Sanction of Laptops - Andhra Pradesh(SOLAP)

No date is attached to this sanction anywhere it is described: the scheme page sets out eligibility and uploads and stops there, and the form opens straight into the applicant fields with no window around them. Where APDASCAC does put dates is its Notifications page, which currently carries an extension notice for the motorized three wheeler applications, so a laptop window, if one is ever notified, surfaces there rather than on the form.

The corporation's own scheme page currently states four tests. The applicant must be a bonafide student, studying regularly, in a graduation-or-above course or in an ITI or polytechnic diploma course. The family's annual income must not exceed Rs 3.00 lakh. The disability must be 40% or above, with eligibility as specified in the RPwD Act, 2016. And the laptop is sanctioned once in a lifetime.

The myScheme snapshot of the scheme is narrower on courses, naming postgraduate and professional study, and it adds that the student should be a native of Andhra Pradesh. Where the two differ, the corporation's portal is the one taking your application, so read its wording as the operative one and treat the myScheme entry as the summary. Either way, the disability certificate does the heavy lifting: the benchmark is assessed disability, not the type of institution.

The source publishes no exclusion list for this scheme. The one hard bar is built into the eligibility itself: a student who has already received a laptop under the sanction cannot receive another, in any course, at any later stage.

There is nothing to renew. The sanction is a one-time issue of equipment, and the once-in-a-lifetime rule on the corporation's scheme page closes the door on a second application rather than opening a renewal route.

The award is the machine itself. Nothing is credited to an account, there is no bill to submit for reimbursement afterwards, and the record classes the benefit as in kind rather than as a transfer.

Whether the corporation carries the whole price is a separate question from whether you qualify. The record splits cost cover into three slabs of parental income, running from full cover at the bottom slab to none at the top, so a sanction is not automatically a free laptop. Those slabs also need reading against the entry test rather than alongside it: the corporation states the eligibility ceiling as an annual family income on its scheme page, while the cost-cover slabs are stated per month, and a family can sit comfortably under the annual ceiling and still land in the top slab, where the record leaves the whole cost of the machine with the beneficiary. The income certificate you upload settles both questions at once.

The corporation's application form asks for more than the five items the myScheme record lists. As the scheme page and the online form stand, the uploads are:

Every file must be a JPG, PNG or JPEG, and each upload is capped at 2 MB. Scan the certificates to that size before you sit down with the form, because it accepts nothing else.

The route is online, through the corporation's application form. The form takes the applicant's name, father's name, date of birth, gender, caste, mobile number, Aadhaar number, district picked from a dropdown, and address, then the seven uploads. There is no fee mentioned anywhere on the form, and no separate registration step before it.

Whatever reference the form returns on submission is worth saving, because the tracker runs on it. The corporation's Know Your Application Status page takes an application ID and a scheme picked from a dropdown, with Laptops listed among the wheelchair, hearing aid and tricycle sanctions it also tracks. It is the only status route published anywhere on the scheme: neither the scheme page nor the form promises an SMS, a letter or a call at any point. The scheme publishes no selection formula, no merit list and no marks-based ranking. What the documents establish is scrutiny against the eligibility tests, with the disability certificate, the income certificate and the bonafide certificate carrying the decision. Where demand outruns a procurement batch, nothing published says how files are ordered.

Three published conditions shape the sanction. It is issued once in a lifetime. It goes only to a student studying regularly, which is what the bonafide certificate exists to prove. And the family's income position governs both entry and cost cover, so an income certificate that is stale or inconsistent with the ration card can cost more than a delay. The corporation's pages state no bond, no service condition and no return obligation attached to the machine.
