Overview

About IPT

The District Industries Centre places an unemployed young person from the Union Territory inside a working industrial unit for a year and pays a monthly stipend while the trade is learned by doing it, so that the trainee can afterwards start a venture or take a job in an established industry (In-Plant Training, District Industries Centre, Government of Puducherry). That is the whole of the In-Plant Training component of the Development of Industries scheme: a placement inside a factory, a year of it, and a payment every month.

Two different parties are paid, and it helps to keep them apart. The trainee receives the monthly stipend. The industrial unit that hosts the trainee receives a separate, much smaller payment towards raw material the trainee spoils while learning (G.O. Ms. No. 6/DI&C(SW)/DIC/EI/2023-24, Gazette of Puducherry No. 75, 6 October 2023). Nothing here is a fee waiver and nothing is a loan.

The stipend figures circulating on scheme listings are the old ones. A notification issued by the Department of Industries and Commerce on 4 October 2023 amended the pattern of assistance and raised each of the three bands to three times its earlier level, with effect from 1 April 2023 and with the concurrence of the Finance Department (G.O. Ms. No. 6/DI&C(SW)/DIC/EI/2023-24, Gazette of Puducherry No. 75, 6 October 2023). The department's own In-Plant Training page now prints the revised rates (In-Plant Training, District Industries Centre, Government of Puducherry), while the Yanam regional administration's listing of the same scheme still shows Rs 1,500, Rs 2,500 and Rs 3,000 with the old Rs 300 wastage figure beside them (Development of Industries Scheme, Yanam, Government of Puducherry).

The centre running it has been in place a long time. The District Industries Centre was set up on 1 July 1978, works out of Thattanchavady in Puducherry, and keeps sub-offices in Karaikal, Mahe and Yanam, which is why a candidate in any of the four regions applies to a local office rather than travelling to the capital (About Us, District Industries Centre, Government of Puducherry). How many trainees are taken in a given year is not published: the department states the trades and the cycle, not an intake figure.

The scheme record carries no opening or closing date, which matches how the department runs it: the December advertisement is the trigger, not a published deadline (In-Plant Training Component of the Development of Industries Scheme, myScheme). The Yanam listing of the parent Development of Industries scheme shows a scheme period running from 1 January 2021 to 31 December 2031, so the component is not one of the short-lived announcements (Development of Industries Scheme, Yanam, Government of Puducherry).

Who can apply

Eligibility criteria

The gate has an age band, an employment status, a schooling floor and a residence test, and the last of those is the one that turns applicants away. You must be between 18 and 35 years of age, unemployed, and have passed at least Class 10 (SSLC), with anything further that the particular trade demands; and you must be a native of the Union Territory of Puducherry or have lived in it continuously for the past three years (In-Plant Training, District Industries Centre, Government of Puducherry). Residence is proved by a birth certificate, an education certificate or a residence certificate (Development of Industries Scheme, Yanam, Government of Puducherry).

The schooling condition works differently from the way it reads. SSLC is the floor for the scheme, not the standard for every trade: the qualification actually required is the one fixed for the trade you name, and a trade may sit higher (Training, District Industries Centre, Government of Puducherry). A higher degree than the trade asks for does not lift you into a better paid band, which is the point most applicants get wrong and which the Award section sets out.

Who cannot apply

Exclusions

One line in the department's scheme manual removes a whole class of applicants before anything else is read: a candidate should not have undergone similar training under a Central or State Government scheme or their agencies (Rules, Regulations, Instructions and Manual, District Industries Centre, Government of Puducherry). The myScheme record's exclusions field is empty, which is why the condition surprises people who read only the listing. The Yanam page repeats it in plainer words, that already trained candidates in various government schemes are not eligible to apply (Development of Industries Scheme, Yanam, Government of Puducherry). Someone already put through a state or central skilling course has, for this purpose, had their turn.

Continuation

Renewal conditions

The component runs for a year and then closes. Nothing in the published material provides for an extension, a second year, or a fresh application into the same training (Training, District Industries Centre, Government of Puducherry). What the department offers afterwards is a different scheme with its own application: Advanced or High Skill Training sponsors candidates who have finished basic training to courses at institutions in neighbouring states, and pays its own stipend (Advanced / High Skill Training, District Industries Centre, Government of Puducherry).

Which row applies to you is decided by the trade, not by your certificate. The stipend is payable on the minimum educational qualification fixed for the trade concerned, so the rate for a notified trade stays the same whether the trainee holds exactly that qualification or more (In-Plant Training, District Industries Centre, Government of Puducherry). One sentence on the department's page still carries the pre-amendment figure, saying that a trainee with a postgraduate qualification in a trade whose minimum is an undergraduate degree is paid Rs 3,000 a month; the amending notification revised the three bands above it and did not restate that line, so confirm your own band with the office before you count on it (In-Plant Training, District Industries Centre, Government of Puducherry).

The host unit is paid separately, and this money never reaches the trainee. The 2023 notification raised the compensation for wastage of raw materials to up to Rs 900 per trainee per month payable to the industry imparting the training, and the department's scheme manual carries the same figure, while the public In-Plant Training page still shows the older Rs 300 (G.O. Ms. No. 6/DI&C(SW)/DIC/EI/2023-24, Gazette of Puducherry No. 75, 6 October 2023, Rules, Regulations, Instructions and Manual, District Industries Centre, In-Plant Training, District Industries Centre).

