Grant to Jharkhand State Unaided Educational Institutions(GJSUEI)

The department announces the window as a circular on the grant-in-aid portal, and the recent pattern is an opening in the second half of the financial year followed by an extension after institutions ask for one.

One caution about that extended date: the banner on the portal home page is not always the department's last word. The extension circular that the same page links carries a further and final extension of the application date, and fixes a separate cut-off by which the District Education Officer or the Council must forward the verified application with its recommendation to the Directorate (press note, Grant-in-Aid portal).

Whatever date is current, the notices repeat that the online submission process closes by itself once it passes, and the appeal notice adds that no further opportunity follows the appeal deadline (appeal circular, Grant-in-Aid portal).

Four kinds of institution may file, and the qualifying tests differ by kind, as the scheme record below sets out. What runs through all four is the same three-part question the department asks: is the recognition live, is the body behind the institution a properly registered and currently compliant society or trust, and is the managing committee one the Jharkhand Academic Council has constituted.

The roll strength and the exam result are the two conditions an institution cannot talk its way past, because neither is taken on the institution's word. At inspection the District Education Officer counts pupils only from classes nine and ten and against the average attendance of the last three months; for an intermediate college the Secretary of the Jharkhand Academic Council does the same on first and second year enrolment. The result an intermediate college is judged on is the one from the annual examination the Council itself conducts, not any internal assessment, and the society or trust behind the institution has to be filing its mandatory return with the Registrar rather than merely holding a registration certificate from years ago (notification, Directorate of Secondary Education, Government of Jharkhand).

The myScheme record leaves this blank, but the department's own notification carries a bar, and it turns on a distinction English flattens: recognition (prasvikriti) is not the same thing as establishment permission (sthapna anumati). Recording a decision of the departmental grant committee, and reading it against the state's school establishment and recognition rules of 2008, that notification says secondary schools which hold establishment permission from the Bihar or Jharkhand government are not payable grant from the year it invited applications for (notification, Directorate of Secondary Education).

Read that against the circular for the year you are actually filing in, because the wording has moved. The press notes running the current cycle invite applications from secondary schools that hold establishment permission from the state government as well as recognised ones, under a departmental resolution of 2023 (press note, Grant-in-Aid portal).

Everything else that keeps an institution out is procedural: an application that is incomplete, unclear, or unaccompanied by the competent authority's recommendation is not considered at all, and a form whose facts the District Education Officer or the Council Secretary has not verified is cancelled rather than weighed (notification, Directorate of Secondary Education).

Nothing rolls over. Every financial year is its own application, and the portal makes you name the session you are applying for before it will open the form (Grant-in-Aid portal login).

What decides whether a returning institution gets past the first screen is its accounting for the last grant. The department asks for a head-wise account of the grant money received across the previous three financial years, down to which staff member was paid how much, with the utilisation certificate attached, plus proof that the bond deed for the amount released last year was executed and registered (notification, Directorate of Secondary Education). Both sit in the portal's upload set, so an institution that cannot produce a clean record of what it did with the previous release has no way to complete the current form (required documents, Grant-in-Aid portal).

No fixed amount per institution is published anywhere in the scheme's own paperwork, and an honest reading of the notification and the portal is that no slab exists to publish. The grant is computed against the annual return the institution files, on staff on roll, academic results and the physical infrastructure in place (Grant-in-Aid portal).

The return heads tell you what the money is expected to have paid for, and they are unusually specific: teaching staff, students appeared and passed, benches and furniture, fans, computers, library books, toilets and sanitation, and classrooms (Grant-in-Aid portal, annual return). An institution planning its ask is better served by building the head-wise expenditure statement the form demands than by looking for a rupee figure the state has never printed.

The scheme record's flat checklist is not how the portal actually collects the papers. Uploads are grouped by form, everything goes in as PDF, and where a head needs several papers they have to be merged into one file before upload (required documents, Grant-in-Aid portal).

The expenditure certificates are itemised in the last form of each set: laboratory, library, biometric device, building repair or construction, apparatus and furniture, water harvesting, toilet and water.

The institution registers itself on the department's online service before it can apply for anything; the login ID and password then reach the registered mobile number by SMS, and the grant application form opens only from inside that login (notification, Directorate of Secondary Education). After the final submit the portal sends a confirmation SMS, and the notification is blunt about what silence means: if no SMS arrives, the application has not been submitted and has to be entered and submitted again. Offline applications are not acceptable under any circumstance. Tracking is the part institutions most often ask about, and the answer is that there is no public status page to search. The institution's own login on the portal is the tracker, and progress there is stage-shaped rather than continuous (Grant-in-Aid portal login). The confirmation SMS is checkpoint one. Checkpoint two is the District Education Officer or the Council Secretary forwarding the verified form online to the Directorate of Secondary Education, which is where an application sits longest, and it is the district office rather than the portal that can say why a form has not moved.

Verification comes before consideration, and the order matters. The District Education Officer verifies what a school, madrasa or Sanskrit vidyalaya has stated, the Secretary of the Jharkhand Academic Council does it for intermediate colleges, and only then does the recommendation go up for the grant to be considered at all (notification, Directorate of Secondary Education).

The decision itself sits with the departmental grant committee that the 2004 grant rules provide for, and those same rules give an institution whose grant has been stayed, or which wants to contest what that committee decided, a separate online appeal (appeal circular, Grant-in-Aid portal).

The conditions that bite are the ones attached to money already received. The bond deed under the Act and the utilisation certificate are upload requirements, not formalities (required documents, Grant-in-Aid portal), and the appeal circular puts the whole responsibility for an unclear or wrong record uploaded during an appeal on the institution that uploaded it (appeal circular, Grant-in-Aid portal).

Route matters too. An offline appeal is neither acceptable nor considerable in any circumstance, and once the appeal date passes the online appeal process shuts on its own, which leaves an institution that misses the window with nothing to fall back on (appeal circular, Grant-in-Aid portal).

That is the departmental line. The application notice prints a separate helpline for trouble with the online form itself, and the extension and appeal circulars each print a departmental programmer's mobile number for portal faults, so which number is worth dialling depends on whether the problem is the scheme or the software (notification, Directorate of Secondary Education).

For anything about a specific application, the district education office is the more useful door for a school, madrasa or Sanskrit vidyalaya, and the office of the Secretary, Jharkhand Academic Council, Ranchi for an intermediate college, since those are the offices that verify and forward the form.
