About JSBCPMSS

A Backward Class student in Jharkhand does not get a fixed scholarship amount. The department pays whichever is lower, the fee the college actually charges or the ceiling fixed for that course group, which is why two classmates sitting in the same room can be credited different sums. For Backward Class students the money arrives as a single payment rather than in installments, and everything from registration to grievance runs on one state portal.

The scheme is the Backward Class arm of Jharkhand's post-matric scholarship, run by the Department of Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare through the e-Kalyan portal. It picks up where school scholarships stop, at Class 11 and above, and it was rewritten in its current form by Sankalp no.2587 dated 29-08-2022, which the department still publishes as the operative post-matric niyamavali on the e-Kalyan home page. The same resolution created three parallel rulebooks on the same portal, one each for Scheduled Caste, Scheduled Tribe and Backward Class students, so a Jharkhand college handles all three through a single login.

The portal is not a small operation. For the academic year 2024-25 it reports 21,01,086 post-matric beneficiaries out of 39,23,751 across its six schemes, with a total benefit amount of 1,339.35 Cr., on the department's own dashboard figures. Those counts cover the Scheduled Caste, Scheduled Tribe and Backward Class streams together, so they describe the machinery a BC applicant is entering rather than the size of this scheme alone.

Eligibility is written around the course rather than the stage of study, so one rulebook covers a Class 11 student, an undergraduate in a general degree and a doctoral researcher alike, and what separates them is the course group their programme is placed in and the ceiling attached to that group, under the state post-matric niyamavali. What the rulebook does not settle is whether you can apply at all.

Important dates

e-Kalyan runs the post-matric cycle without a fixed annual calendar. The department notifies a schedule per academic year and then extends it, repeatedly, as colleges finish verification. The 2024-25 post-matric cycle is the clearest illustration of the pattern.

Read that as a warning rather than as permission. Both rows on that page start at Extension 1, so even the earliest window the portal lists for 2024-25 was already a revision, and college verification for that year was still running in December 2025, on the same schedule page. A student who banks on the next extension can still lose the year, because the rules annul an application the college has not verified inside its own slot. For the running cycle the portal's flash news says Post-Matric Registrations (2026-27) are Opened, on the e-Kalyan home page, while the newest dated student schedule on the Student Services & Schedule (Post-Matric) menu is still the 2024-25 one, so the live dates have to be read off the portal rather than off any published calendar.

Who can apply

Eligibility criteria

Your college decides whether you can apply at all. Only institutions holding an AISHE or U-DISE code, registered on e-Kalyan and cleared by the approving committee, appear in the application dropdown, and the department's help desk answers the missing-college question by naming exactly two causes: the college has not registered, or its registration is still awaiting approval from the State-Level Committee for colleges outside Jharkhand and the District-Level Committee for colleges inside it, per the post-matric FAQ. Until that clears, there is nothing for a student to fill in.

The department states the student test compactly: a resident of Jharkhand, in the Scheduled Tribe, Scheduled Caste or Backward Class category, with a family annual income of Rs 2.5 lakh or less, studying in a college registered on the portal, again in the post-matric FAQ. That test is written once for all three streams the portal serves; on this scheme the category slot is fixed, and it is a Backward Class caste certificate that fills it. The income ceiling is not a Jharkhand invention. The state rules peg it to the provision set by the Ministry of Social Justice and Empowerment and say that a revision by the Government of India is treated as self-operative in Jharkhand, with the welfare department left as the authority competent to issue the consequent order, in the state post-matric niyamavali.

Studying outside the state does not disqualify you. A Jharkhand resident enrolled in a college in another state can apply, provided that college is registered on e-Kalyan and approved by the State-Level Committee, which is why out-of-state applicants often wait on their institution rather than on their own paperwork.

Exclusions

Where myScheme leaves the exclusions field for this scheme blank, e-Kalyan fills it in. The portal's eligibility page answers the question Who cannot Apply for Scholarship with two bars: a student of any category other than SC, ST and BC, and a Backward Class student whose annual family income is more than Rs. 2,50,000, on the e-Kalyan eligibility page. A third bar sits in the rules instead of on that page, and it is the one that catches students who have already found money elsewhere: anyone drawing another scholarship or financial assistance from the central or state government is not covered here, under the state post-matric niyamavali.

Two further disqualifiers surface only after the money has moved. A student who has already drawn a scholarship for a course cannot draw a second one for the same academic session, so leaving a course midway and joining another one only works if the first course went unfunded that year. And a student who obtains the money on forged or manipulated documents faces recovery of the amount by the district Deputy Commissioner along with a bar from any scholarship in future, under the state post-matric niyamavali. The clause after it puts the college on the hook where a student shown as enrolled is not actually studying there.

Continuation

Renewal conditions

Renewal is a separate application, not a continuation that happens by itself. The department defines a renewal as a student who applied through e-Kalyan for a course earlier and is applying again for the next academic year of the same course, and it requires the previous year's marksheet, the bonafide certificate and the income certificate to be uploaded afresh each time, in the post-matric FAQ. The Application ID generated the first time matters here: the department tells students to keep it precisely because renewal asks for it.

One renewal failure is common enough that the help desk documents it. If the course year was entered wrongly in the earlier application, the portal answers a renewal attempt with an "Already Exists" message, and the correction has to come from the District Welfare Office rather than from the student's own login, per the post-matric FAQ. Fresh and renewal applications share one registration window on the annual schedule, so a renewal missed in that window waits for the next cycle.