The trades are industrial and service side rather than academic. The indicative list names Computer Application, Electrician, Electronics, Composing and Printing, Machinist, Auto Mechanic, A/C Refrigeration and Lab Technician (In-Plant Training, District Industries Centre, Government of Puducherry).

  • Higher Secondary / ITI and below: ₹ 1,500/-.
  • Any Graduate or 3 years Diploma in Engg. Or equivalent: ₹ 2,500/-.
  • Degree in Engineering or Post Graduate in Arts & Science or equivalent: ₹ 3,000/-.
  • Trainees having postgraduate qualification in a trade which requires under graduation as minimum qualification will be paid ₹ 3,000/- per month.
  • During the period of training, the trainees may waste some of the raw materials for which an amount of ₹ 300/- per trainee per month is paid to the industrial units which impart training as compensation for wastage.
  • Stipend payable will be based on the minimum educational qualification fixed for the trade concerned i.e. stipend will be the same for any notified trade irrespective of the trainee possessing higher qualification.
  • Indicative List of Trades under In-Plant Training: Computer Application, Electrician, Electronics, Composing & Printing, Machinist, Auto Mechanic, A/C Refrigeration, Lab Technician.

What to prepare

Documents required

What the scheme record does not show you is the form itself, a single page issued in Tamil by the District Industries Centre, which asks for your name, parents' or husband's name, address, telephone, the occupation of the father or husband, date of birth and age, community, educational qualification, whether you are a native or a resident of Puducherry, the trade you want to train in, and whether you have already been trained through a State or Central Government scheme or a government institution (Application form for In-Plant Training, District Industries Centre, Government of Puducherry).

Two instructions sit at the foot of that form and they are the ones people miss. Copies of the supporting certificates must be attached for the entries on date of birth and age, community, educational qualification and nativity or residence, and for the community entry and the nativity or residence entry the certificate has to be one obtained recently (Application form for In-Plant Training, District Industries Centre, Government of Puducherry). The community entry exists on the form even though the scheme sets no community condition, so filling it does not narrow or widen your claim.

Step by step

How to apply

It is a paper application, made once a year, and the calendar decides more than the paperwork does. The department advertises the intake in the local dailies during December, applications are submitted in the month of January, and the training itself commences in July (In-Plant Training, District Industries Centre, Government of Puducherry). Miss the January window and the next chance is a full cycle away.

Where the form goes depends on your region. Puducherry applicants deal with the District Industries Centre at the Industrial Estate, Thattanchavady; Karaikal has a Functional Manager at the Rural Industrial Estate, Kottucherry; Yanam and Mahe are served by the technical officers at their civil stations (Contact Us, District Industries Centre, Government of Puducherry). In Yanam the listing names the Technical Officer as the officer to be approached, and the scheme is implemented by the District Industries Centre directly or through the Puducherry Management and Productivity Council, industrial societies or non-government organisations (Development of Industries Scheme, Yanam, Government of Puducherry).

Tracking the application is the part no portal solves. The scheme record lists the application mode as offline and publishes no application website at all (In-Plant Training Component of the Development of Industries Scheme, myScheme), so there is no reference number to type in and no status page to refresh. The way to follow a submitted form is to ask the office that received it, by telephone or in person, and the department publishes a direct number for each of them.

How winners are picked

Selection process

Neither the In-Plant Training page nor the departmental scheme manual sets out marks, an interview, a merit list or a reservation formula for choosing among the applications that arrive in January, so no selection rule beyond the eligibility test has been published (In-Plant Training, District Industries Centre, Government of Puducherry, Rules, Regulations, Instructions and Manual, District Industries Centre).

What the manual does regulate is the other side of the placement. A training unit has to satisfy its own condition, that the institution possesses sufficient infrastructure and experience in the field before trainees are placed with it (Rules, Regulations, Instructions and Manual, District Industries Centre, Government of Puducherry). Since a place has to exist in a notified trade at a qualifying unit, the trade you write on the form is worth choosing with some care.

Terms & conditions

The money carries conditions on both sides of the placement. The stipend follows the trade's minimum qualification and not the trainee's highest one; the wastage compensation belongs to the industrial unit; and the amendments to both took effect from 1 April 2023 (G.O. Ms. No. 6/DI&C(SW)/DIC/EI/2023-24, Gazette of Puducherry No. 75, 6 October 2023).

The same notification adds a limit that host organisations should read twice: the wastage compensation is not applicable to trainees sponsored to Government Departments and their agencies (G.O. Ms. No. 6/DI&C(SW)/DIC/EI/2023-24, Gazette of Puducherry No. 75, 6 October 2023). A trainee attached to a government office comes without that payment.

On the applicant's side the binding term is the declaration printed on the form, in which you affirm that the particulars are true and accept whatever action follows if they are not (Application form for In-Plant Training, District Industries Centre, Government of Puducherry). The stated object of the scheme is to create employment opportunities and motivate entrepreneurship among educated unemployed youth; nothing in the published terms commits the host unit or the department to a job when the year ends (Training, District Industries Centre, Government of Puducherry).
