About GITTPWD

Government Institutions for Teaching and Training of Persons With Disabilities is not a payment. It is admission to one of the Chhattisgarh Social Welfare Department's own residential schools and homes, where a child with a disability of 40 percent or more is taught and housed free of charge.

Two details decide most applications: which institution serves your child's disability, and which age limit that institution applies. The department's scheme page and the myScheme record both say under 10; the department's own school pages say under 14. Both are shown below, because neither page withdraws the other.

The department runs its own network of schools and child homes, separate from the NGO-run institutions it recognises or funds. Its English scheme page states the aim as promoting education and training for persons with disabilities, and lists the benefit as education, pre-professional training and a free hostel, with admission given on the recommendation of a committee formed in the institution (Social Welfare Department scheme page, updated January 2018).

The department's own list of government institutions, as archived in October 2020, groups them by the disability each one serves. The names below are the department's own Hindi wording.

The same list names a sheltered workshop (आश्रयदत्त कर्मशाला) in Bilaspur and the Government Braille Press. Neither is a school or a children's home, so a family looking for a place can set them aside.

Important dates

The department publishes no fixed dates. The school pages take applications at the beginning of every session (Bilaspur school page), so the practical deadline is the superintendent's own intake for that year, and a family should reach the school before the session opens.

Eligibility criteria

The scheme page fixes four tests: Chhattisgarh residence, a disability of 40 percent or more, a parental income below Rs 8,000 a month, and an age above 6 and below 10 (scheme page). The department's school pages, last updated in January 2018, repeat the same tests with two changes that matter.

• The income test covers the hostel only. The Bilaspur school's page says the Rs 8,000 monthly limit applies for admission to the hostel and that there is no income limit for day scholars (Bilaspur school page).
• The school pages put the upper age at 14. The Jagdalpur school's Hindi page asks for an age above 6 and below 14, and asks that the child be a native resident (मूल निवासी) of Chhattisgarh (Jagdalpur school page). The Bilaspur and Kabirdham pages give the same 6 to 14 band in English (Kabirdham school page).

The 40 percent line is the same one the Rights of Persons with Disabilities Act, 2016 uses for benchmark disability, which the central scholarship guidelines also apply (DEPwD scholarship guidelines).

Who cannot apply

Exclusions

The department publishes no exclusion list. In practice, the class a school teaches up to is the hard stop: the Kabirdham school teaches visually and hearing impaired children only up to Class 5, so a child past Class 5 needs a different institution (Kabirdham school page). On the school pages' wording, a family earning Rs 8,000 a month or more loses the hostel bed, not the classroom seat, since day scholars face no income test there; the scheme page states the Rs 8,000 limit without that split (scheme page).

Renewal conditions

No departmental page describes a yearly renewal or a fresh application once a child is admitted. In practice a child's stay runs out at the highest class the school teaches, which on the three school pages that publish it runs from Class 5 at Kabirdham to Class 12 for hearing-impaired students at Bilaspur (Kabirdham school page, Bilaspur school page).

Award & benefits

The benefit is a place, not money. The school pages describe residential schools where day scholars also study, and state that no charges are applied for students (Kabirdham school page). The Hindi scheme page names the training component पूर्व व्यवसायिक प्रशिक्षण, pre-vocational training, alongside schooling and the free hostel (Hindi scheme page).

How far a child can study depends on the school. The three schools whose pages publish class ranges and seat figures listed them as follows in January 2018.

Bilaspur is the only one of the three that takes a hearing-impaired student through Class 12. These are January 2018 figures, so ask the superintendent for this session's count.

• Under the scheme, beneficiaries will receive education, pre-professional training, and free hostel facilities in the concerned government institutions.

What to prepare

Documents required

The school pages ask for four certificates with the admission form: a birth certificate, a disability certificate issued by the Medical Board, an income certificate and a caste certificate (Bilaspur school page). The caste certificate is on the list even though no caste condition appears in the eligibility tests.

How to apply

The application goes on paper, in the prescribed format, to the superintendent (अधीक्षक) of the institution at the start of each academic session (Jagdalpur school page). Choose the institution from the disability it serves first, then its district, since a Dhamtari girls' school for hearing impairment will not take a boy with an orthopaedic disability.

Tracking the Application

There is no online status to check. Chhattisgarh's Sewa Setu portal lists the department's Divyangjan Chhatrvritti Yojana and its pension schemes, but carries no service for admission to these institutions (Sewa Setu service list). Follow up with the superintendent's office directly, and keep a copy of the form and certificates you handed in.

Selection process

On receipt of the applications, a committee formed in the institution recommends admission for eligible children (Bilaspur school page). No entrance test, marks cut-off or merit list is published, so the practical limits are the eligibility tests and the hostel capacity.

Terms & conditions

Each of the three school pages opens by saying its school runs under the Persons with Disabilities Act of 1995 (Bilaspur school page). Parliament passed the Rights of Persons with Disabilities Bill in December 2016 to replace that Act (PIB release, 16 December 2016), so the pages' legal footing is out of date even where their admission rules are not.

The newer law changes what a refusal here means. Its Section 31(1), which the central DEPwD scholarship guidelines quote, keeps free education open to a child with benchmark disability until eighteen and lets the family choose a neighbourhood school or a special school (DEPwD scholarship guidelines). A child turned away by one of these residential institutions for crossing the 10 or 14 entry age has lost this seat, not that right.
