About JSSCPMSS-1

What this scholarship pays is decided by a class band and by nothing else. A Scheduled Caste child in a Jharkhand government school draws Rs 1,500 a year in Classes 1 to 5, Rs 2,500 in Classes 6 to 8 and Rs 4,500 in Classes 9 and 10, with no marks test anywhere in the rules and no income test below Class 9 (e-Kalyan help desk, Jharkhand pre-matric scholarship rulebook). The form is not the family's to file either: the headmaster submits it from the school's own login on the state's e-Kalyan portal.

The rules behind all of this are recent. The Department of Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare records in its own resolution that no pre-matric rulebook had been framed either before Jharkhand was created or after it, that the scheme was run instead on directions issued from time to time, and that students enrolled in state schools were left out of the scholarship year after year as a result (Jharkhand pre-matric scholarship resolution). Parallel rulebooks of the same design were notified on a single day, one each for Scheduled Caste, Scheduled Tribe and backward class children (e-Kalyan portal), which is why the Scheduled Caste version carries its own notification and its own scheme page rather than sitting inside one combined scheme.

The money moves on a portal the department also uses for its post-matric awards. Its dashboard for 2024-25 puts 39,23,751 beneficiaries and Rs 1,339.35 crore of benefit behind the six schemes e-Kalyan carries, pre-matric and post-matric together (e-Kalyan portal). Almost none of the pre-matric share of that is assembled by families; it is assembled inside headmasters' logins.

Important dates

The rulebook fixes no calendar date for this scheme, and the portal publishes the window as a state rather than as a deadline. Its notice board carries pre-matric registration for 2026-27 as opened (e-Kalyan portal), and the schools schedule for 2025-26 heads a column "Opening & closing dates" that holds nothing but a status, registrations opened against the school login and verifications opened against the district stage (e-Kalyan schools schedule).

Extensions do get notified, as dated departmental letters on the advertisements page, but almost every letter there belongs to the post-matric stream; the pre-matric entry on that page is a date extension for 2023-24, Letter No. 1840, dated 20.10.2023 (e-Kalyan advertisements). For this stream the timing that binds comes from the rulebook instead: the child is registered as soon as the admission is taken, which puts the real work at the start of the school year.

Who can apply

Eligibility criteria

Two tests decide this scholarship, and neither is a marks test. The child must belong to a Scheduled Caste of Jharkhand, and the child must be studying in a school run by the state government inside Jharkhand, which is the territorial scope the rulebook sets for the scheme (Jharkhand pre-matric scholarship rulebook).

Income enters only at the top of the range. The rulebook fixes no annual family income limit at all for Classes 1 to 8, and from Class 9 it adopts the Rs 2.5 lakh ceiling the Ministry of Social Justice and Empowerment applies to its own pre-matric component (Jharkhand pre-matric scholarship rulebook, e-Kalyan help desk, Ministry of Social Justice and Empowerment). Two provisions soften even that: a self-declaration of annual income by the parent or guardian is acceptable, and the income certificate produced in Class 9 carries over to Class 10 without being redone.

There is one practical condition the eligibility list never mentions. The school itself has to exist on e-Kalyan, registered by its headmaster against its UDISE code, before any child in it can be entered.

The rulebook publishes no list of disqualifications, so there is nothing to quote under it. What works as one is the scope clause, since a child in a private or unaided school sits outside a scheme written for state government schools, together with the district committee's power to reject an application outright (Jharkhand pre-matric scholarship rulebook).

Renewal conditions

Nobody re-registers a child who is already in the system. Once Aadhaar authentication has produced the student's Unique ID, that ID stays valid in the following years and the details are not entered again (Jharkhand pre-matric scholarship rulebook). Each year the school reopens the record from General Services and re-registers it for the new session, which comes down to confirming the class, the student type, the admission date and the bank details rather than filling a form over again (e-Kalyan help desk).

