The eligibility percentage on this scheme is a floor, not the test. What the Education Department is buying is a place on the Rajasthan Board's declared state-level merit list: the portal's own scheme card describes the award as going to the first 100-100 economically backward general-category students in the declared state-level merit of each stream of the Class 10 and Class 12 examinations of the Rajasthan Board of Secondary Education, Ajmer (Shala Darpan Beneficiary Scheme Portal). A student who clears the marks condition comfortably and files everything correctly has done nothing wrong and will still not be paid if the merit list closes above them.

This is the schools rung of a wider set of cash incentives Rajasthan announced for general-category students from economically backward families. In the state budget presented in March 2017, the Chief Minister's announcement covered board toppers first, then students entering IIT, IIM, AIIMS, NLU or IISc, then RAS candidates, then entrants to the All India Services, with the family income line drawn at less than Rs 2.5 lakh a year (The Indian Express, March 2017). Only the first of those is this scheme, and it is the one a schoolchild can reach.

Finding it is harder than qualifying for it. On the Shala Darpan Beneficiary Scheme Portal, where the application lives, the scheme is filed under the English label "Economically Weaker Section (Budget Ghoshna 155)" (Beneficiary Scheme Portal) even though the Hindi name beneath it, and the Directorate's own circular, describe an economically backward class of the general category. A family searching the portal for the words on the myScheme record will not see them.

Important dates

No annual calendar is published for this scheme. The department opens it session by session and posts the window on the portal, and the portal's own notice board shows how far a window can move once it is open. The school application and lock process went live on 27 Dec, 2022 with a last date posted as 31st January 2023, and three extensions followed it, to 10th March 2023, to 25th April 2023 and finally to 20th May 2023 (Beneficiary Scheme Portal).

The two sessions after it ran short and early instead. Session 2023-24 opened on 18 Dec, 2023 with a last date of 30/01/2024 (Beneficiary Scheme Portal), and for the students who passed in examination year 2024 and applied during session 2024-25, applications closed on 24 November (Dainik Bhaskar, Jaipur).

So the window opens in the session after the board result, and where it closes has ranged from late November to the end of May. The portal's application table carries a live status column against the scheme, which is the one place worth checking before assuming it has closed for the year (Beneficiary Scheme Portal).

Who can apply

Eligibility criteria

Three conditions do the work, and only one of them is competitive. Belonging to the general category and staying under the income line are checked off a certificate and finished with. The merit condition is a ranking against every other Rajasthan Board candidate who sat the same paper, and the marks percentage is the entry gate to that ranking rather than a substitute for it.

The board matters as much as the marks. The qualifying examinations are the ones the Rajasthan Board of Secondary Education, Ajmer conducts, so a general-category student in a Rajasthan CBSE or ICSE school is outside the scheme however well they do. The Directorate's circular names those examinations and treats the Sanskrit education stream's Praveshika and Varishth Upadhyay papers as qualifying examinations in their own right, each with a sanctioned share of the award alongside Madhyamik and the three Class 12 streams (Directorate of Secondary Education circular).

School type is broader here than on the schemes sitting next to it. The portal's application table opens this scheme to private schools as well as to government secondary, Sanskrit, SJE Avasiya, TAD, Madarsa, Minority Affairs and military schools, and to KGBV hostels (Beneficiary Scheme Portal).

Who cannot apply

Exclusions

The scheme's entry in the departmental circular carries no exclusion clause at all: eligibility conditions, a sanctioned count, and nothing more. The free-cycle scheme printed a few pages earlier in the same circular does bar a student who has already been given a cycle under it, and this one writes no equivalent bar (Directorate of Secondary Education circular). A fixed number of places per examination does the excluding by itself. The one discretionary refusal that exists is at the district end, where the portal states plainly that a district office can reject an application for violating scheme rules (Beneficiary Scheme Portal FAQ).