The published slab is a ceiling, not an entitlement. The rules set a separate limit for each course group, with the hosteller's limit above the day scholar's in every one of them, and then direct that tuition fee, academic allowance and maintenance fee be paid at their actual value or at that limit, whichever is lower, with nothing above it payable in any circumstance, under the state post-matric niyamavali. The academic allowance and other dues that the Ministry of Social Justice and Empowerment prescribes for backward class post-matric courses are counted inside that same limit rather than added on top of it.

The payment pattern is where Backward Class students differ from their classmates on the same portal. Scheduled Tribe students are paid in two installments, funded 25% by the state and 75% by the Government of India; for Backward Class students the scholarship is a one-time payment funded 40% by the state and 60% by the Centre, according to the post-matric FAQ. Scheduled Caste students carry the same 40% and 60% split, and for them the department adds that the Centre's share can be followed on the PFMS portal. That is the honest reason a BC student sometimes sees one credit where a hostel-mate sees two.

What to prepare

Documents required

Where the documents come from matters as much as which ones you gather. The department asks for the original income, caste and residential certificates issued online through Jharsewa, plus a bonafide certificate from the college and the previous academic year's marksheet, in the post-matric FAQ. The word original is doing work in that list: the department wants the certificate as Jharsewa issues it online, and a fake or invalid document is one of the causes it names for an application being marked Pending.

Bank paperwork has moved out of the form. The department's note on the post-matric schedule for 2024-25 tells students they are not required to enter bank account number or IFSC code in the post-matric application at all, because the amount is transferred to the Aadhaar-linked account through ABPS, on the student services and schedule page. What replaces that field is a check you have to run yourself: whether the account is actually seeded and mapped to your Aadhaar at NPCI.

Step by step

How to apply

Applications are online only, and the route is the same for a student in Ranchi and one in a college in another state. Register once with your Aadhaar number, collect the user ID and password the portal sends to your mobile or email, log in, then pick the department and the scheme and fill the student, academic and eligibility sections, as the portal's own how-to-apply steps set out; those generic steps still name a bank section that the post-matric form has since stopped asking for. Documents go up as original scanned copies in JPG or JPEG at a 150 KB file size, and the printed, signed form is uploaded with them, per the post-matric FAQ. An Application ID follows once every scanned document has uploaded successfully, by SMS and email.

Tracking runs through that same login rather than through a public reference number. Sign in through Student Login, open the Status option and pick the academic session to see how far the file has travelled, as the post-matric FAQ sets out. Older records sit elsewhere: application status for the academic years 2014-15 to 2021-22 has its own link on the student services and schedule page.

A status of Pending is a repair notice, not a rejection. The department lists its causes as documents not uploaded or partly uploaded, fake or invalid documents, an Aadhaar and bank account that are not linked, a student detail mismatch such as name or date of birth, wrong institution details and wrong course details, in the post-matric FAQ. Where the file sits pending at the district or approving-officer level for a long stretch, the department's own advice is to confirm the Aadhaar seeding and NPCI mapping first and then approach the District Welfare Office through your college.

If the payment stage is the one holding you up, the seeding status can be checked directly. The department points students to npci.org.in, then Consumer, Bharat Aadhaar Seeding, Aadhaar Mapped Status, where the Aadhaar number and the OTP sent to your registered mobile confirm whether the account is mapped, again through the post-matric FAQ.

How winners are picked

Selection process

There is no competitive stage. The Backward Class niyamavali publishes an eligibility test and a verification chain, and no merit list, rank, quota or interview appears anywhere in it. Verification runs in four steps, from the Institution Nodal Officer to the District Nodal Officer, then to the District Level Committee and finally to the Account Approving officer, as the post-matric FAQ describes. An application the college never verifies is annulled at that first stage rather than carried to the next one.

The district committee that signs off is chaired by the Deputy Commissioner, with the District Welfare Officer as member secretary and the district education, treasury, NIC and lead bank officers on it, under the state post-matric niyamavali. Rejection, when it comes, is final for that cycle: the department says no further action is possible on a rejected application and the student has to apply again in the next cycle with corrected details.

Fine print

Terms & conditions

Most of the standing conditions bind the college rather than the student, which is useful to know when a file stops moving. Institutions have to register once on the departmental portal, keep the registration valid for the recognised duration of the course, keep their accreditation records current on the portal, upload geo-tagged photographs of the campus and of any hostel where beneficiaries live, appoint an Institute Nodal Officer, and file a self-audited report with the Tribal Welfare Commissioner every six months, under the state post-matric niyamavali. Colleges outside Jharkhand are additionally subject to physical inspection by two-member teams every three years.

On the student's side the conditions are lighter but not nominal. The attendance system prescribed by your institution has to be met, the online application is the only accepted route with offline submission expressly excluded, and the bank account named must be your own Aadhaar-based account, since an account in another person's name makes the application liable to be treated as cancelled, under the same rules. The department also reserves the power to amend the course groups, so the group a programme sits in can change between cycles.

For anything specific to your own file, the college's Institute Nodal Officer is the first stop, because that officer holds the login your application sits behind.

Complaints have a defined route rather than an inbox. A student can lodge a grievance directly on the portal or by email; district-level complaints are forwarded to the District Welfare Officer and state-level complaints to the Tribal Welfare Commissioner in Ranchi, who heads the cell that disposes of them, with the answer coming back through whichever channel the complaint arrived on, under the state post-matric niyamavali.
