About PSCBOCW

One condition in this scheme decides most claims before a mark sheet is even opened: the registered construction worker has to be someone Chandranna Bima does not cover. The order that created the scholarship, G.O.Ms.No. 14 dated 19-07-2018 of the Labour Employment Training and Factories (Lab.I) Department, closes with an instruction to the board's Chief Executive Officer to take great care that only genuine construction workers standing outside Chandranna Bima are covered, because most of them are inside it. Read plainly, the state wrote this benefit for the workers its insurance scheme misses.

The payment itself is modest and has not moved. The same order sets Rs 1,200 a year for a child in Class 9, Class 10, Intermediate or ITI, and Rs 5,000 a year for a child in a higher professional course at graduation level, and it says both sit on top of any other scholarship the government provides.

Money and rules both come from the Andhra Pradesh Building and Other Construction Workers Welfare Board, which the order grounds in section 22 of the Building and Other Construction Workers (RE&CS) Act, 1996. That board is itself a creature of section 18 of the same Act, which it publishes in full, so nothing here runs through a school, a college or an education department.

One word has drifted since 2018, and it is the word the claim turns on. The board's own list of welfare schemes carries the same two rates under the same G.O.Ms.No.14, but names the disqualifying insurance YSR Bima instead of Chandranna Bima. No page on the board's site states that the two names read the same register, and the state's insurance portal records that the converged centre and state cover this one grew out of was withdrawn by the Government of India with effect from April 2020, after which Andhra Pradesh continued a modified YSR Bima of its own. Put it to the labour office in exactly those terms: which register is my parent's name being run against this year.

Important dates

There is no statewide round with a common last date. The order ties the deadline to the student's own calendar instead, requiring the application within three months after the beginning of the academic year, which means a Class 9 claim and a first year degree claim can be due in different months.

Nothing on the board's site announces an opening or closing date for this scholarship, and its list of orders carries no later notification for the scheme. A family reading this out of season should work backwards from when the child's academic year actually started rather than wait for a notice.

The parent is the gate, not the student. The order opens the scheme to the registered building and other construction worker who is not covered under Chandranna Bima, and the child's claim rides on that registration.

Registration is not a one-time event that stays valid by itself. Under the Act the board publishes, a worker registers as a beneficiary between the ages of eighteen and sixty after ninety days of construction work in the preceding twelve months, stops being one on turning sixty or on falling below ninety days of work in a year, and stops again where the contribution has gone unpaid for a continuous year. Lose any one of the three and the parent's standing goes, taking the child's claim with it. Only the third is reversible, and the Act puts that judgment with the board's Secretary rather than with the district office: where the reason the payments stopped is accepted and the worker is willing to clear what is owed, the registration revives on the deposit.

Assume nothing about whether the card is still live. The board's own renewal status report splits every district into workers registered, workers renewed and workers still to be renewed, and the last of those columns runs far ahead of the middle one the whole way down the state. Settle a pending renewal before filing, because what is being sanctioned is the parent's standing and not the child's result.

Two children per family is the ceiling, and the order draws it around scholarships of any kind rather than around this one benefit alone. A third child cannot be added by paying for the first two out of pocket.

The study bands are written by stage, not by class number alone. Class 9, Class 10, Intermediate or ITI carries the lower rate, and in Andhra Pradesh the Intermediate stage is the two years a student spends under the state's Board of Intermediate Education after Class 10. The higher rate uses a narrower phrase, higher professional courses at graduation level, which the order never defines.

Exclusions

The order writes no bar list at all. Its two disqualifications sit inside the eligibility clause: a worker whom Chandranna Bima already covers cannot claim, and a third child cannot be added once two scholarships of any kind have gone to the family.

Nothing further is written in, and the omissions are load-bearing. The order fixes no family income ceiling, names no caste or category, asks for no residence beyond registration with the Andhra Pradesh board, and sets no minimum percentage.

Renewal conditions

The order fixes a window rather than a renewal cycle. Because the claim has to be filed within three months of the start of an academic year, each academic year stands on its own and the family files again.

Nothing in the order carries a sanction into the next year, and being paid once creates no entitlement the second time. That turns a change of rate into a filing question rather than a correspondence one: a child crossing from Intermediate into a professional course claims the higher amount by filing that year afresh, with the college identity card the order asks for in professional cases.

