About ITTA

The IELTS & TOEFL Training Assistance pays for an English-test coaching class, not for the degree abroad that follows it. The Gujarat Tribal Development Corporation (GTDC) runs it for the state's Tribal Development Department, and it is meant for Scheduled Tribe (ST) students living in Gujarat who need an IELTS or TOEFL result to study abroad but whose families cannot pay for the classes.

The corporation's page for the scheme puts the benefit in one Gujarati line: the fee fixed for the training is paid "વિદ્યાર્થી તરફથી", on the student's behalf. Its amount field reads only "નિર્ધારીત ફીના ધોરણ મુજબ", as per the prescribed fee norm, and the page adds help with passports and visas, with admission to a college or university abroad and its hostel, and with English-language preparation (GTDC scheme page).

The Tribal Development Department set the scheme up by a resolution that approved GTDC's proposal to start IELTS and TOEFL coaching classes for ST students bound abroad, with the guidance given through experienced institutes. That resolution is attached to the scheme's entry on the state's Mari Yojana portal, behind the entry's "વધુ માહિતી" (more information) link (Mari Yojana scheme list).

Money for it was still arriving in the latest accounts. GTDC's annual report for 2024-2025 lists a Commissioner's grant for IELTS among its current liabilities: ૯૬,૩૮,૬૦૦ rupees at the close of that year against ૨,૧૮,૬૦૦ at the close of the year before, roughly ninety-six lakh against two (GTDC annual report 2024-2025).

GTDC has published no application window for the coaching. When we checked in September 2026, GTDC's scheme page carried no IELTS or TOEFL notice, and the newest entry on its public notices page dated from 2019 (GTDC public notices).

No published rule says whether you must apply before or after enrolling. The form asks which institute you want to join, which points to applying before you enrol (GTDC IELTS and TOEFL coaching form), but myScheme's document list also asks for a receipt of fee paid, so check with GTDC whether a course already under way still qualifies.

The scheme also sits outside the Gujarat State Scholarship Portal. The Directorate of Tribal Development's guideline for the 2026-2027 online window, which covers post-matric scholarships and allied schemes for ST students, does not list it (Directorate of Tribal Development guideline). The route GTDC offers is the paper form, which its downloads page still listed in September 2026 (GTDC forms and downloads).

Who can apply

Eligibility criteria

GTDC's booklet and the myScheme record agree on the core of it: you belong to a Scheduled Tribe, you have passed Class 12, and you are preparing to study abroad. The booklet adds that there is no income limit, even though the scheme page pitches the help at families who cannot afford coaching (GTDC scheme booklet).

Two documents narrow that. The myScheme record shown below asks for residence in a notified tribal area, a condition GTDC's scheme page does not state; the page speaks only of tribal students living in Gujarat (GTDC scheme page). And the form GTDC offers for download today invites ST students who have already graduated or finished a postgraduate degree, telling only members of the tribes GTDC serves to apply (GTDC IELTS and TOEFL coaching form).

So a student living outside a notified tribal area, or one still in the first or second year of a degree, should ask GTDC which version it applies before filing.

The myScheme record publishes no exclusion list, and GTDC's own papers name practical limits rather than barred groups. The corporation provides no accommodation to trainees (GTDC IELTS and TOEFL coaching form), and the booklet makes the applicant bear the cost of lodging and meals during the course (GTDC scheme booklet).

What GTDC pays is a coaching fee at its prescribed rate, not a lump sum for going abroad (GTDC scheme page).

The corporation's own per-student figure is printed in the IELTS and TOEFL entry of its scheme booklet, in the row headed "ધિરાણ મર્યાદા" (limit), where the alternative is the fee set by an institute on GTDC's panel (GTDC scheme booklet). The booklet is a scanned document, so the sum has to be read on that page itself; check it there before you pick a class.

GTDC's annual reports show what the scheme has actually paid out:

The 2024-2025 report prints its totals in Gujarati numerals, copied here as printed; the amount is just under eighty lakh rupees.

The myScheme benefit line printed under this section gives a per-student sum that appears in none of GTDC's documents for the scheme: not the scheme page, the booklet, the application form or either annual report (myScheme record). The scheme's details page on the Mari Yojana portal, reached through its "વધુ માહિતી" link, gives the booklet's figure instead (Mari Yojana scheme list). GTDC's spending does not fit the myScheme sum either: the Rs 2.05 lakh it paid across all 14 students in 2023-2024 is less than that single per-student amount (GTDC annual report 2023-2024). Go by the booklet, and treat the myScheme figure as unconfirmed unless GTDC puts it in writing.

Who receives the money is not spelled out. GTDC's wording, that it pays the fee on the student's behalf, points to a payment made to the coaching institute, but no published document says so outright. The document list asks for both a quotation and a receipt of fee paid, plus a bank passbook or cancelled cheque, which would fit a reimbursement too, so ask the office that takes your form how the payment will be released.

Beyond the fee, the advertisement on GTDC's form says selected students get the training needed for study abroad from the corporation: English-language preparation, the process of securing admission to a foreign university, and visa preparation (GTDC IELTS and TOEFL coaching form).

Documents required

The form asks for more than the document list does, so fill it with these in hand (GTDC IELTS and TOEFL coaching form):

• your caste and sub-caste, date of birth, mobile number and Aadhaar number
• the name and address of the college you attend now, or the one you last attended
• the year of passing and the percentage for Class 12, graduation and postgraduation
• the name, address and phone number of the institute where you want the IELTS or TOEFL coaching
• the course you plan to study abroad
• a recent passport-size photograph, pasted on the form and signed

The booklet specifies that the ST certificate should come from the Assistant Commissioner, Tribal (Vigilance) (GTDC scheme booklet).

Step by step

How to apply

The application is on paper; there is no online form (myScheme record). The route runs like this:

1. Pick the IELTS or TOEFL coaching institute and get its fee quotation, because the form asks for the institute's name, address and phone number.
2. Download the one-page form from GTDC's Forms and Downloads page, where it is listed as the form for IELTS and TOEFL coaching classes (GTDC forms and downloads).
3. Fill it in, paste and sign the photograph, and attach the documents.
4. Submit it. The booklet tells applicants to apply directly to GTDC at Gandhinagar (GTDC scheme booklet), while the myScheme record points to the District Project Administrator's office (myScheme record). Phone GTDC first and file where it tells you.

Because nothing is filed online, there is no portal status page for this scheme. Keep a copy of the filled form, ask the receiving office for an acknowledgement, and follow up with GTDC's head office on +91 79 23253887 or 23253893 between 10:30 am and 06:00 pm (GTDC contact page).

How winners are picked

Selection process

Filing does not guarantee the coaching. The advertisement on GTDC's form describes the scheme as meant for bright ST students and says the training goes to those selected from the applications received, but it publishes no ranking rule, merit list or cut-off (GTDC IELTS and TOEFL coaching form). The booklet lets GTDC pay the fee of an institute it has empanelled, and no list of empanelled institutes appears on the corporation's scheme or forms pages (GTDC scheme booklet).

The booklet leaves the choice of coaching class to the student (GTDC scheme booklet). The resolution behind the scheme, attached to its Mari Yojana entry, adds that if an agency is to be fixed for the work, it has to be chosen by tender under the state's norms (Mari Yojana scheme list).
