About GGSSNC-GOA

The Government of Goa State Scholarship to NDA Cadets is paid to a cadet who is already training at the National Defence Academy, so the paperwork starts at Khadakwasla rather than in Goa. The Directorate of Higher Education's form has to be countersigned by the Academy before it travels to Porvorim, and the scheme text names two dates in each year on which applications should reach the Directorate. The harder question for a family is whether the scheme is still being paid: the Union Public Service Commission's NDA notice still lists it, but the Directorate's own list of current schemes does not.

The scheme is for a Goan cadet from a low-income family who has already cleared the entrance and joined the Academy. It pays during training, not before it: Rs 1,000 a month to cadets undergoing training at the National Defence Academy, Khadakwasla, Pune, plus a one-time outfit allowance of Rs 12,000 (scheme text and application form). The same figures appear in Goa's entry in the UPSC notice for the NDA and Naval Academy Examination (II), 2026 (UPSC notice, NDA and NA (II) 2026). Nothing in it helps with coaching or the entrance examination.

Check where the scheme lives before you rely on it. That UPSC notice still counts it among the scholarships and financial assistance tenable at the Academy, but in Goa it is harder to find. The Directorate of Higher Education's website lists 13 schemes, and the NDA scholarship is not one of them (Directorate of Higher Education schemes). The Directorate's 2022 Citizens' Charter describes its individual beneficiary schemes one by one and leaves this one out as well (Citizens' Charter 2022). What keeps it visible is the application form on the state portal (goa.gov.in scheme download) and the myScheme record reproduced on this page.

The state budget does not name the scholarship either. The one line in Goa's 2025-26 Explanatory Memorandum that names the NDA sits in Demand No. 35, Higher Education, as a scheme to support students seeking admission in NDA, described as a refund of fees paid by students, with a budget estimate of Rs 0.50 lakh (Explanatory Memorandum 2025-26). In 2015-16 the same scheme carried only a token provision, because, the memorandum said, another scheme was run by some other department and there was no demand from students (Explanatory Memorandum 2015-16). Neither document says whether the NDA scholarship is paid from that head, so ask the Directorate whether it is sanctioning claims this year before you count on the money.

The scheme text fixes two receipt dates in every calendar year: the application should reach the Directorate of Higher Education on 1 January or 1 July (scheme text and application form). The myScheme record carries no open or close date, and neither the Directorate's schemes page nor its circulars page carries a dated call for this scheme (Directorate of Higher Education circulars). Work back from whichever of the two dates falls next after you report to the Academy, leaving time for the countersignature.

Who can apply

Eligibility criteria

Most of the record's conditions are settled by certificates: birth or domicile in Goa, and parental income within the ceiling for your category, which is higher for SC, ST and OBC cadets. The condition that needs thought once you are at the Academy is the bar on assistance from any other source.

The NDA runs its own Government of India financial assistance for cadets whose parents' or guardian's income from all sources does not exceed Rs 45,000 a month, paid at up to Rs 2,500 a month for the whole period of training (NDA joining instructions, 155 Course). Goa's two ceilings, Rs 15,000 a month and Rs 37,500 a month for SC, ST and OBC cadets, both sit below that figure (UPSC notice, NDA and NA (II) 2026), so every cadet who qualifies for the Goa scholarship also meets the Academy's income test. Goa's scheme text bars a cadet who receives financial assistance, a scholarship or a freeship from any other source and makes no exception for that central assistance, and the Goa form asks you to list any other scholarship or fellowship received for the training (scheme text and application form). If your family has applied for the NDA's assistance, put the question to the Directorate in writing before you file the Goa form.

Who cannot apply

Exclusions

A cadet whose family income crosses the ceiling for the category, who was neither born in Goa nor domiciled there for the period the record sets, or who already holds other assistance for the same training, falls outside the scheme. So does anyone training somewhere other than the NDA at Khadakwasla, since the scheme text names no other institution.

Renewal conditions

The scheme text sets out no renewal step. Payment runs through training until the 24-month cap is reached, and the form asks for the date of joining the NDA and the duration of the training, the two facts that period is measured from (scheme text and application form; UPSC notice, NDA and NA (II) 2026).

