Nothing under this award is paid in advance. The Social Welfare Department describes the money as help with the preparation still to come, yet the order lets a candidate claim it only against a result already declared, once the Union or the Chhattisgarh Public Service Commission has published a list with that candidate's name on it.

The Social Welfare Department runs the award inside its Kshitij - Apar Sambhavnayen programme for persons with disabilities, and the district-level counts show how narrow the beneficiary group is. In Kabirdham, 6 persons with disabilities drew the civil service incentive between 2023 and 2026, against 29 who drew the department's education incentive in the same district over the same years.

So the real reader here is a candidate already inside the exam cycle: a disability certificate of 40% or more and a Chhattisgarh residence, plus a commission result that can be proved on paper. Nothing about the award is tied to a college, a course or a coaching class.

There is no annual window and no closing date. myScheme lists the scheme as open with no close date, which fits a design where every UPSC and CGPSC result generates its own small set of claims through the year.

The department's internal rhythm still matters if you are waiting on the selection award. Proposals for candidates selected by the commission go up to the directorate in the first week of November so the honour can be conferred at the state-level function, and each district office owes the directorate an annual return on the position as at the end of December, due by 5 January.

Three conditions decide it, and all three are checked at the district office rather than by any examining body. The disability threshold is the first, the residence is the second, and a pass in a Union or Chhattisgarh Public Service Commission competitive examination is the third.

What the published list does not spell out is where the disability proof has to come from. The departmental order routes it through the District Medical Board, and the offline form opens with a starred box for the disability registration number, then asks further down for the type of disability, the percentage and the Aadhaar number (Social Welfare Department order, Format-1).

Social category is recorded on the same form, under scheduled caste, scheduled tribe, other backward class or general, and there is a separate minority field. Neither is a filter. They exist because the district office reports beneficiaries by category and gender to the directorate every year.

The source publishes no exclusion list, so the honest answer is what fails in practice: a disability percentage below the threshold, a residence that cannot be evidenced, or a commission result that cannot be produced as an attested certificate. A district office that turns an application down is required to record why, and the reason is written into its own register rather than left in a returned file (Social Welfare Department order).

There is nothing to renew. Each payment is a one-time lump sum attached to one cleared stage, and a candidate who goes further makes a fresh application against the next result instead of extending an existing sanction.

The money is graded by how far the candidate got, and the largest single payment is reserved for actual selection.

Payment is meant to reach the applicant's own bank or post office account by NEFT or RTGS, with a cheque used only where a transfer is genuinely not possible. The award for a final selection is treated differently from the first two: the district office sends the proposal with the cheque up to the Directorate of Social Welfare so the candidate can be honoured at a departmental state-level function, timed where possible to the International Day of Persons with Disabilities on 3 December.

What to prepare

Documents required

Beyond the certificates listed in the record, two things decide whether a file moves. The first is bank detail: the account number with its IFSC code is a starred field on the application form itself, because the sanction and the transfer are prepared from what is written there. The second is the proof of passing, which has to be produced as a photocopy attested by a gazetted officer at the point of collecting the incentive, not merely as a printout of the commission's result.

The residence certificate and the District Medical Board's disability certificate are both mandatory attachments, and the form carries a table where each enclosure is listed with its issue date and issuing authority, signed under a declaration that information found untrue leaves the government free to act under its rules.

How to apply

The trigger is the result, not a calendar. Once the Union or Chhattisgarh Public Service Commission declares the stage result, the candidate applies against that published result. The departmental order provides for an online application on the department's own website and an offline application in Format-1 at the district office of the Joint or Deputy Director, Social Welfare, with that office responsible for entering an offline application into the system.

Take the acknowledgement. The application form ends with a receipt block that the receiving office fills in and signs, and that stamped slip is the only proof of the date your file entered the system. A registered application is not left open-ended either: the order fixes a deadline, counted from the date of receipt, by which the sanctioning authority has to decide the file and inform the applicant of the decision (Social Welfare Department order).

Tracking works nothing like the portal route most aspirants have used. The department's own online form is only a way to lodge the claim: myScheme's entry for the scheme names an offline mode and gives no application URL, and nothing in the order hands a candidate a reference number to look up afterwards. What the order builds instead is paper: a registration register that records the receipt date of every application, the examination it was filed against, whether it was accepted or rejected and the reason for a rejection, and a separate distribution register that records the sanction date, the incentive amount, the bank or post office account and the sum actually paid. Quote the date on your acknowledgement slip and ask the district office to read back your line in the first; the credit landing in the account you wrote on the form is what closes the second.

Selection process

Nobody is ranked against anybody. The commission has already done the selecting, so the district office is testing eligibility, not merit, and the Joint or Deputy Director holds the power to accept or reject the file before the Collector's sanction is obtained.

The department also does not depend only on what applicants bring in. The order asks the Secretary of the Chhattisgarh Public Service Commission to give the department the authorised list of candidates with disabilities once the final selection list is out, which gives the district office an independent list to check a claim against.

Terms & conditions

The order strips the sanction of any enforceable character. A person for whom the assistance has been sanctioned cannot claim that amount as a right, and in any dispute the decision of the Director, Social Welfare, Chhattisgarh, is final (Social Welfare Department order).

The second thing to know is where the money comes from: the state issues an allotment to each district office and the sanction is paid out of that, so what an office has in hand shapes when a cleared file actually turns into a credit.
