The closing date the scheme record states is the last date of February of the respective year, and no opening date is published with it. The board is more explicit about the window on its companion Educational Award Scheme, where applications open on 1 June of the current year and close on 28 February of the next (Educational Award Scheme, GLWB). Two tests run at once, and families usually clear the academic one and stumble on the other. The academic side asks for a pass in the Standard 12 board examination of that cycle's year, at a merit percentile the scheme record sets, together with a confirmed admission into a graduate course; the board's own page states the admission condition and carries no percentile at all, so the bar itself comes from the scheme record (Higher Education Assistance Scheme, myScheme). The employment test is that the parent works in a factory or institution located in Gujarat and that the Labour Welfare Fund has been paid on their behalf for the last one year without a break.

Which courses count is where the official surfaces stop agreeing, and it is worth settling before a single document is uploaded. The board describes the reward as going to a worker's son or daughter who gets admission in any graduation (Higher Education Award Scheme, GLWB), and the myScheme record reads the same way, as admission to any other graduate level course. Sanman, the portal that actually accepts the file, is narrower: its note against this scheme names M.B.B.S., B.D.S., BAMS, BHMS, Physiotherapy, B.Pharm, B.E., C.A., ICWA, ICFA and C.S. (Gujarat Labour Welfare Board schemes, Sanman). Two official surfaces read wide, and the one that processes the application reads narrow. A student headed for a plain BA or BCom should put that question to the board before assuming either way.

Nobody has published an income ceiling for this award. The board's page carries none and the scheme record carries none, yet an income certificate of the parent or guardian still sits on the enclosure list, which is the kind of leftover that makes families assume a means test they were never asked to pass.

Admission abroad is the one exclusion the scheme states outright, and it is absolute rather than conditional on the course or the country. The practical exclusions are quieter. A parent whose employer is not on the Labour Welfare Fund rolls cannot produce the certificate this scheme is built around, because that certificate has to carry the company's Labour Welfare Fund account number. And the percentile bar attaches to the board examination of the cycle year, so a student who cleared Standard 12 earlier and took a gap year before joining a course has already fallen outside it.

There is nothing to renew. The board describes the payment as a cash reward given in the first year, and publishes no route for a second, third or final year of the same degree (Higher Education Award Scheme, GLWB). A student who misses the first-year cycle has missed the scheme, not merely a year of it.

The board's page says only "medical" for the higher slab; the scheme record pins that slab specifically to Bachelor of Medicine Bachelor of Surgery, which is the reading a student on a BDS, BAMS or BHMS seat should check before budgeting for the larger figure.

The money reaches the student by direct benefit transfer into a bank account, which is why account details and the Aadhaar of both the student and the parent sit on the document list.

The document that decides the file is the bonafide certificate, and the board supplies the wording. It has to be typed on the factory's, company's or institution's own letterhead, state the date from which the worker joined, confirm that their Labour Welfare Fund is deposited with the board's office, and quote the company's Labour Welfare Fund account number in the HO, BRD or RAJ series, signed by the owner or manager with a mobile number and the company seal (Higher Education Assistance Scheme enclosures, Sanman).

The same pack carries a second certificate that most families do not expect. Where the worker has not completed a full year at the current factory, the previous employer has to certify the from and to dates of that earlier job and quote its own Labour Welfare Fund account number, so that the two spells together add up to the year of continuous contribution the scheme asks for. Getting that letter out of a former employer is the step to start early.

The application is online only, on the Sanman portal run by the Labour, Skill Development and Employment Department, and the portal states the sequence as register yourself, log in, fill your application for the scheme, and submit it (Sanman portal). To track a submitted file, use the Application Status page on the same portal. It asks only for the application number and the applicant's date of birth, with no login, so the number printed on the acknowledgement is worth saving the day the form goes in (Application Status, Sanman). Nothing in the published material describes a competition. There is no ranked list to place a student against and no category reservation inside the award, because the two conditions the board tests are simply whether the percentile bar holds and whether the year of fund contribution holds.