Treat those as 2018 rates that are still current rather than as recent ones. On the board's published list of government orders the entry against this benefit is still G.O.Ms.No.14 of 19.07.2018, with no revising order anywhere beneath it, and the live scheme table repeats the two figures unchanged.

The higher amount is described in the order as an incentive scholarship, and both amounts are explicitly additional to any scholarship the government already provides. Holding a state or central scholarship does not knock the child out.

The money does not pass through the parent's hands. After verification, the concerned Deputy Commissioner of Labour transfers the amount online to the bank account of the student, which is why a student account, and not the worker's account, is the one that has to exist first.

Documents required

The order lists what has to travel with the application: Aadhaar copies for both the worker and the child, a copy of the identity card issued under the BOCW Act, an age proof certificate, a study certificate, a memorandum of marks, two photographs of the student, and a copy of the front page of the bank passbook. A college identity card is added only where the claim is for a professional course.

The memorandum of marks is worth reading correctly. It is on the list as proof that the child is genuinely in the class claimed, and the order attaches no pass percentage to it anywhere.

How to apply

The order gives two routes and treats them as equals. The claimant may file online on the board's official web portal with scanned copies, or submit the board's own printed format manually with the same papers attached.

Whichever route is used, the paper lands with the same officer. The order directs the application and its documents to the concerned Assistant Labour Officer or Assistant Commissioner of Labour (Social Security Schemes) for verification, and only after that does the Deputy Commissioner of Labour release the money.

Finding the right office is a district exercise. There is a row for each of the 26 districts of Andhra Pradesh in the board's labour officers' directory, carrying a mobile number and an email beside the office address. Read the designation column before travelling: across a good many of those districts the officer in charge is an Assistant Commissioner of Labour holding the district as District Incharge Officer rather than a Deputy Commissioner, and the order hands verification and sanction to those two ranks separately.

The board's web address has changed, which trips up families working from an older printout or an older search result. Links pointing at apbocwwb.ap.nic.in no longer resolve at all, while the same portal answers at apbocwwb.ap.gov.in, carrying the same scheme pages and the same order files.

Following a Filed Claim

A filed claim is followed on the board's own site, and on one screen in particular. Applied Claims takes either the worker's registration number or the acknowledgement id issued when the claim was booked, which is why the acknowledgement slip is worth more than the photocopies.

Not knowing that number is not a dead end. One lookup screen on the same site turns whichever identifier the household still has, down to a ration card or a voter ID, into the registration number the claim search is asking for. Two neighbouring screens do less than their names promise: Worker Claims opens a login rather than a public form, and the Claims Report under the reports menu returns district-wise and claim-wise totals for a date range instead of the progress of one file. Where Applied Claims shows nothing, the next door is the Assistant Labour Officer who verified the papers, because a stalled file is sitting with the verifier and not inside the portal.

How winners are picked

Selection process

Nobody is ranked. The order sets no merit list, no interview, no cut-off percentage and no quota between districts, so a complete and eligible application is meant to be sanctioned rather than selected.

The one place discretion genuinely sits is the insurance check. The order tells the Chief Executive Officer to exercise great care in establishing that a claimant really does stand outside Chandranna Bima, which makes that verification, rather than the child's marks, the step where files are most likely to be held.

The board also reserves a power to add to the rules. G.O.Ms.No.14 lets the Andhra Pradesh Building and Other Construction Workers Welfare Board specify any further norms it needs for implementation, so a district office may be working to a circular that is newer than the order.

The two child ceiling is written as a ceiling on scholarships of any kind per BOC worker family, so it is a family limit and not a per scheme limit within the board.

The amounts are stated per annum with no indexation, no arrears clause and no provision for part years, and the order does not say what happens if a child changes course midway through a year.

Sanction sits with the Deputy Commissioner of Labour and verification with the Assistant Labour Officer or Assistant Commissioner of Labour (Social Security Schemes). Neither the school nor the college has any role in approving the claim.

Older paperwork will send you to the wrong city. The 2018 order was addressed to the board's Secretary and Chief Executive Officer at Hyderabad, and the heading on the board's scheme list still reads Hyderabad, but the working address on the current contact page is the Vijayawada one.

Write to the board itself about the scheme. A pending file is answered faster by the district officer in that directory, on whose desk the papers are actually lying.
