Free Uniforms for Students(FUFS)

Two dates are fixed and neither changes with the year. The scheme opened on 1 July 2004, and 15 August is the enrolment cut-off that decides the year's list. The record publishes no closing date, because there is nothing to close (CM Helpline entitlement record).

The session itself opens in April in Madhya Pradesh's government schools (The Sootr, 27 August 2026). Everything else about this scheme's calendar is the history of how the state chose to deliver it.

That last row had not closed when this page was checked on 4 September 2026. The department's turn back to bank transfers was taken at a review meeting and still needed a revised proposal to go before the Cabinet, and the session that opened in April was more than half gone with no uniform delivered (The Sootr, 27 August 2026).

Three conditions carry the whole test, and all three are about the school rather than the household. The child has to be enrolled in a government primary or middle school in Madhya Pradesh, in Class 1 to 8, and on the roll before 15 August of that session. The entitlement record records the beneficiary class as everyone and the area of operation as urban and rural alike (CM Helpline entitlement record).

What is absent from that list matters as much as what is in it. There is no income ceiling, no caste category, no previous year result, and no separate residence proof named for this benefit.

The covered group splits unevenly by stage: of those 56,62,228 children, 34,36,341 are in Class 1 to 5 and 22,25,887 in Class 6 to 8 (Free Press Journal, 25 August 2026). When the state tried to buy uniforms centrally in the 2026 round, it cut that population into four purchase categories, Class 1 to 3 girls, Class 1 to 3 boys, Class 4 to 8 girls and Class 4 to 8 boys (Free Press Journal, 15 August 2026).

The scheme record publishes no exclusion list at all. Two boundaries do the work instead, and both are drawn around the school.

The first boundary is where a child studies, and it takes no account of what the household earns. The entitlement names government primary and middle schools, so a private school child is outside it on however small an income (CM Helpline entitlement record).

The second is the calendar. Enrolment has to be in place before 15 August, which puts a child admitted late in the session outside that year's list even though the same child is inside the scheme the following year.

Beyond Class 8 the entitlement simply stops. The central norm it draws on also ends at Class VIII, and the state record carries no successor provision for a Class 9 student (Samagra Shiksha programmatic and financial norms).

There is no renewal step, no renewal window and no renewal condition published anywhere in the scheme record. The entitlement re-arises by itself each session for as long as the child stays on a government school roll in Class 1 to 8, which is why the scheme has an enrolment cut-off but no application anniversary.

The value is Rs 600 per child per year, set against two sets of uniform, and the record carries no separate provision for shoes, socks or a school bag (CM Helpline entitlement record).

The same record is explicit about who does the buying under a cash round: the amount is made available, and the two sets are then to be provided to the child by the parent. Under a distribution round the parent buys nothing and the school hands over whatever the supply chain delivers. That is the practical fork, and each side of it fails differently.

Treat the Rs 600 as the standing entitlement figure rather than a settled promise for the session now running. When the department turned back towards bank transfers in August 2026 it had still to put a revised proposal to the Cabinet, and how much each child would get, and when it would land, were both reported as undecided (The Sootr, 27 August 2026).

Under money, fit and timing sit with the family, and so does the risk that the amount goes on something else. A national award winning teacher described the limit of enforcement to Dainik Bhaskar: the verification chain can confirm that the funds reached an account, but no strict action follows when a parent does not then buy a uniform, leaving school heads and villagers to persuade them (Dainik Bhaskar). Under supply, quality and sizing become the state's problem, and both have been the standing complaint against every distribution round Madhya Pradesh has attempted.

The scheme record's own answer is that documents are whatever the School Management Committee's guidelines require, which is a delegation rather than a list. The state's entitlement record does not name a document at all, and sets the application fee at nil. In effect the enrolment record is the document, and a parent produces nothing.

One piece of paperwork does decide whether a cash round reaches you. Where the assistance moves as a bank transfer, the account details the school holds against the child are what the payment runs on, and the departmental check that follows is a verification that the funds landed in those accounts, run by the District Project Coordinator with the Block Resource Coordinators and school heads below him (Dainik Bhaskar). Correcting a wrong account number at the school is the only clerical task in this scheme worth a parent's attention.

You do not apply. The entitlement record puts the application fee at nil and routes the whole thing through the school, with the School Management Committee named as the designated officer (CM Helpline entitlement record). The school's own list of enrolled children is the application.

Behind that list sits a dedicated uniform module on the state's Shiksha Portal, described on its own screens as an online system for managing demand and tracking the distribution of free uniforms, its public screen listing school wise uniform demand by academic year, filtered down through district and block, with a further filter naming the parent department of the self help group registered against a school (Shiksha Portal free uniform module, Government of Madhya Pradesh). Those reports stop at school level, so they tell a parent what a school was allotted rather than what a child received.

Checking whether the entitlement actually reached your child therefore runs in this order. Ask the school first, since the account list and the demand entry both live there. If the school confirms the amount was released and the account still shows nothing, the entitlement record names the Block Resource Coordinator as the appeal authority for this specific scheme, and lists educationportal.mp.gov.in as the scheme's online link. Above that sits the state's general grievance line, which is not specific to this benefit.

Nothing is selected and nothing is ranked. The record's beneficiary selection process is a single sentence, that the child must be enrolled in a government primary or middle school, and the School Management Committee compiles the resulting list (CM Helpline entitlement record). A child on the roll who is missing from that list has hit a clerical failure, not a rejection, which is why the record provides an appeal authority and no selection committee.

The scheme costs a family nothing and asks nothing of it: the record fixes no application fee, no undertaking and no recovery clause (CM Helpline entitlement record). The only obligation it writes down is that the amount buys two sets, and the only person it places that obligation on is the parent.

The one condition a family cannot rely on is the form the benefit takes, and the 2026 round shows why. The petitions that stopped the switch to stitched uniforms came from three powerloom weavers' associations in Jabalpur and Burhanpur, who argued that the state level Powerloom Cooperative Society had been the nodal agency for school uniform supply since 1993 and that Madhya Pradesh's own Stores Purchase Rules allow such material to be bought from state enterprises without an open tender. A division bench of the High Court at Jabalpur stayed the tender's finalisation while those petitions were heard (Free Press Journal, 8 August 2026). Nothing in that dispute touched a child's eligibility, and it still decided what every eligible child got.

The school is the first and usually the last stop, because the School Management Committee is the officer named against this scheme and the demand entry is made there. The Block Resource Coordinator at the block office is the appeal authority the entitlement record names when the school cannot resolve it (CM Helpline entitlement record). Beyond both sits the state's CM Helpline, reachable on 181 from inside Madhya Pradesh and on +91755-2555582 from outside it (CM Helpline contact page). The school and the block office both answer to Madhya Pradesh's School Education Department, which owns the entitlement and whose review meetings keep changing how the uniform actually arrives; the helpline is the state's cross-department line and will route a uniform complaint back to that same department.