Renewal conditions

Nothing renews. The circular fixes the benefit as a lump sum settled against one qualifying examination, which is why no continued-study certificate, no attendance record and no annual re-verification appears anywhere in the scheme's paperwork (Directorate of Secondary Education circular). Winning it on the Class 10 list also carries nothing forward: the Class 12 merit two years later is a separate contest with separately sanctioned places, and a student has to earn a place on that one from scratch.

Award & benefits

A single payment of Rs 15,000 and a certificate of appreciation, released once the merit and eligibility have been verified (Shala Darpan Beneficiary Scheme Portal). There is no fee waiver, no monthly stipend and no seat attached to it.

The amount is the reason this scheme is so often mixed up with three others. All four came out of the same budget speech, for the same category of student, at four different stages of a career.

One further caution about the money. On the portal's scheme carousel, neighbouring schemes carry a running counter of students paid and rupees disbursed, and the counters beside this scheme's card are blank, while the card next to it records 7 students and Rs 3 Lacs against the Mukhyamantri Siksha Alankar award (Shala Darpan Beneficiary Scheme Portal). Read that as the portal not publishing the figure rather than as evidence about payments, but do not expect a public disbursement trail to check your own case against.

• Financial Assistance: One-time financial assistance of ₹15,000/- is provided to economically backward students from the general category studying in government and private schools.

What to prepare

Documents required

The paperwork is short because the board supplies the hard part: the marksheet proves the merit and the income certificate proves the rest. The circular asks this scheme's applicants for three papers only, the student's Aadhaar or Jan Aadhaar card, a copy of the marksheet and an income certificate, and unlike the EWS cycle and Siksha Alankar schemes carried in the same circular it does not add an EWS certificate or a non-judicial affidavit on top (Directorate of Secondary Education circular).

The circular offers Aadhaar or Jan Aadhaar as alternatives; the portal's own rules do not, and there a Jan Aadhaar ID is described as mandatory for a scheme application to submit successfully (Beneficiary Scheme Portal FAQ). A family whose Jan Aadhaar is not yet issued, or whose student is not attached to it, cannot be entered at all, and that is worth settling before results week rather than after.

How to apply

The student does not file this one. Against the scheme's row, the portal's application table records who applies as the school, working from its Beneficiary Scheme Portal login (Beneficiary Scheme Portal). From there the file travels twice, and the circular names both stops. The district education office is the first and Bikaner the second, and it is at Bikaner that the sanction is actually signed (Directorate of Secondary Education circular). None of those hops is visible to the family, which is what makes the school's own confirmation worth insisting on.

Following It After the School Has Filed

Because there is no student login on this scheme, there is also no student-facing status page to refresh. The entry exists inside the school's portal login until the school locks it, which makes the school the only place that can tell you whether your form was actually submitted or is still sitting unlocked. After that the file is with the district office, which is the stage where a rejection would happen, and the portal directs allotment problems to the helpline on its Contact Us page (Beneficiary Scheme Portal FAQ). Ask the school for two things in writing: that the entry is locked, and the date it went to the District Education Officer.

How winners are picked

Selection process

There is no test, interview or committee for this award. The Rajasthan Board declares its state-level merit for each examination, the department reads down that list, and the qualified names inside the sanctioned count are the beneficiaries. The count is not one open pool per class either: the circular sets a share examination by examination, so Madhyamik, each Class 12 stream and the Sanskrit stream's two papers are each filled and closed on their own (Directorate of Secondary Education circular). That split sits in a table inside the circular itself, which is the only public document that prints it.

School and district verification exist to confirm category, income and identity, not to score anyone. That also means a student cannot improve their position after the result is out.

Terms & conditions

The circular publishes no separate conditions document; it fixes responsibility instead. There is no route round the school: the filing duty is assigned inside it, to the scholarship in-charge and to the head of the institution, and district officers are separately told to push word of the award out through local newspapers, parent-teacher meetings and the morning assembly (Directorate of Secondary Education circular). Nothing in it gives a student a right of appeal. The district office verifies, and it may reject an entry that does not meet the rules (Beneficiary Scheme Portal FAQ).
