No date binds this claim on paper. The myScheme record leaves both the opening and the closing date blank (myScheme, GSVSPS), and the Parishad's ten-step note fixes no season either, so the only timing a worker really controls is how quickly the printed form comes back signed by the institution and the establishment. If a window or a cut-off is ever imposed, the scheme's own page on the portal is where it would show (skpuplabour.in).

The Parishad states just two eligibility conditions for this award, and both of them test the worker rather than the student. The portal requires the worker to be employed in an establishment registered under the UP Dukan evam Vanijya Adhishthan Adhiniyam, 1962 (the state's shops and commercial establishments law) or the Factories Act, 1948 (skpuplabour.in). The welfare fund that pays the award draws its coverage from the 1965 Act, which applies to private and public sector factories but leaves out central and state government establishments, and reaches trade and commercial establishments where 20 or more employees work (Shram Kalyan Parishad, About).

The wage ceiling is the one condition published in two versions. The Parishad's own portal puts the worker's monthly wage limit, counted as basic pay plus dearness allowance, at Rs 24,000 (skpuplabour.in). The scheme's myScheme summary and press coverage still carry the older Rs 15,000 figure (Times of India, August 2026). A family sitting between the two numbers should treat the portal as the operative text and apply.

The child's side is a pass in High School, Intermediate, graduation or post-graduation in the Arts, Science, Commerce or Agriculture stream with at least 60% marks, since the award slabs start there (skpuplabour.in).

The Parishad prints eligibility conditions for this award but no bar list, so what rules a family out has to be read backwards out of the two employment conditions, the four named streams and the marks slabs. A result below 60% earns nothing, because no award slab exists under it (skpuplabour.in). A parent employed by a central or state government establishment falls outside the welfare fund the scheme is paid from (Shram Kalyan Parishad, About). A worker in an unregistered shop, or one drawing more than the published wage ceiling, fails the employment test however well the child scored. And a technical result is not rejected for being technical, it is simply filed elsewhere: a B.Tech, a polytechnic diploma or an ITI certificate belongs to the Parishad's separate Dr A.P.J. Abdul Kalam Shramik Pravidhik Shiksha Sahayata Yojana on the same portal (skpuplabour.in).

Nothing about this award carries into a second year: it is settled by a single marksheet, and the Times of India records the payment as one-time rather than a recurring scholarship (Times of India, August 2026). What the portal does not settle is whether the same worker may come back with the next qualifying result, Intermediate after High School or a degree after Intermediate. Neither it nor myScheme publishes a rule either way, so a household counting on two claims should put that to the helpline before it plans around the second.

The amount lands in the bank account named in the application after the department's verification, and the beneficiary is told by SMS on the registered mobile number (skpuplabour.in). The slab is the entire benefit. Where another state ties a result-linked award to fees, books or a hostel seat, the Parishad keeps those in schemes of their own: the Mahadevi Verma Shramik Pustak Kray Dhan Yojana for buying books, the Kalam scheme for technical study, each with its own form on the same portal (skpuplabour.in).

The list is short, and the odd item on it is the first one: an attested photocopy of the application form you yourself filled online. That is the mechanism doing the real work, because the printout has to come back signed by both the educational institution and the factory or establishment, which is how the department verifies the marksheet claim and the employment claim without a separate certificate for either (skpuplabour.in). Alongside it go a readable copy of the bank passbook, in the son's, daughter's or worker's name, showing the IFS code, and the marksheet of the qualifying exam, which for graduation and post-graduation means the final year's marksheet, not an intermediate semester (skpuplabour.in).

The whole application runs on skpuplabour.in, and it is a two-visit process, not one. On the first visit the worker registers as a new user under the Shramik Avedan section, receives a user ID and password by SMS, logs in, selects the scheme, fills the form, uploads a photograph and submits, then prints the application copy. The printout then travels offline: it must be attested by the child's institution and by the factory or establishment. On the second visit the worker logs back in with the same credentials and uploads the scanned attested copy along with the required documents (skpuplabour.in).

Tracking is built into the same login. The portal's application steps end with a status link, Avedan ki Sthiti, which shows where a submitted application stands, and the payment itself is confirmed by SMS once the verified amount is transferred to the bank account (skpuplabour.in). For an application that appears stuck, the Parishad runs a toll-free helpline at 1800-180-5160 (skpuplabour.in).

Nothing in the Parishad's ten application steps ranks one worker's child against another's. The steps run from registration to attestation to upload to bank transfer with no shortlisting stage in between, and no quota of awards, cut-off above 60% or interview appears anywhere on the scheme's page (skpuplabour.in). Everything between the submit button and the bank credit is signatures: the school or college signs the printed form, the factory or shop signs it too, the department checks the scanned copy against the marksheet and passbook uploaded with it, and only then does the slab amount move. The marksheet decides the amount; the paperwork decides whether it arrives.

The Parishad publishes no terms document for this award. What does the work of one sits inside the eligibility note and the application steps, in three places. The wage test names two components and only two, basic pay plus dearness allowance, so the number that decides the case is not the gross figure at the foot of a payslip (skpuplabour.in). The attestation requirement is a condition, not a formality: an application whose printout never went back signed by the institution and the establishment has not completed the sequence the portal sets out. And the money is drawn from the state's Labour Welfare Fund rather than the education budget, the fund the 1965 Act built out of unpaid wages and employer fines (Shram Kalyan Parishad, About).
