About GSAE

This scheme never asks what a family earns. It asks something harder: did the student finish first in the entire course, at their own school, college or institute, in the year the result was declared. A yes is worth Rs 7,500 at SSC and Rs 20,000 at a professional education course, paid once, after the marks are out, by the Andhra Pradesh Brahmin Welfare Corporation.

Read it as a prize, not as fee support. The money is settled against a result rather than against an admission, so it arrives on the wrong side of every tuition deadline it might otherwise have covered, and nothing in the norms lets it be drawn in advance (GS-AE guidelines). The corporation wrote those norms for its 2019-20 round and pinned them to results declared for the academic year 2018-19; that single document fixes the four course bands, the filing route and the recovery clause (GS-AE guidelines).

The competition is deliberately local. Eligibility is written against the topper of the entire course in the school, college or institute, which means a candidate is measured against their own institution's cohort and never against a district or state merit list, and the scheme runs across all 13 districts of Andhra Pradesh as the guidelines describe the state (GS-AE guidelines).

Important dates

There is no calendar to hand over. Both date fields on the scheme's myScheme record are blank (myScheme record), and the guidelines fix a year, 2019-20, without naming a month or a last date to file (GS-AE guidelines).

What does bound the earliest possible date is the result itself. Nothing can be sent in until the institution is able to certify a topper for the year, which makes any Gayathri round a post-results one whatever window the corporation eventually posts (GS-AE guidelines). Announcements land on the corporation's notifications list, where no Gayathri call appears at any date (APBWC notifications), and its scheme listing, which the corporation publishes a financial year at a time, showed no Gayathri registration open at its last capture (APBWC schemes). Both of those pages have to be read from Internet Archive captures for now, because the corporation's live certificate has lapsed.

Who can apply

Eligibility criteria

The word carrying the weight is entire. The topper test is read against the whole course rather than against one year or one subject, so a student who led the second year of a degree and slipped in the third has nothing to file (GS-AE guidelines). Sitting beside it is a mode test rather than a marks test: the norms are written for a regular full-time student of that course, and for a student whose parents both belong to the Brahmin community and live in Andhra Pradesh (GS-AE guidelines).

Where the course was studied then matters differently by level. Toppers at SSC, at Intermediate or equivalent and at Graduation must have completed it inside Andhra Pradesh, while a professional education course may have been completed anywhere in India as long as the parents still reside in the state (GS-AE guidelines). That is the one clause that keeps an Andhra family's child at an out-of-state professional institute in the running, and it works by resting the residence test on the parents instead of on the student.

Who cannot apply

Exclusions

No exclusion list is published against this award, so what kills an application has to be read out of the norms themselves. Two bars do most of that work: an amount already taken from another government scheme for the same purpose, and any completion of the course by a mode other than regular full-time study (GS-AE guidelines). A third is a matter of sequence rather than of merit. The claim is built on a certificate naming the student as topper for the academic year, which cannot exist before the result does (GS-AE guidelines).

Renewal conditions

Nothing about this award repeats. Each band is settled once, at the close of the course it belongs to, and the guidelines carry no continuation clause, no yearly re-verification and no progress condition (GS-AE guidelines). They are also silent on the question a family will actually ask, which is whether an SSC award-holder may come back years later having topped a degree: the only money bar the norms write is on another government scheme for the same purpose, and a second claim under this scheme is not addressed either way (GS-AE guidelines).

The slab follows the course that was finished. Nothing in it scales with the margin over the second-placed student, with the institution's standing, or with what the course cost.

What has actually gone out under this head is modest, and the corporation's own accounting shows it. Its abstract of beneficiaries opens the Gayathri line only in 2016-17 with 247 awards, records 286 in 2017-18 and 228 in 2018-19, and nothing at all in 2015-16, for 761 awards and Rs 75.20 lakh in total (APBWC beneficiary abstract). Spread that money across those awards and the average falls below the Rs 10,000 Intermediate slab, which puts the bulk of the spend at the two lower bands rather than at the professional one (GS-AE guidelines, APBWC beneficiary abstract).

For scale, the same abstract puts the corporation's mainstream Bharati education line at 88,669 students over the four years from 2015-16 to 2018-19 (APBWC beneficiary abstract). Gayathri is a narrow head beside it, which is what an eligibility rule that admits only course toppers produces.

What to prepare

Documents required

The topper certificate is the document the whole claim stands on, and no one in the family can write it. It has to come from the head of the school, college or institute, say that the student is topper of the entire course for the academic year, and be uploaded alongside the marks memos (GS-AE guidelines). Ask for it while the exam section still has the mark list open, and read the wording before it is signed: the norms want a statement about the entire course, not a rank in a single year, and that distinction has to be visible on the letter.

Each scanned upload goes in as a PDF of no more than 1 mb (GS-AE guidelines), which is a tight ceiling for a letterhead certificate and a set of marks memos together.

One line in the paperwork now names a bank that no longer exists. The guidelines want the savings account passbook in the student's own name at Andhra Bank or the State Bank of India, and open the field to any nationalised bank only for a professional education course topper studying outside Andhra Pradesh (GS-AE guidelines). The Reserve Bank of India recorded that all Andhra Bank branches would function as Union Bank of India branches from April 1, 2020, under a scheme published in the Gazette of India (RBI press release, March 28, 2020). An SSC, Intermediate or graduation topper reading the clause literally is therefore left with one usable name on it, so settle the successor account with the corporation before opening anything.

Step by step

How to apply

Registration is online, in the corporation's prescribed format, on andhrabrahmin.ap.gov.in, and the norms name no second filing route for this award (GS-AE guidelines). What an applicant types is then validated against MeeSeva and Praja Sadhikara Survey data, so the Aadhaar of the student and of both parents, each carrying an Andhra Pradesh address, and the MeeSeva Integrated Certificate number all have to be at hand before the form is opened (GS-AE guidelines).

Status is checked on the same site, not on any central portal. The lookup takes a reference number, or failing that the registered mobile or Aadhaar number, then narrows on a financial year picked from a list that begins at 2015-16, plus the date of birth (APBWC application status). Which handle you use matters more on a once-only award than it would on a renewing one: the reference number the portal issues at submission is the only one of the three that belongs to the application rather than to the person, so copy it down before the confirmation page closes.

There is no separate view for the payment. The guidelines describe the course-wise amount simply being transferred to the savings bank account of a cleared applicant (GS-AE guidelines), so a credit that has not arrived is a question for the corporation's queries line rather than for a second screen.

How winners are picked

Selection process

Everything after scrutiny sits with one body. The guidelines put shortlisting and finalisation with the State Level Selection Committee, and have the course-wise amount credited to the savings bank accounts of the applicants it clears (GS-AE guidelines). Past the eligibility test the norms publish no marks cut-off, no district quota, no order of merit and no limit on the size of a year's list, so a complete file that carries the topper condition has nothing further to clear (GS-AE guidelines).

Fine print

Terms & conditions

Nothing closes the file once the transfer has gone through. Untrue information on an application exposes the applicant to cancellation, withdrawal or recovery of the award (GS-AE guidelines). On this scheme that clause points at a document the applicant did not draft: the topper claim rests on a letter signed by the head of the institution, so a wrong course name or a rank stated for one year instead of the whole course is still the student's exposure years later. Check the certificate against the marks memos before it is uploaded, not after.

Anything on paper goes to Gollapudi, Vijayawada 521 225, on the Endowments Commissionerate Campus in Krishna district. The call worth making early is about the certificate rather than about the form: agree the wording with the institution's head before it is typed, because a rewritten letter after submission is far harder to get onto the file than a correct one before it.
