About ISSOEL

Gujarat's Interest Subsidy Scheme on Education Loan pays your bank's interest for you, and it never lends you a rupee. The Knowledge Consortium of Gujarat, which runs it for the state Education Department, puts that in writing on its own instruction sheet: this is not a scheme for providing an education loan, so applicants are told plainly not to ask for one. You arrange the borrowing yourself, from a scheduled bank, and the state settles the interest that accrues while you are still studying.

Who it was built for is narrower than the name suggests. Gujarat introduced the scheme through a Government Resolution dated 04/07/2017, and its own booklet describes the target as bright students who hesitate over an expensive course after class 12 because the family's income cannot carry the fees, and who were not reached by Mukhyamantri Yuva Swavalamban Yojana (Interest Subsidy Scheme on Education Loan booklet, Knowledge Consortium of Gujarat). The state approved an administrative provision of Rs 500.00 lakh in the 2017-18 budget to run it, which is a useful measure of how many students it was ever meant to hold.

The published outcome lists confirm that scale. KCG names its approved students one at a time, by registration ID, with the rupee figure paid against each, and a whole year of the scheme fits inside a short PDF.

Important dates

The date that governs eligibility is 04/07/2017, the Government Resolution date. A loan sanctioned or disbursed before it is outside the scheme however well the student otherwise qualifies, which is what happened to 12 of the 81 rejected applications in the first year (list of rejected applications, Knowledge Consortium of Gujarat). The scheme itself applies from the 2017-18 academic year.

KCG opened the first application window from 10.11.2017 to 31.01.2018 on its website, and has since announced each renewal window by circular rather than on a fixed annual calendar (scheme booklet, Knowledge Consortium of Gujarat). The myScheme record publishes neither an opening nor a closing date for the scheme, so the KCG portal is the only place a live window is visible.

Who can apply

Eligibility criteria

Four tests decide this, and all four are hard lines rather than preferences. You need 60 percentile or more in class 12, a family income at or under Rs 6 lakh a year from all sources, a class 12 pass from the Gujarat board or a central board, and an education loan taken from a scheduled bank on or after 04/07/2017 for admission to a recognised university in India or abroad (instruction sheet for students, Knowledge Consortium of Gujarat).

The course itself is treated broadly. Graduate, postgraduate, diploma and professional programmes all qualify, so the scheme does not narrow itself to engineering or medicine.

"Scheduled bank" is where applications quietly die. KCG defines it by pointing at the Second Schedule to the Reserve Bank of India Act, 1934, and publishes that schedule as a downloadable list running from the state and urban co-operative banks through the nationalised and private commercial banks to the gramin banks (scheduled bank list, Knowledge Consortium of Gujarat). A non-banking lender that markets education loans is not on it, however familiar the brand.

The registration form enforces the 60 test itself, at sign-up, and it will take your result in either of two shapes. A diploma holder is measured on percentage rather than percentile, in a diploma field of its own that carries the note that the percentage must be 60 or above. And where a marksheet prints no percentile at all, the form tells you to write the percentage into the percentile box instead, so a board that reports only marks does not lock you out (registration form, Interest Subsidy Scheme on Education Loan).

The applicant must have taken an education loan from a recognized bank for pursuing higher education in India or abroad.
The applicant must have a family income not exceeding ₹6,00,000/- per year.

Who cannot apply

Exclusions

Ineligibility is written into the scheme booklet rather than into the scheme record, and it comes in two halves. The first is what happens during the course: a student who leaves the curriculum midway, or who is expelled by the institution over a problem or a discipline matter, cannot draw the interest subsidy (Interest Subsidy Scheme on Education Loan booklet, Knowledge Consortium of Gujarat). The second is duplication: anyone who has already taken an education loan subsidy from the Central or the State Government, or the benefit of any other scholarship scheme, is barred, because the state will not let the same interest be paid twice.

The rejection lists show which of these bites hardest in practice. Of the 81 applications KCG published as rejected for the first year, family income above the ceiling accounted for 33 on its own (list of rejected applications 2017-18, Knowledge Consortium of Gujarat).

Inside that last row, three files fell because the money came from a private finance company or from a co-operative bank outside the Second Schedule, two because the student was already drawing a college scholarship, and two more because the course had been completed before the form was ever filled.

Renewal conditions

The subsidy is claimed one financial year at a time, not once for the whole degree. KCG's first renewal circular went to students who had already been paid for the opening year and asked them to file again for the next one: the acknowledgement receipt generated when the original form was submitted, a self-attested Aadhaar copy, that year's interest calculation sheet in original with the bank manager's signature and seal, the year's income certificate, an income tax return or a self-declaration in its place, the first page of the loan account passbook, the loan account statement running from the first drawdown, and the marksheets and fee receipts for the year just finished (first renewal circular, Knowledge Consortium of Gujarat).