A change of school is where a renewal quietly stalls, because the record has to be handed between two logins before the receiving headmaster can touch it. Corrections are a separate route again: Edit Pre-Matric Registration Details opens a saved record by academic year and application number, so a wrong class or a wrong account number is amended in place instead of being registered afresh (e-Kalyan help desk).

One row of that schedule has moved since it was notified. As first written the schedule paid a hosteller in Classes 6 to 8 less than a day scholar in the same band; the notification of 05-12-2022 raised the hosteller rate to the day scholar's figure, so the band now pays Rs 2,500 either way (e-Kalyan portal, e-Kalyan help desk, amendment notification). Rate tables compiled from the schedule as originally notified still carry the older, lower hostel figure.

For Classes 1 to 8 the route the money takes turns on one thing only. What to prepare

Documents required

Registration is keyed on numbers, not on scans. The headmaster types the caste certificate number and the income certificate number into the pre-matric screen, and the child's identity is settled by Aadhaar authentication rather than by a document check, which is why a name or date of birth changed at an Aadhaar centre and not yet synchronised with UIDAI throws a mismatch at submission (e-Kalyan help desk, Jharkhand pre-matric scholarship rulebook).

Two details decide whether the entry goes through. Up to Class 8 the Aadhaar-linked account may stand in the name of the student, the parent or the guardian, but from Class 9 it has to be in the student's own name; and for Classes 9 and 10 the paper the school actually uploads is the parent or guardian's self-declaration of income (e-Kalyan help desk).

How to apply

Three logins run the scheme, and none of them belongs to the family. The headmaster or officer in charge of a school holding a UDISE code is the Institute Nodal Officer, the District Welfare Officer is the District Nodal Officer, and the Tribal Welfare Commissioner or an officer authorised by him is the State Nodal Officer (Jharkhand pre-matric scholarship rulebook). The District Welfare Officer issues the school its credentials, the headmaster registers the school against its UDISE code, and eligible children are then entered and Aadhaar authenticated from that login. The rulebook makes registration compulsory as soon as a new admission is taken, not at the end of the year.

Tracking the Application and the Payment

Everything a family can see afterwards is keyed to one string, the application number that doubles as the child's unique ID, and the school office can produce it for a parent who never noted it down (e-Kalyan help desk). The Pre-Matric Application Status page, reached from More Links on the portal, wants the academic year and that number, and its own note narrows the box to the last seven digits of it (e-Kalyan application status). The portal is also required to push an SMS to the registered mobile at registration, at verification and at payment, so a family holding that number can watch the file move without logging in anywhere (Jharkhand pre-matric scholarship rulebook).

When a file has cleared and no money has arrived, the portal points at the bank account before anything else: get it Aadhaar seeded and mapped with NPCI, and take it to the District Welfare Office only after that (e-Kalyan help desk).

How winners are picked

Selection process

There is no merit list and no cut-off here. The school verifies its own entries, the District Welfare Officer either forwards a correct application or sends a defective one back to the school for correction, and a district level approval and monitoring committee chaired by the Deputy Commissioner, with the District Welfare Officer as its member secretary, takes the decision to accept or reject (Jharkhand pre-matric scholarship rulebook).

What that committee is asked to satisfy itself about is narrow: whether the factual information the school entered for the child is correct and fit for approval (Jharkhand pre-matric scholarship rulebook). Nothing in the test is competitive, so an application either survives its own paperwork or comes back for repair.

Aadhaar authentication is the gate to everything else, since the Unique ID it creates is what the portal recognises in later years. Bank hygiene is written into the rules as a departmental duty rather than a family's problem: the Deputy Commissioner, working through the district manager of the lead bank, is made responsible for seeing that a completed KYC is not demanded again within the cycle allowed for a low risk customer, and that no eligible child loses the scholarship because the account has gone dormant (Jharkhand pre-matric scholarship rulebook).

The same notification puts the Tribal Welfare Commissioner in charge of surveying the scheme, having it socially audited and getting it evaluated by a third party.