The Academy adds a condition of its own: its joining instructions make any scholarship awarded there subject to satisfactory progress at the Academy (NDA joining instructions, 155 Course). The Goa text is silent on what happens to its payments if training is interrupted, so tell the Directorate early if that happens.

The monthly Rs 1,000 is paid during the period of training "subject to a maximum of 24 months or duration of the course whichever is less", and the Rs 12,000 outfit allowance is paid once (scheme text and application form; UPSC notice, NDA and NA (II) 2026). The scheme text speaks of the "selected" Goan cadets who receive it but fixes no number of awards and publishes no later revision of the amounts.

Of those two limits, the 24 months is the one that binds at the NDA. The same UPSC notice gives the preliminary academic and physical training at the Academy as a period of 3 years (UPSC notice, NDA and NA (II) 2026), so however early the payments begin, at least a year of the course falls outside them.

The money lands against real costs. The joining instructions for the 155th course ask a male cadet to deposit about Rs 57,925 and a female cadet about Rs 63,385 at the start of the first term, for pocket money, insurance, enrolment and other charges, and to bring Rs 10,000 in cash for settling in, along with a list of clothing to carry; accommodation and messing at the Academy are free (NDA joining instructions, 155 Course).

The record's list is the minimum. The form itself asks for more in its own fields (scheme text and application form):

• A recent passport-size photograph fixed to the form.
• Certified photocopies of the birth and domicile certificates, and certified copies of every other document you attach.
• Your Class 10, Class 12 and any degree record: institution, board or university, year of passing and marks or class.
• Your date of joining the NDA and the duration of your training.
• Any other scholarship or fellowship you have received for the training.
• The declaration, signed by you and countersigned by the In-charge or Head of the NDA.

Step by step

How to apply

The application is offline and moves in four steps, two of them inside the Academy:

1. Get the form. It is a Word file on the state portal (goa.gov.in scheme download), and the NDA's joining instructions say the terms of eligibility and application forms for the state scholarships offered at the Academy can be procured there on arrival (NDA joining instructions, 155 Course).
2. Fill it in, fix the photograph, attach certified copies and sign the declaration.
3. Have the declaration countersigned by the In-charge or Head of the NDA. The Academy's instructions ask cadets who want a scholarship to apply to the Commandant through their Squadron Commander as early as possible after joining (NDA joining instructions, 155 Course).
4. Send the form to the Directorate of Higher Education so it arrives by the next receipt date. The scheme text is printed under a Junta House, Panaji letterhead, while the Directorate's website now gives Goa Education Complex, Porvorim, Bardez, Goa 403521 (Directorate of Higher Education contact). Use the Porvorim address.

Tracking the Application

There is no online status to check. The record lists offline application only, with no application link, and Goa's CM Scholarship Portal does not include the scheme in its category-wise list of eligible schemes (CM Scholarship Portal). Keep a copy of everything you send, ask for the number that goes into the "Reg. No." box at the top of the form, and quote it when you follow up by phone or email. For a meeting, the Directorate's appointment form offers "Scheme Related" as a purpose of visit and lets you upload your latest correspondence as a PDF of up to 2MB (Book an appointment).

Selection process

The scheme text refers to selected cadets but publishes no selection rule, merit order or cap on awards; the eligibility test is the only published filter (scheme text and application form). The NDA's joining instructions add a general rule for every scholarship offered at the Academy: where applicants outnumber scholarships, cadets may have to sit an examination for the award, and the final decision rests with the sponsoring state government (NDA joining instructions, 155 Course).

Terms & conditions

Signing the declaration commits the cadet to the scheme's terms and conditions, and it carries a financial consequence: if any information is found false or incorrect, or relevant facts are shown to have been suppressed, the cadet must refund the scholarship to the Government of Goa together with any fine the sanctioning authority imposes (scheme text and application form). The scheme text asks cadets to apply in the given proforma, and the form asks for certified copies of all relevant documents to be attached.