Two instructions in that circular catch people out. Papers already filed with the original application must be filed again, and everything other than the bank documents has to be self-attested, with incomplete sets refused rather than held. The renewal set is delivered to the KCG office in Ahmedabad, in person or by courier, inside the window the circular names.

The arithmetic resets too. A renewal claims only the interest that accrued between the first of April and the thirty-first of March of that year, on the loan drawn to date, so a student who withdrew more money mid-year claims a larger figure than the year before without anything about the scheme having changed.

What lands in the loan account is the interest the bank actually charged, not a fixed grant. KCG's interest calculation sheet works it out as simple interest, period by period between drawdowns, on a principal counted only up to Rs 10.00 lakh, and it parks tax, processing charges, penalty charges and any other bank charge in columns of their own, away from the interest figure, because the instruction sheet is explicit that nothing beyond the interest is paid to the bank. The worked example KCG circulates fills that sheet at 8.5 percent purely as an illustration, and tells students to compute on the rate their own bank charged (interest calculation guidance, Knowledge Consortium of Gujarat; scheme booklet).

That structure explains a spread the headline figure hides. Because the payment tracks accrued interest, the first year of a fresh loan can be very small: approved amounts in the opening year's list run from Rs 105 at the bottom to Rs 76,891 at the top, and the following year's list reaches Rs 95,346 as loans mature and more of the sanction has been drawn (approved applications, first year; approved applications, second year).

Borrow above the ceiling and the interest on the excess stays yours. Payment is annual, made into the loan account itself on the strength of the details the student registered, so nothing arrives in a savings account to be spent elsewhere.

What to prepare

Documents required

The paperwork splits cleanly into three piles, and only one of them is in your hands. Your own pile is the identity and residence set, the class 12 or diploma marksheet, the admission letter and the fee receipts. The revenue pile is the income certificate from the Talati-cum-Mantri, the Mamlatdar or the TDO, paired with an income tax return, or with a self-declaration where the family is not liable to file one.

The third pile belongs to the bank, and it is the one that stalls applications. The sanction letter, the disbursement letter, the interest calculation sheet and the two self-declarations all have to be filled on KCG's own formats, which the scheme publishes as downloads rather than leaving to the branch's stationery (formats for required documents, Knowledge Consortium of Gujarat). Each of them needs the branch manager's signature and the bank's seal.

Students who have left for a foreign campus add a passport copy, the visa, and a power of attorney. The instruction sheet limits that authority sharply: only the father or the mother of the applicant may sign or endorse documents on the student's behalf, and an authority given to anyone else is treated as invalid.

Step by step

How to apply

Registration comes first, on the KCG education loan portal. The form opens with name, email, contact number, Aadhaar number, the year you passed HSC or the diploma, your stream, the percentile or percentage and the family's total annual income, and it will not take a result below 60 at that first screen (registration form, Interest Subsidy Scheme on Education Loan). Applications are online only, and the instruction sheet says an offline application will not be accepted.

What follows is the step students skip. After submitting the form you print the acknowledgement receipt, take it with the documents to your scheduled bank, and the branch endorses the loan account details before sending the file on to the KCG office. The booklet defines that endorsement as the bank's assurance that the loan account details written on the form are correct and that the student may go forward. Until the bank has done its part, the online submission is only half an application. Applicants are also told to appear in person whenever they are called to verify documents.

How the Outcome Is Published

There is no dashboard that shows a claim moving through the pipeline. KCG publishes the result instead, as approved and rejected lists for each cycle on its applications page, and every approved row carries the registration ID and the amount paid against it, which is how a student confirms both the decision and the payment (approved and rejected applications, Knowledge Consortium of Gujarat). Your registration ID is therefore worth keeping: it, and not your name, is the reference those lists are read by.

Selection process

Nothing here is competitive. KCG measures a file against the thresholds in the Government Resolution and against nothing else, so an application is never ranked against the rest of the year's intake: the percentile, the income certificate, the lender and the loan date are checked, the bank's endorsement is taken as confirmation of the loan account, and the file then surfaces on either the approved list or the rejected list with the reason recorded beside it.

The rejection lists bear that out. Every reason printed against a refused registration ID is a failed eligibility test, a withdrawal by the student or a document that never arrived, and not one of them reads as a decision about who deserved the money more.

Fine print

Terms & conditions

The subsidy covers the moratorium and stops dead at its edge. Once the course period and the additional year are over, the interest on whatever remains outstanding is the student's to pay, and the scheme does not follow the loan into repayment.

Three automatic stops sit alongside it. Interest support ends if the student leaves or discontinues the study, if the bank cancels the loan, and if the loan is repaid in any manner, in which case the subsidy closes on its own without a further order. The income certificate has to come from the competent revenue authority and be backed by a return or a declaration, and the same income test is re-applied at renewal rather than being settled once.

One condition is worth reading twice before you apply anywhere else: taking a Central or State education loan subsidy, or any other scholarship, disqualifies you here, because the state is explicit that the benefit is not to be duplicated.
