration throws an Aadhaar Mismatch until the update has synchronised, which the portal treats as a waiting problem rather than a paperwork one, to be settled by checking the update status on the UIDAI portal or at the Aadhaar centre.

There is no student login for this scholarship. The sequence is fixed by the state rules, and every step of it belongs to an officer:

1. The District Welfare Officer, acting as District Nodal Officer, issues a login to the headmaster of each state government school in the district.
2. The headmaster registers the school on e-Kalyan against its UDISE code.
3. The headmaster enters each eligible student's name, date of birth and Aadhaar number, and the record is put through Aadhaar authentication.
4. Authentication generates the student's unique ID, after which the rest of the application details are filled in.
5. The school verifies its own entries, and the verified list moves to the District Nodal Officer.
6. Applications found correct go forward for approval; anything defective is sent back to the school to fix.

Tracking runs on that unique number. The Pre-Matric Application Status page asks for the academic year and the number, and its own note tells you to enter only the last 7 digits of it. The number reaches the registered mobile by SMS when the form is submitted, and the school can retrieve it if the message is lost. The state rules also commit the portal to an SMS update at each stage, registration, verification and payment, to the number recorded against the student.

If a child moves school mid-year the payment does not move on its own. The headmaster of the old school has to initiate the transfer on the portal and the new school has to accept it before the new school can register the student at all, in the sequence the portal sets out.

There is no merit test and no ranking. Selection is a verification chain, and an application clears it or comes back with a reason attached.

School-level verification is the first rung. The District Nodal Officer either forwards the checked applications or returns the defective ones. Approval itself rests with a District-Level Approval and Monitoring Committee that the Deputy Commissioner chairs and the Deputy Development Commissioner or the ITDA project director sits on as vice chair. The District Welfare Officer who forwarded the file is the committee's member secretary, so the officer who moved it is also the one who records its approval, alongside the district's education, treasury, NIC and lead bank officers.

The state rules put a clock on that last rung: the Deputy Commissioner is to have the list placed before the committee scrutinised and approved within seven days.

The rules spend an unusual amount of space on the bank account, because that is where these payments die. Scholarship beneficiaries are treated as low risk customers, so once KYC has been completed the bank should not ask for it again for another ten years, and the state rules put it on the Deputy Commissioner, working through the lead bank's district manager, to see that no eligible student loses a scholarship because an account has gone dormant.

Dormancy has a plain definition worth knowing before it bites. The portal treats an account as dormant when no customer-initiated transaction has touched it for two continuous years, and reactivating it means a branch visit with valid KYC papers and, at some banks, a small transaction.

Rate changes are not open-ended either. Where a revision adds to the state's financial burden the state government has to make it; where it does not, the department can. That is the mechanism behind the December amendment to the middle band, and it is the reason a rate copied off an old circular is not safe to rely on.

A written complaint has its own route, and the portal is not the only door to it: the rules let a student raise a grievance by email, SMS, WhatsApp or social media as well. e-Kalyan's grievance form takes the district, the grievance type, the application number and a description, returns a reference number beginning GREV, and lets you pull the status back later with that reference or the registered mobile number. The rules also set a clock on the answer, seventy-two hours, with district matters settled by the District Welfare Officer and the rest by a cell the Tribal Welfare Commissioner heads.
